McElfish, Environmental Engineering, Upon His Retirement County Administrator's Comments: County Administrator: Board Action Requested: Adoption of the attached resolution. Summary of Information: P.E., Director of Mr. Richard M. McElfish, P.E. will retire on March 1, 2013, after 36 years of dedicated service to Chesterfield County. Preparer: Mr. William D. MCELFISH, DIRECTOR OF ENVIRONMENTAL ENGINEERING, UPON HIS RETIREMENT WHEREAS, Mr. Richard M. "Dick" McElfish, P.E., a decorated Vietnam veteran, joined Chesterfield County in 1977 as the first, and only, Director of Environmental Engineering, serving for 36 years; and WHEREAS, using his experience as a combat leader and First Lieutenant in the United States Army and as an Assistant Resident Engineer of Virginia Department of Transportation, Mr. McElfish transitioned 14 employees previously housed under the Department of Utilities to form the Department of Environmental Engineering; and WHEREAS, Mr. McElfish directed periodic, major restructuring of the department from its initial location in a construction trailer, through six relocations, to the current state-of-the-art Community Development building with an existing staff of 54; and WHEREAS, Mr. McElfish directed the evolution of the department from slide -rules, pen -and -ink mapping, paper and cumbersome filing systems to electronic management of information that included development of the county's award-winning geographic information system, system applications, electronic imaging and computerized street -sign fabrication; and WHEREAS, Mr. McElfish created the approval process for new street names, established a consistent countywide addressing formula and transitioned street -sign installations from non-standard signs to compliance with national street sign standards; and WHEREAS, Mr. McElfish ensured that the department was prepared to assist the public and perform emergency work during tropical storms Fran, Isabel, Gaston and Irene and also provided department resources for snow and debris removal during severe weather events, allowing county facilities to remain open and functional to the public; and WHEREAS, Mr. McElfish pioneered the electronic transfer of data between the county and the Virginia Department of Transportation, which has led to the county's status as a leader in the processing of roads and road segments into the state's secondary road system, incorporating 1,264 miles of the current 2,400 miles of roads into the state system during his tenure; and WHEREAS, Mr. McElfish administered the development and implementation of Chesterfield County's Floodplain Ordinance in 1983, the Chesapeake Bay Ordinance in 1991, the Illicit Discharge Ordinance in 1997 and the Upper Swift Creek Watershed Ordinance in 2000; and WHEREAS, Mr. McElfish was successful in the application of the first county -sponsored linear stream restoration and mitigation project related to a regional stormwater pond facility; and 00000OG WHEREAS, Mr. McElfish facilitated the implementation of the department's citizen education and outreach program enabling staff to develop many successful programs such as rain barrel and rain garden workshops, Chesterfield WaterTrends and riparian stewardship efforts aimed at stormwater protection awareness for the improvement of water quality; and WHEREAS, Mr. McElfish managed the necessary framework of tasks and steps needed to update the Swift Creek Reservoir Watershed Plan to meet regulatory challenges and county goals and to provide opportunities to further protect this important potable water resource from existing development and future land -use changes; and WHEREAS, under Mr. McElfish's directorship, a Stormwater Management/Best Management Practice (SWM/BMP) maintenance division was the first formed by a locality in the Commonwealth of Virginia pioneering Best Management Practice stormwater infrastructure maintenance by a county; and WHEREAS, Mr. McElfish tirelessly represented the department and the development community through dedicated attendance and participation in Chesterfield County Board of Supervisors and Planning Commission meetings, facilitation of evening meetings with citizen groups and homeowners associations, and participation in countless public meetings to champion the concerns of the community and to advise county leaders, the Board of Supervisors and Planning Commissioners toward resolution of development issues; and WHEREAS, in the current economic climate and facing new state and federal mandates and requirements, Mr. McElfish has implemented processes and ensured an operational culture that has positioned his department to meet these future challenges, maintain high standards of performance and, thus, secure his legacy with Chesterfield County; and WHEREAS, Mr. McElfish provided nine years of community service coaching