STAFF ANALYSIS AND RECOMMENDATION: In this case the applicants brother
(Curtis Dugger) plans to build a single family dwelling on this parcel.
He states that access to Graves Road will be over and across a ~0
foot wide private road easement.
Staff notes that this parcel and adjacent property are large vacant
parcels with a good potential for future subdivision. Therefore,
Staff recommends that the applicant consider possible road and
layout plans for this parcel, and locate his dwelling so that it
will not interfere with the future subdivision of this property.
Staff believes that the applicant and adjacent property owners should
obtain Planning Commission approval for subdivision. A proposed plan
is attached for the applicants consideration.
IF THE BOARD SEES FIT TO GRANT THIS REQUEST~ STAFF RECOMMENDS THAT
IT BE SUBJECT TO THE IMPOSITION OF THE FOLLOWING CONDITIONS:
A 2~ foot wide public road easement, measured from the east
lot line, be dedicated from Point A to Point B as shown on
the attached map. This dedication would be with the understanding
that the County will not build or maintain this road until it
is brought to State standards by others. Also, no building
permit will be issued until this dedication is accomplished.

the above described right-of-ways construct this road to at
least all weather road standards~ gravel surface with road
side ditches.
No new Variances will be granted on Parcel $5-4 or any of
its divisions until Planning Commission approval for
