After much consideration, I regret that I have come to the conclusion
that it is time to resign myposition as Planning Commissioner from
Clover Hill District effective December 31, 1981. As you are aware,
my general health has not been the best recently and I feel that it
will limit my ability to function in this particular capacity.
During the past six years, I have enjoyed carrying out the duties
and responsibilities which you and the Board of Supervisors bestowed
upon n~. It has also beennlzpleasure to serve with the other

the Chesterfield County Plannir~I Comalasion effective January 31, 1982.
I will also resign from the Richmond Region PlanninE District Commission
effective the same date.
I have se~¢ed on the County Planning Commission for the past 14 years
and as C~isslon Chairman for the past ten years. I have enjoyed
considerable feeling of accc~plishment in this service but have, in
recent months, decided to retire fr~ the Federal Career Service within
the next !8 months. At that time, I want to be free of most other
service obllgations.
I will be glad to work with you and my successor to assist the latter
as a beginning co~aissioner. I recon~end early selection of a successor
and that he or she join me at each of the January meetings. Attendance

ARTICLE I
Name
The name of this non-profit organization shall be the MID-CITIES
CIVIC ASSOCIATION,INC.
ARTICLE II
Obi ec t
The object of the MID-CITIES CIVIC ASSOCIATION, INC. will be the
encouragement and promotion of all civic betterments in the co~unity
and adjacent areas.
ARTICLE III
Membership
Bermuda District of Chesterfield County, Commonwealth of Virginia
within the following boundries:
On the north, Falling Creek; on the south, Proctor Creek; on the
east, James River; on the west, Atlantic Coast Line Railroad.
ARTICLE IV
Election of Members
Section 1 - Membership in this organization shall be by invitation
of the Membership Committee or by an active member. Anyone living out of
the boundries may join by invitation.
Section 2 - Future members will have to attend one meeting for
introduction, and approved by the members, before becoming a member. New
members will receive their cards at the second meeting, if approved by a
.majority vote of the membership present.
Section 3 - Members will have to attend at least three meetings a
year to maintain their privilege to vote.
Section 4 - Dismissal shall be by majority vote of the members.
Before a dismissal becomes final, the member will be notified to appear at
the next forthcoming meeting. If a family or member is expelled from the
organization for non-payment of dues or for any reason, they must be voted
upon by the Board of Directors and approved by the membership. They will
be re-admitted by a majority vote, if the conditions set by the Board of
Directors have been met.
ARTICLE V
Officers and Directors
Section 1 - The officers of this organization shall be a President,
a Vice-President, a Secretary, and a Treasurer. The President shall
preside at all business meetings, and shall vote only in case of a tie vote.
Section 2 - These officers shall be elected at the Annual Meeting
for a term of one year, or until their successors are elected.
Section 3 - There shall be not more than eight Directors. Four of
these Directors shall be elected at each Annual Meeting for a term of
two years or until their successors are elected. The Chairperson of the
Board of Directors shall preside at these meetings.
Section 4 - Nomination shall be made by a Nominating Committee
appointed by the Board of Directors at least two months prior to the
Annual Meeting. This Committee shall consist of three persons, a member
of the Board of Directors, who shall be chairperson, and any other two
persons the Board deems advisable to serve on the Committee. The report
of the Nominating Committee shall be made at the meeting proceeding the
Annual Meeting. Nominations may also be made from the floor at the Annual
Meeting by the membership.
Section 5 - Elections shall be performed by casting ballots by each
member present in a ballot box. No election shall be considered legal
which is performed by a voice vote, show of hands, etc., except when
there are no nominations from the floor, then the Slate of Officers may
be voted in.
Section 6 - No member shall be nominated who has not given his/her
consent to serve if elected.
Section 7 - No member shall hold more than one office at the same
time; except as a delegate.
Section 8 - The term of office shall begin at the close of the
Annual Meeting.
ARTICLE VI
Vacancies
The Board of Directors shall fill all unexpired terms of Officers
or Directors by appointments of the membership at large. In the event, of
a vacanqyof the office of President, the Vice-President shall advance.