recreation -league boys basketball, girls basketball and girls softball with the Clover Hill Sports Association; and WHEREAS, Mr. McElfish will be sorely missed for his caring, calm and astute leadership; his mentoring of staff; and his sharing of valuable professional and personal knowledge acquired over his many years of service to the public. NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board of Supervisors, this 27th day of February 2013, publicly recognizes Mr. Richard M. "Dick" McElfish for his 36 years of distinguished service to Chesterfield County and extends sincere best wishes for a long, healthy and happy retirement. Subiect: Work Session on Proposed FY2014 Projected Revenues and the FY2014 Proposed Schools Budget County Administrator: Board Action Reauested: The Board is requested to hold a work session to review projected revenues for the Proposed FY2014 Budget and a review of the FY2014 Proposed School Budget. Summary of Information: Staff will review revenues for the Proposed FY2014 Budget, presenting information on the economic conditions and the impact on revenues. The presentation will also provide insight on years beyond FY2014 and will be followed with an outlook on expenditure forecasts in a subsequent work session on the proposed budget. Additionally, the School Superintendent will be presenting the FY2014 Schools Proposed Budget during this work session. The County Administrator's overall proposed budget will be presented on March 11th along with presentations by the public safety departments. Submitted technical memorandum to address Chesterfield's 2010 resolution in more detail. • November 2012 — DRPT submitted draft responses to Chesterfield County comments on the DEIS and discussed plans for Chesterfield public update meeting. 6 Update: Tier II EIS R2R - .--- ------------- --............ — ---- — -- --- -- - Early 2013 • Complete Project Update Meetings in areas with revised roadwork designs Early 2014 • Complete Tier II Final EIS Summer 2014 • Record of Decision • Conduct Public Hearings Design Changes in Chesterfield County, VA -- - Station Road • DEIS showed closure of existing at -grade crossing with a new alignment & bridge over RR and old alignment to provide access to County wastewater treatment and cell tower east of RR, while maintaining access to Pella plant and Falling Creek warehouse on west side. • County DEIS comments provided information about nearby planned Falling Creek Ironworks Park which would be impacted by project designs. This led to re- design for Station Road. •A cost comparison of alternative conceptual designs was conducted to compare ROW & relocation costs to construction costs. • Design for FEIS avoids impacts to planned park while maintaining same ROW impacts to the two businesses. Design Changes in Chesterfield County, VA Chester Road • Turn lanes were added for the intersection with Kingsdale Road and the extension of Park Road, and were also added to the Park Road extension at the intersection with Chester Road. Design Changes in Chesterfield County, VA Hopldns Road between Old Lane and Centralia • In response to public comments and to help accommodate existing and predicted future traffic problems, improvements were developed for the intersection of Hopkins Road and Centralia Road. • Hopkins Road was widened to allow the inclusion of a southbound turn lane; in addition, the alignment was shifted slightly westward to avoid impacts to the Ragland House historic resource. • The designs for Centralia Road were extended westward and widened to accommodate an eastbound left turn lane at the intersection with Hopkins Road. • To avoid impacts to the Ragland House, the Centralia Road alignment was shifted slightly to the south. Hopkins Road and Centralia Road 11 Design Changes in Chesterfield County, VA Chester Road South of Centralia Road • In response to a request from the County to provide for northbound traffic movements for the businesses along the west side of Chester Road, a U-turn "bulb" was added near Centralia Road. 1.1 Chester Road (S. of Centralia) 13 Design Changes in Chesterfield County, VA --- - ------------- --- - - ----------- ---- - ---- Curds Street • In response to a request from the County for improved pedestrian accessibility in the area, the curb and gutter section shown in the DEIS was extended to accommodate sidewalks. Advertising requirements differ depending on the item. This item requests authorization to advertise the necessary public hearings in accordance with the state code. 1. Tax Rates: The real estate tax rate to offset the changes in assessed value as prescribed by the Code of Virginia (excluding new construction) is $0.97 per $100 in assessed value. This is due in large part to a 1.3 percent decline in existing residential values. Calendar year 2012 marked the fifth