The purpose of this addendum is to advise the Board of the Planning Commission’s
recommendation for this case.
REQUEST:Amendment of conditional use planned development (Cases 81SN0072 and
82SN0105) relative to signage in General Business (C-5) and Light Industrial (I-
1) Districts.
PROPOSED LAND USE:
Afreestanding sign to identify a newly constructed auto dealership is planned. The
sign is intended to replace one (1) of the two (2) existing signs along Midlothian
Turnpike. Deletion of an approved sign package is proposed thereby permitting
future signage for the development to comply with current ordinance requirements
for freestanding sign design and illumination. As proffered, the proposed
freestanding sign would comply with current sign area limitations of the ordinance.
Further, the applicant has agreed to reduce the aggregate freestanding sign area for
the project below that waspreviously permitted by conditions of zoning.
Staff continues to recommend approval as outlined in the “Request Analysis.”

and acceptance of the proffered condition on page 2 of the “Request Analysis.”

PROFFERED CONDITIONS
The applicant hereby amends Condition 35 in Case 81SN0072 to read as follows:
The auto dealership shall be permitted two (2) freestanding signs not to exceed a total of
150square feet. An additional freestanding sign shall be permitted for the autodealership
along the north-south roadway. Other than directional signs and a sign identifying the
industrial park, no other freestanding signs shall be permitted.
i.Sign A, shown onExhibitC, shall not exceed 100square feet and thirty-five (35)
feet in height.
ii.Sign B, shown on ExhibitC, shall not exceed fifty (50) square feet and ten (10) feet
in height.
iii.Sign C, shown onExhibitC, shall not exceed twenty (20) square feet and twelve
(12) feet in height.
(Staff Note: This Proffered Condition supersedes Condition 35 of Case 81SN0072. The sign
package, asrequired in Condition 1 of Case 82SN0105, is deleted.)

inch water line extending along the northeast portion of the request site along Midlothian
Turnpike.While installation of the proposed sign will not impact the public water system,
the applicant is cautioned that the proposed sign must not be placed so as to conflict with the
existing public water lines, or their easements, on this site.
Public Wastewater System:
The request site is currently connected to the public wastewater system.There is an eight
(8) inch private wastewater line extending across Moorefield Park Drive onto the request
site.While installation of the proposed sign will not impact the public wastewater system,
the applicant is cautioned that the proposed sign must not beplaced so as to conflict with
the existing public wastewater lines, or their easements, on this site.
ENVIRONMENTAL
Drainage and Erosion:
This request will have no impact on these facilities.
PUBLIC FACILITIES
County Department of Transportationand Fire Service:
This request will have no impact on these facilities.
Virginia Department of Transportation(VDOT):
VDOT has no comment on the request, noting that the requested signage will be located at
least one (1) foot beyond the right-of-way lines.

LAND USE
Comprehensive Plan:
The Comprehensive Plandesignates the request property for Corporate Officearea where
professional and administrative offices or other similar usesare appropriate.
Area Development Trends:
The area is characterized by a mix of office, light industrial and commercial land uses.
Property to the south and west is currently zoned a mix of Corporate Office (O-2) and Light
Industrial (I-1) and has developed as the Moorefield Park office development.
Zoning History:
On August 26,1981the Board of Supervisors, upon a favorable recommendation from
the Planning Commission, approved rezoning of the request property from Agricultural
(A) to General Business (B-3) and Light Industrial (M-1) with a conditional use planned
developmentto permit bulk exceptions(Case 81SN0072). With the approval of this case,
commercial and industrialuses were permitted. A motor vehicle dealership was planned
forthe request site. Proposed limitations onthe number, size and illumination of
freestanding signs permitted along Midlothian Turnpikeare outlined as follows:
Each dealership was permitted two (2) freestanding signs not to exceed an
aggregate sign area of 446 square feet in area
Signs were permitted tobe illuminated, but not luminous
Each dealership was permitted a freestanding sign along the north-south roadway
Signs wouldblend with the architectural style of the development
On January 26, 1983the Board of Supervisors, upon a favorable recommendation from
the Planning Commission, approved an amendment to Case 81SN0072 to include, in part,
the ability to internally illuminate the lettering on freestanding signage(Case 82SN0105).
Asign package was approved as the plan for the dealership’s building-mounted and
freestanding signs. The signpackagerestricts the height, size and appearance of each
sign.(Exhibit A)
Signs:
In 2012, the applicant completed a new dealership office on the northwest portion of the
request property. The applicant is requesting that an existing freestanding sign be removed
and replaced with a new freestanding sign that complimentsthe new dealership office
(Exhibit B). The proposed sign, limited to fifty (50) square feet in area and ten (10) feet in
height, meets current ordinance requirements for area and height restrictionsof a
freestanding sign.(Proffered Condition)

The applicant wishes to delete therestrictions pertaining to the approved sign package and
have signage regulated by the amended proffered conditionand Zoning Ordinance
requirements.The area and height of freestanding signs would be regulated by the amended
proffered condition. This condition specifies the existing location of freestanding signs on
the property as well as the maximum heightand area for each of these signs.(ExhibitC)
Theapplicant has agreed toreduce the amount ofpermitted aggregate signareaalong
Midlothian Turnpike from 446 square feet to 150 square feet.(ProfferedCondition)
Current ordinance standards for building-mounted and freestanding signs, except as
conditionedherein,would be used to review and approve new signage for the request
propertywith the deletion of the sign package.Condition 37 of Case 81SN0072 would
continue to require that signs blend with the architectural style of the development and that
colored renderings be submitted to the Planning Department prior to the erection of the
proposed sign. The Zoning Ordinance would allow either external or internal lighting of
signs.
CONCLUSION
The proposed amendment and associated proffered condition provides for greater consistency with
current sign requirements of the ordinance relative to sign area and design.
Given these considerations, approvalof this request is recommended.