ARTICLE VII
Duties of Officers
The duties of the Officers will be as their Titles imply and as
the By-Laws state:
Section 1 - The President shall preside at all regular and called
meetings. The President shall call Special Meetings only on the majority
vote of the Board of Directors. He shall enforce the constitution and
By-Laws impartially as well as all standing rules and legislation approved
by the membership. The President shall appoint all standing committees
and special committees as the need arises.
Section 2 - In the absence of the President, the Vice-President shall
serve as presiding officer.
Section 3 - The Secretary shall keep an accurate record of all
meetings as well as the roll of the membership, carry on all correspondence
and keep the files and records. The Secretary will act as presiding
officer in the absence of the President and Vice-President. The Secretary
will also act as presiding officer until relieved by the Board of Directors
if the office of President, and Vice-President are all left vacant at the
same time.
Section 4 - The Treasurer shall collect all dues and moneys. The
Treasurer shall prepare a receipt for any money or dues collected in the
official receipt book. The Treasurer shall write a check only upon
receipt of an invoice or such cases as the Board of Director authorizes
an expenditure without an invoice, a request for a receipted invoice will
accompany the check. Ail invoices will be marked with the check number
and the date the check was written for audit purposes. The Treasurer shall
be prepared to give an oral report of finances, when called on, at a
regular meeting. 'All checks are to be signed by both President and
Treasurer.
The Treasurer shall be bonded for an amount as determined by the.
Board of Directors. The person or organization who bonds the Treasurer
must have the approval of the Board of Directors.
The Treasurer's account must be audited when the Treasurer goes out
of office. If the Treasurer is re-elected, the books must be audited
immediately after the Annual Meeting.
The Treasurer shall act as presiding officer until relieved by the
Board of Directors if the office of President, Vice-President and
~ecretary are all leff vacant at the Same ~ime.

ARTICLE VIII
Committees
As soon as possible after election, the President shall announce
the Chairperson of the following standing committees: Program Committee,
Membership Committee, Attendance Committee, and Ways and Means Committee.
Section 1 - The Program Committee shall plan and supervise all
programs.
Section 2 - The Membership Committee shall seek new members.
Section 3 - The Attendance Committee shall see that members attend
all meetings.
Section 4 - The Ways and Means Con~ittee shall formulate plans to
~aise money.
Section 5 - The President shall be empowered to appoint any
Committees that may become necessary from time to time.
ARTICLE IX
Dues and Assessments
Section 1 - The Membership Dues of this organization per family
will be set by the Board of Directors and approved by the Membership.
Dues will become due when member joins.
Section 2 - Member will be in good standing for 30 days after
membership card has expired and only vote as a paid-up member.
Section 3 - A family is to be construed as a husband and wife
only. A family is to have two votes only. A single or widowed adult
age 18 wishing to join may do so by paying one half the regular dues.
Each would have one vote only.
ARTICLE X
Parlimentary Authority
Where it does not conflict with the Constitution or By-Laws of
this organization, the parlimentary authority shall be Roberts' Rules
of Order-Revised.
ARTICLE XI
Quorum
A Quorum to translate business shall be the Majority of thdse
present. This will apply to the Board of Directors and regular membership
meetings. The required number will be, .one officer in charge according
to rank and ~wo Board of Directors or one officer and two members, a total
of three for either meeting.
ARTICLE XII
Order of Business
Unless suspended or changed by a majority vote at any regular
meeting, the order of business shall be: CALL TO ORDER; Minutes of
Preceeding Meeting or Meetings; Reports of Officers in Order of Rank;
Reports of Standing and Speical Committees; Unfinished Business; New
Business; Adjournment.
ARTICLE XIII
Amendments to the By-Laws
This constitution may be amended at any regular meeting by a
two-thrids vote of the members present, provided that notice has been
~iven at the previous meeting of such proposed amendment or amendments.
ARTICLE XI¥
Meetings
Section 1 - Regular meetings are to be held the first Tuesday of
each month at the Mid-Cities Civic Association. If any change contrary
to the above, the members will be notified.
Section 2 - The Annual Meeting is to be held January of each year
at which time the yearly reports of all officers and committee chairpersons
are to be presented to the Secretary in writing.
ARTICLE XV
Scholarship
The Mid-Cities Civic Association Scholarship will be as follows
Section 1 - A Scholarship of $500.00 will be awarded to a student
who wants to further his/her education either at a 4-year college or a
2-year college; or a Scholarship of $250.00 will be awarded to a student
who wants to further his/her education either at a business school or
trade school. This Scholarship will not cover correspondence schools
of any type.
Section 2 - Eligibility Rules:
The applicant will have to apply for the Scholarship in
writing, stating their qualifications.