consecutive year of declines in existing home values, the 1.3 percent being a smaller decline than the prior year. Existing commercial properties inched higher though their increase was dwarfed by the further erosion in residential values. The Utilities ordinance changes will be advertised for 6:30 p.m. 2. Tax Relief for the Elderly and Disabled. The last major locality initiated revision to the county's Tax Relief program occurred for tax year 2009 when the criteria were amended. Fueled by shifting demographics and erosion in property values and equity markets, the cost of the program has increased substantially in recent years. Growth was further accelerated in calendar year 2011 when the Commonwealth of Virginia granted 100 percent property tax relief (all local revenue) to all completely disabled veterans. In aggregate, these changes have expanded the program from $2.9 million in 2008 (actual cost) to a projected cost of $5.4 million in the FY2014 budget (absent of any program changes) - an increase of more than 85 percent. Moving forward staff projects that the Tax Relief program will expand at a rate that far outstrips growth in revenues or other expense categories. Therefore a proposed compromise consisting of minor improvements to the tax relief program will be offered for consideration. The proposal, if adopted, would become effective beginning in calendar year 2014, thereby impacting the second half of the FY2014 budget. 3. Utilities Department Fees. The Utilities Department's analysis of the FY2014 budget, capital replacement and revitalization projects, and projections over the next ten years indicate that current revenues, without fee increases, will not be sufficient to cover operating expenses. As an enterprise fund fully supported by payments from users, fee increases are necessary to offset costs of capital projects for rehabilitation of pump stations, new and replacement water tanks, new water lines, investments in older neighborhoods to revitalize water and wastewater lines, the county's contractual share of Richmond water plant projects, as well as maintaining the integrity of the county's water and wastewater facilities. The proposed fee increases are also due in part to smaller growth rates in demand for water/wastewater services as well as new connections. The additional revenues are required to meet the projected longer term operating and capital costs. This rate setting approach supports a financial plan to manage current and projected capital expenses to help ease the funding burden on future generations. The changes in utility rates are discussed below., 000024 CHESTERFIELD COUNTY BOARD OF SUPERVISORS Summary of Information (continued) Page 4 of 4 Utility User Fees. The proposed charges for a typical 5/8" residential size meter having an 18 CCF combined water and wastewater bi-monthly bill will increase by approximately $4.90 ($2.45 monthly). The increase is comprised of changes in both the commodity and base charges for water and the commodity charge for wastewater. The water commodity charge is proposed to increase by $0.05 per one hundred cubic feet (CCF) and the wastewater commodity charge is proposed to increase by $0.16 per CCF, while CCF sales are expected to increase by less than two percent. The commodity charge increases are anticipated to generate an additional $2.6 million in revenues. The water bi-monthly base charges for a typical 5/8" residential size meter is proposed to increase by $1.12 and is anticipated to generate an additional $880,000. These increases are needed to cover the projected cost of rendering water and wastewater utility services and funding capital replacement and revitalization projects. A typical bi-monthly bill will increase from $99.04 to $103.94. The base charges for larger meters increases proportionately based on meter size. County staff met with VDOT to determine possible ways to advance the start date for preliminary engineering of the East River Road Widening Project. VDOT has advised that the county can request the Commonwealth Transportation Board (CTB) to establish the East River Road Project as a new Revenue Sharing Project in Chesterfield County's 2012-2013 through 2017-2018 Secondary Six Year Plan and request the transfer of revenue sharing funds from an existing project to this project. This is an exception to VDOT's general policy that Revenue Sharing Projects are only established through an annual process. Because of VDOT's policies, preliminary engineering for a new revenue sharing project would start no earlier than September of the year the funding is available. This exception will allow preliminary engineering of the East River Road project to begin April 1, 2013, and would give staff a better opportunity to have the project completed in the same timeframe as the VSU Convocation Center.
