REQUEST: Amendment of conditional use (Case 91 SN0221) to permit outside agencies' use
of the driver and fire training facilities in an Agricultural (A) District.
PROPOSED LAND USE:
Continued operation of the Chesterfield County Public Safety Training Center is
proposed. Current conditions of Case 91 SN0221 restrict use of the driver training
facility to programs of Police, Fire/Rescue and Sherriff Departments of Chesterfield
County, Henrico County and the City of Richmond. Further, use of the fire training
facilities is limited to the Fire Department only. Use of these facilities by other
outside public safety agencies, businesses and guests is planned.
PLANNING COMMISSION RECOMMENDATION
RECOMMEND APPROVAL SUBJECT TO THE CONDITIONS ON PAGE 2.
STAFF RECOMMENDATION
Recommend approval for the following reason:
As conditioned, use of the driver and fire training facilities as monitored by County agencies
should not result in additional impacts on area development.

CONDITIONS
(STAFF/CPC) 1. The driver training facilities shall be restricted to the programs of the
Police, Fire, Rescue and Sheriff Departments of Chesterfield County
and other public safety agencies as approved by the Chesterfield
County Police Department. (Police)
(STAFF/CPC) 2. Use of fire training shall be restricted to the programs of Chesterfield
County Fire and Emergency Medical Services (EMS) Department
and Chesterfield County industries businesses and guest
departments/entities as approved by the Chesterfield County Fire and
EMS Department. (F)
(STAFF NOTE: These conditions supersede Conditions 14 and 16,
respectively, of Case 91 SN0221. All other previous conditions of Case
91 SN0221 shall remain in effect.)

The request property fronts the west line of Allied Road, north of East Hundred Road and is
better known as 13900 Allied Road. Tax ID 829-644-2688.

PUBLIC FACILITIES
Fire Service:
The Enon Fire Station, Company Number 6, and Rivers Bend Fire Station, Company
Number 18, currently provide fire protection and emergency medical service (EMS).
This request will have a minimal impact on Fire and EMS. The requested change to
Condition 16 will not effect current operations and is being made for clarification
purposes only. The Chesterfield County Fire and EMS Department currently participates
in regional training exercises under the guest provision of the conditional use permit. All
activities occurring at the training facility will continue to be supervised by the
Chesterfield County Fire and EMS Department.
Vir ing is Department of Transportation VDOT~:
VDOT has no comment on the request, noting that established entrances will continue to
be used to the site.
LAND USE
Comprehensive Plan:
The Comprehensive Plan designates the request property as an Industrial area where
moderate to intense manufacturing uses are appropriate.
Area Development Trends:
Surrounding properties are zoned Agricultural (A), Heavy Industrial (I-3) and Residential
(R-7) and are occupied by single-family residential and industrial uses or remain vacant. It is
anticipated that medium-high density residential uses will develop to the west, industrial
uses will develop to the north and east, and community business uses will develop to the
south of the subj ect property, as suggested by the Plan.
Zoning HistorX:
On October 23, 1991 the Board of Supervisors, upon a favorable recommendation from
the Planning Commission, approved a conditional use to permit a police and fire training
center (Case 91 SN0221). Conditions addressed, in part, users of the facility, hours of
operation, noise generation, site layout and screening of the training facilities on the
subject property.

Current Proposal:
Driver Trainin Fg acilitX:
Condition 14 of Case 91SN0221 currently restricts use of the driver training
facilities to the programs of Police, Fire and Rescue and Sheriff Departments of
Chesterfield County, Henrico County and the City of Richmond. While this
condition notes that use of these facilities is also available to guests of the County,
such guests must be accompanied by Chesterfield Officials. The Police Department
seeks amendment of this condition to permit users who are affiliated with the
programs of the Police, Fire/Rescue and Sheriff Departments from other public
safety agencies as approved by the Chesterfield County Police Department, in
addition to the public agency users currently permitted (Condition 1). This flexibility
will allow the Police Department to promote greater regional cooperation between
public safety agencies and provide consistency in training exercises given to
participants while providing a source of revenue to assist in maintenance costs for
the facility. Staff notes that this request will not change current restrictions
pertaining to the firing range located on the request property.
Fire Training Facility:
Condition 16 of Case 91SN0221 currently restricts use of the fire training facility to
the programs of Chesterfield County Fire Department and Chesterfield County
industries businesses. The Fire Department seeks amendment of this condition to
permit users affiliated with the programs of Chesterfield County Fire and EMS
Department, Chesterfield County industries businesses and guest departments/entities
subject to approval by the Chesterfield County Fire and EMS Department (Condition
2). The Chesterfield County Fire and EMS Department currently participates in
regional training exercises under the guest provision of the current condition of
zoning. All activities occurring at the training facility will continue to be supervised
by the Chesterfield County Fire and EMS Department.
CONCLUSION
The request will provide flexibility in expanding use of these facilities for training opportunities
to outside agencies. Recommended conditions should result in no additional impacts on area
development.
Given these considerations, approval of this request is recommended.

The applicant's representative accepted the recommendation. There was no opposition
present.
On motion of Mr. Patton, seconded by Mr. Gulley, the Commission recommended
approval subject to the conditions on page 2.