If applicant is from the membership, the parent, parents,
or guardians will have to be a member in good standing in
the Mid-Cities Civic Association for at least one year prior
to June 1.

There will have to be a genuine need for the scholarship as
determined by the Scholarship Committee.

ARTICLE XV - SCHOLARSHIP Continued
There will have to be a certain grade level as determined by
the Scholarship Co~mnittee.
An alternate will be chosen to receive the Scholarship if the
original recipient is. unable for any.reason to accept.

The Scholarship will be awarded upon proof that the recipient
has been accepted at the school of their choice.
The award of the Scholarship will be determined by the
Scholarship Committee.
Section 3 - If no one.from the Membership applies by April 1 of that
year, the Scholarship will be offered to one of three high schools in the
area in rotation every three years. These schools being designated as
Thomas Dale High School, L. C. Bird High School, and MeadowbrOok High
School.
Section 4 - If there is no eligible applicant, the Scholarship will
not be awarded that year and will not accumulate or be added the following
year.
Section 5 - The Scholarship Committee will be three (3) members
appointed by the President for a term of two (2) years.

PERMIT
By Resolution of the Chesterfield County Board of Supervisors duly adopted

This permission is granted subject to the following conditions:
1. That no part of the gross receipts derived from bingo games or raffles
inures directly or indirectly to the benefit of any private shareholder, member,
agent or employee of your organization.
2. Your organization shall not enter into a contract with any person or
firm, association, organization, partnerships or corporation of any classifica-
tion whatsoever, for the purpose of organizing, managing or conducting bingo
games or raffles.
3. No person, except a bona fide member of your organization who shall have
been a member of the organization for at least ninety days prior to such partici-
pation, shall participate in the management, operation or conduct of any bingo
game or raffle, and no person shall receive any remuneration for participating in
the management, operation or conduct of any such game or raffle, provided that
the spouse of any bona fide member or a firefighter or rescue squad member employed
by a political subdivision with which the volunteer firefighter or rescue squad
member is associated may participate in the operation and conduct of a bingo game
or raffle if a bona fide member is present.
4. Your organization shall not enter into any contract with or otherwise
employ or compensate any member of that organization regarding the sale of bingo
supplies or equipment.
5. Your organization shall not award any prize money or merchandise valued
in excess of the following amounts: (a) no door prize shall exceed twenty-five
dollars ($25.00), (b) no regular bingo or special game shall exceed one hundred
dollars ($100.00), and (c) no jackpot, of any nature whatsoever, shall exceed
one thousand dollars ($1,000.00). In no event shall your organization join with
any other organization in establishing or contributing to the maintenance of.any
jackpot.
6. Your organization shall maintain a record in writing of the dates on
which bingo is played, the number of people in attendance on each date and the
amount of the receipts and prizes paid on each such day. The organization shall
also maintain a record of the name and address of each individual to whom a door
prize, regular or special bingo game prize or jackpot from the playing of bingo
is awarded, as well as the amount of such award. The organization shall also
maintain an itemized record of all receipts and disbursements, including operating
costs and use of proceeds incurred in operating bingo games.
7. Your organization shall not place or permit to be placed on the premises,
or within one hundred yards of the premises, where such bingo game is to be con-
ducted, any sign or signs advertising such bingo game.
8. Records of all bingo and raffle receipts and disbursements sha]~
kept and shall be filed annually under oath with the County Internal Auditor
on a form furnished by the auditor. All such reports shall be submitted to the
