PROPOSED USE: Refrigerated warehouse including meat packaging and
ice making facilities.
TAX MAP IDENTIFICATION: Bermuda Magisterial District, Tax Map
Section 116-8 (1), Parcels 5, 8, 11, 12, and 13; 117-5 (1)
Parcels 1 and 2; 117-9 (1) Parcel 3 (Sheets 32 & 33).
GENERAL LOCATION: The parcel fronts the north line of Route 10 and
extends northwardly along the eastern line of the Seaboard Coast-
line Railway, northeast of the intersection of Route 10 and Old
Stage Road.
ACREAGE (SUBJECT PARCEL): 171.6 acres.
EXISTING ZONING: Agricultural (A).
EXISTING LAND USE (SUBJECT PARCEL): For the most part the parcel re-
mains vacant and wooded; however, a large portion of the property
is under agricultural cultivation. An existing brick farm house
also occupies the parcel.
ADJACENT AND AREA~ ZONING AND LAND USE: The majority of adjacent pro-
perty is zoned agricultural (A) with the exception of property to
the south across Route 10 which is zoned General Industrial (M-2)
and property to the extreme northwest which is zoned General Business
(B-3). Adjacent property along the Route 10 frontage remains either
vacant and undeveloped or has been developed for various commercial
and industrial uses.
UTILITIES: SOIL PROFILE, DRAINAGE AND EROSION, REQUIRED OFF-SITE EASEMENT:
Public water and sewer is available to the site and would be required
in ~he development of the parcel. The parcel contains well-drained
soils which are good for foundations, basements, and roadways. It is
noted that the soils are well suited for the use indicated. The par-
cel drains towards the James River and no particular drainage problems
are anticipated, although erosion control measures will have to be
implemented during construction. Off-site sewer and drainage easements
may be required.
PUBLIC FACILITIES: Rezoning and development of the parcel should have
no detrimental impact on either existing or future area public faci-
lities. However, it should be noted that increased industrial use
in this area will necessitate expanding public facilities to assure
adequate fire and police protection.

TRANSPORTATION AND TRAFFIC: Access to serve the proposed use will be
by means of a road extending to the north line of Route 10. It
should be noted that the positioning of access will be dependent
upon obtaining an industrial access permit as required by the
Virginia State Department of Highways and Transportation.
GENERAL PLAN: Industrial development of the area encompassing the
parcel in question.
STAFF ANALYSIS AND RECOMMENDATION: From review of the application and
after inspecting the parcel and surrounding area, Planning Staff
is of the opinion that the proposed rezoning and land use would be
compatible with desired and anticipated development of this area.
It should be noted that at present the applicant intends to utilize
only a portion of the overall property for the proposed use. This
area would represent at the most approximately thirty-two (32)
acres located in the southwest quadrant of the parcel.