Internal Auditor not later than the first day of November of each calendar year
for which a permit has been issued and such records shall be a matter of public
record. Each report shall include a record of the gross receipts and disburse-
ments of said organization for the year period which commenced on the first day
of October of the previous year and ended on September 30 of the current year.
9. No person shall pay or receive for use of the premises to conduct the
bingo games or raffles a sum of money in excess of the current fair market value
of the premises and in no event shall such sum of money be based upon or deter-
mined by a percentage of the proceeds derived from the bingo games or raffles.
10. The organization shall not hold bingo games more frequently than two
calendar days in any one calendar week unless a special permit is granted by the
Board of Supervisors of Chesterfield County for more frequent games.
11. The organization is authorized to play instant bingo as a part of the
bingo games; provided, however, that:
(a) Instant bingo may be conducted only at such time as a regular bingo.
game, as defined in Section 18.2-340.1(2) of the Code of Virginia, 1950, as amen-
ded, is in progress and only at such locations and at such times as are specified
in the bingo application permit;
(b) The organization shall not derive more than thirty-three and one-
third percentum (33 1/3%) of its gross receipts from the bingo games by the play-
ing of "instant bingo" or "bingo in any rotation;"
(c) The organization which conducts the playing of instant bingo shall
maintain complete and accurate records of the date, quantity and card value of
instant bingo supplies purchased as well as the name and address of the supplier
of such instant bingo supplies. The organization shall also maintain a written
invoice or receipt from a non-member of the organization verifying any information
required by law; and
(d) The organization shall not sell an instant bingo card to an individ-
ual below sixteen years of age.
12. The proceeds from the operation of the bingo games or raffles shall
neither be used for the purchase of real estate or improvements for a meeting
place for the organization, nor shall the proceeds be used for the maintenance
or benefit of a private organization which does not exist exclusively for reli-
gious, charitable, scientific, literary, community or educational purposes, nor
shall the proceeds directly or indirectly benefit any member of the organization.
13. Except for reasonable and proper operating costs and prizes, no part of
the gross receipts derived by an organization permitted to conduct bingo games
or raffles may be used for any purpose other than those lawful religious, char-
itable, community or educational purposes for which the organization is specifi-
cally chartered or organized.
14. In addition to the conditions contained in this Permit, the org~lnization
will comply with all provisions of the Code of Virginia and the Code of the
~ount¥ of Chesterfield regarding Bingo Games and Raffles.
15. The Board of Supervisors may deny, suspend or revoke the permit of your
organization for any non-compliance with these conditions, with the Code of the
County of Chesterfield or the Code of Virginia.
16. ANY PERSON, SHAREHOLDER, AGENT, MEMBER OR EMPLOYEE OF SAID ORGANIZATION
VIOLATING ANY OF THESE CONDITIONS SHALL BE GUILTY OF A MISDEMEANOR AND UPON'CON-
VICTION THEREOF SHALL BE SUBJECT TO A FINE OF NOT MORE THAN ONE THOUSAND DOLLARS
OR BY CONFINEMENT IN THE COUNTY JAIL FOR NOT MORE THAN TWELVE MONTHS OR BOTH. A
VIOLATION OF CONDITION 13 ABOVE SHALL BE PUNISHABLE BY IMPRISONMENT OF NOT LESS
THAN ONE YEAR, NOR MORE THAN FIVE YEARS OR BY A FINE OF NOT MORE THAN ONE THOUSAND
DOLLARS OR CONFINEMENT IN THE COUNTY JAIL FOR NOT MORE THAN TWELVE MONTHS OR BOTH.
ANY ORGANIZATION VIOLATING CONDITION 5 ABOVE SHALL HAVE ITS PERMIT AUTOMATICALLY
REVOKED.
17. THIS PERMIT MUST BE RENEWED AT THE END OF EACH CALENDAR YEAR BY THE BOARD
OF SUPERVISORS.
18. THIS PERMIT IS VALID ONLY AT THE LOCATION PROVIDED ON THE APPLICATION FOR
PERMIT TO HOLD BINGO GAMES AND RAFFLES.
19. THIS PERMIT OR A COPY THEREOF MUST BE POSTED ON THE PREMISES WHERE BINGO
GAMES OR RAFFLES ARE CONDUCTED. THIS PERMIT IS NOT ASSIGNABLE.

It has been brought to my attention by Mr. Robert Balsley, Forest View
Rescue Squad's Finance Chairman, that you have a question concerning our
location as a rescue squad in regard to our current application for a bingo
license in Chesterfield County.
Forest View Volunteer Rescue Squad, Inc. has served Chesterfield County for
over twenty-six years. Our main base is located in the city, only after the
annexation several years ago and we have a Midlothian base located on Grove Road
which is on Route 60 in the County. The Grove Road base has been there for over
ten years and just recently a new $100,000 facility was erected at that site.
Our boundary runs all the way to the Powhatan County line.
I require no letter of authorization from the Board of DirectOrs of the
Squad to apply for the bingo license. By authority of the Squad charter, I am
the chairman of the Board of Directors and have complete authority to make this
application on behalf of the Squad.
I hope that this letter eliminates any doubts that you may have had re-
garding our service to the residents of Chesterfield County with respect to our
current application for a bingo license. Should you have any further questions
concerning this matter please feel free to contact myself or relay your questions
through Mr. Balsley and I will get in touch with you. Your expeditious attention
to this matter is appreciated.

PERMIT
By Resolution of the Chesterfield County Board of Supervisors duly adopted
on , permission to conduct bingo games or raffles is
hereby granted to to conduct
bingo games and raffles during the calendar year.
This permission is granted subject to the following conditions:
1. That no part of the gross receipts derived from bingo games or raffles
inures directly or indirectly to the benefit of any private shareholder, member,
agent or employee of your organization.
2. Your organization shall not enter into a contract with any person or
firm, association, organization, partnerships or corporation of any classifica-
tion whatsoever, for the purpose of organizing, managing or conducting bingo
games or raffles.
3. No person, except a bona fide member of your organization who shall have
been a member of the organization for at least ninety days prior to such partici-
pation, shall participate in the management, operation or conduct of any bingo
game or r~ffle, and no person shall receive any remuneration for participating in
the management, operation or conduct of any such game or raffle, provided that
the spouse of any bona fide member or a firefighter or rescue squad member employed
by a political subdivision with which the volunteer firefighter or rescue squad
member is associated may participate in the operation and conduct of a bingo game.

4. Your organization shall not enter into any contract with or otherwise
employ or compensate any member of that organization regarding the sale of bingo
supplies or equipment.
5. Your prganization shall not award any prize money or merchandise valued
in excess of the following amounts: (a) no door prize shall exceed twenty-five
dollars ($25.00), (b) no regular bingo or special game shall exceed one hundred
dollars ($100.00), and (c) no jackpot, of any nature whatsoever, shall exceed
one thousand dollars ($1,000.00). In no event shall your organization join with
any other organization in establishing or contributing to the maintenance of any
jackpot. '
6. Your organization shall maintain a record in writing of the dates on
which bingo is played, the number of people in attendance on each date and the
amount of the receipts and prizes paid on each such day. The organization shall
also maintain a record of the name and address of each individual to whom a door
prize, regular or special bingo game prize or jackpot from the playing of bingo
is awarded, as well as the amount of such award. The organization shall also
maintain an itemized record of all receipts and disbursements, including operating
costs and use of proceeds incurred in operating bingo games.
7. Your organization shall not place or permit to be placed on the premises,
or within one hundred yards of the premises, where such bingo game is to be con-
ducted, any sign or signs advertising such bingo game. ~
8. Records of all bingo and raffle receipts and disbursements shal~ b~
kept and shall be filed annually under oath with the County Internal Auditor
on a form furnished by the auditor. All such reports sh~ll be submitted to the
Internal Auditor not later than the first day of November of each calendar year
for which a permit has been issued and such records shall be a matter of public
record. Each report shall include a record of the gross receipts and disburse-
ments of said organization for the year period which commenced on the first day
of October of the previous year and ended on September 30 of the current year.
9. No person shall pay or receive for use of the premises to conduct the
bingo games or raffles a sum of money in excess of the current fair market value
of the premises and in no event shall such sum of money be based upon.or deter-
mined by a percentage of the proceeds derived[ from the bingo games or raffles.
10. The organization shall not hold bingo games more frequently than two
calendar days in any one calendar week unless a special permit is granted by the
Board of Supervisors of Chesterfield County for more frequent games.
11. The organization is authorized to play instant bingo as a part of the
bingo games; provided, however, that:
(a) Instant bingo may be conducted only at such time as a regular bingo
game, as defined in Section 18.2-340.1(2) of the Code of Virginia, 1950, as amen-
ded, is in progress and only at such locations and at such times as are specified
in the bingo application permit; ~
(b) The organization shall not derive more than thirty-three and one-
third percentum (33 1/3%) of its gross receipts from the bingo games by the play-
ing of "instant bingo" or "bingo in any rotation;"
(c) The organization which conducts the playing of instant bingo shall
maintain complete and accurate records of the date, quantity and card value of
instant bingo supplies purchased as well as the name and address of the supplier
of such instant bingo supplies. The organization shall also maintain a written
invoice or receipt from a non-member of the organization verifying any information
required by law; and
(d) The organization shall not sell. an instant bingo card to an individ-
ual below sixteen years of age.
12. The proceeds from the operation of the bingo games or raffles shall
neither be used for the purchase of real estate or improvements for a meeting
place for the organization, nor shall the proceeds be used for the maintenance
or benefit of a private organization which does not exist exclusively for reli-
gious, charitable, scientific, literary, community or educational purposes, nor
shall the proceeds directly or indirectly benefit any member of the organization.
13. Except for reasonable and proper operating costs and prizes, no part of
the gross receipts derived by an organization permitted to conduct bingo games
or raffles may be used for any purpose other than those lawful religious, char-
itable, community or educational purposes for which the organization is specifi-
cally chartered or organized.
14. In addition to the conditions contained in this Permit, the org~lnization
will comply with all provisions of the Code of Virginia and the Code of ~he
County of Chesterfield regarding Bingo Games and Raffles.
15. The Board of Supervisors may deny, suspend or revoke the permit of your
organization for any non-compliance with these conditions, with the Code of the
County of Chesterfield or the Code of Virginia.
16. ANY PERSON, SHAREHOLDER, AGENT, MEMBER OR EMPLOYEE OF SAID ORGANIZATION
VIOLATING ANY OF THESE CONDITIONS SHALL BE GUILTY OF A MISDEMEANOR AND UPON'CON-
VICTION THEREOF SHALL BE SUBJECT TO A FINE OF NOT MORE THAN ONE THOUSAND DOLLARS
OR BY CONFINEMENT IN THE COUNTY JAIL FOR NOT MORE THAN TWELVE MONTHS OR BOTH. A
VIOLATION OF CONDITION 13 ABOVE SHALL BE PUNISHABLE BY IMPRISONMENT OF NOT LESS
THAN ONE YEAR, NOR MORE THAN FIVE YEARS OR BY A FINE OF NOT MORE THAN ONE THOUSAND
DOLLARS OR CONFINEMENT IN THE COUNTY JAIL FOR NOT MORE THAN TWELVE MONTHS OR BOTH.
ANY ORGANIZATION VIOLATING CONDITION 5 ABOVE SHALL HAVE ITS PERMIT AUTOMATICALLY
REVOKED.
17. THIS PERMIT MUST BE RENEWED AT THE END OF EACH CALENDAR YEAR BY THE BOARD
OF SUPERVISORS.

Article IV - Officers
1, The Rroperty and affairs of the association shall be managed by its
,. Executive Board which may exercise all such powers of the association
.... except as herein specified or limited.
%-z. Ail. members of the Executive Board must be members of the association.
The members of the EXecutive Board shall be: President, 1st Vice
President (Concession,), 2nd Vice President (Membership), Secretary,
Treasurer, the immediate past president and the Ways and Means Chairman.
They shall be elected annually, except the Ways and Means Chairman,
who shall be appointed by the President and the past president who
shall succeed automaticallyl The Athletic Director shall be an ex-
officio member.
Vacancies in the Board may be filled by a majority of the remaining
Board members.
A majority of the officers shall be necessary and sufficient to constitute
a quorum.
Article V - Officers
The officers of the Association, who shall be. elected in May, shall
be: (1) President; (2) 1st Vice President '(Concession); (3) 2nd Vice
President (Membership); (4) Secretary; and, (S) Treasurer. They shall
hold office from June 1 to May 31.
2. The officers shall have the normal duties of their office· All officers
~ shall present written reports at the annual meeting and at such other
~ ~ ~imes as directed by the President.
Article VI - Committees
The President shall appoint such committees as deemed necessary.
A Nominating Committee of not less than three members shall be appointed
in March by the Executive Board on the recommendation of the President.
The Treasurers records shall be audited annually as of May 31. An Audit
Committee, composed of one or more persons, shall be appointed by the
President and announced at the annual meeting.
Article VII - Miscellaneous
The fiscal year shall begin June 1.
These bylaws may be altered or ammended at any regular or special
meeting of the association at which a quorum is present, provided notice
of the nature of the proposed change or repeal be contained in the notice
of such meeting, by the affirmative vote of the membership.

MIDLOTHIAN AThlETIC BOOSTERS ASSOCIATION, INC.
We hereby associate to form a non-stock corporation under
the provisions of Chapter 2 of the Title 13.1 of the Code of
Virginia and to that and set forth the following:
1. The name of the corporation is to be Mtdlothian
Athletic Boosters Association, Inc.
2. The purposes for which the corporation is organized:
a. To improve athletic facilities of Midlothian
High School.
b. To promote interest and support of the inter-
scholastic sports of Midlothian High School.
c. To promote and foster a spirit of good sportsman-
ship and friendly relationship in all inter-scholastic
sports.
d. The general promotion of athletic and recreational
activities in the community.
e. To acquire, own, hold, sell, lease, pledge,
mortgage or otherwise dispose of any property, real
or personal, necessary to the operation of the
Corporation.
f. To borrow money, contract debts, make contracts,
and to exercise any and all such powers as a natural
person could lawfully make, do;perform or exercise
which may be necessary, convenient or expedient for
the accomplishment of uny of its objects or purposes,
providing the same be not inconsistent with the laws
of Virginia ~nd to that and, enumeration of such power~
shall not be deemed inclusive.
3. There shall be only one class of members.
Membership
shall not be transferable. Each member shall be entitled to one
vote pertaining to the affairs of the corporation.

16. ANY PERSON, SHAREHOLDER, AGENT, MEMBER OR EMPLOYEE OF SAID ORGANIZATION
VIOLATING ANY OF THESE CONDITIONS SHALL BE GUILTY OF A MISDEMEANOR AND UPON'CON-
VICTION THEREOF SHALL BE SUBJECT TO A FINE OF NOT MORE THAN ONE THOUSAND DOLLARS
OR BY CONFINEMENT IN THE COUNTY JAIL FOR NOT MORE THAN TWELVE MONTHS~OR BOTH. A
VIOLATION OF CONDITION 13 ABOVE SHALL BE PUNISHABLE BY IMPRISONMENT OF NOT LESS
THAN ONE YEAR, NOR MORE THAN FIVE YEARS OR BY A FINE OF NOT MORE THAN ONE THOUSAND
DOLLARS OR CONFINEMENT IN THE COUNTY JAIL FOR NOT MORE THAN TWELVE MONTHS OR BOTH.
ANY ORGANIZATION VIOLATING CONDITION 5 ABOVE SHALL HAVE ITS PERMIT AUTOMATICALLY
REVOKED.
17. THIS PERMIT MUST BE RENEWED AT THE END OF EACH CALENDAR YEAR BY THE BOARD
OF SUPERVISORS.
18. THIS PERMIT IS VALID ONLY AT THE LOCATION PROVIDED ON THE APPLICATION FOR
PERMIT TO HOLD BINGO GAMES AND RAFFLES.
19. THIS PERMIT OR A COPY THEREOF MUST BE POSTED ON THE PREMISES WHERE BINGO
GAMES OR RAFFLES ARE CONDUCTED. THIS PERMIT IS NOT ASSIGNABLE.

RESOLUTION
Whereas: Manchester-Richmond Lodge #699 Loyal
Order of Moose, is desirous of securing a permit
to operate Raffles and/or Bingo Games during the
1982 calendar year, be it therefore
Resolved: That we, the members of Manchester-
Richmond Lodge #699, Loyal Order of Moose, do
hereby petition the Board of Supervisors of the
County of Chesterfield for the issuance of such
permit~ .and authorize Ora M. Shirey, as Secretary,
to apply to Chesterfield County for a permit for the
calendar year 1982.
I, Ora M. Shirey, do hereby certify the foregoing
resolution was adopted by the Board of Officers of
Manchester-Richmond Lodge #699, Loyal Order of
Moose on the 7th. day of December and subsequently
approved at a meeting of Manchester -Richmond Lodge
#699 on the 7th. day of December, 1981.
