Joseph Walta Bermuda Magisterial District 10114 Brightwood Avenue May 22, 2013 BS REQUEST: Manufactured home approval to permit a temporary manufactured home in a Residential (R-7) District. RECOMMENDATION Recommend approval for the following reasons: A. The temporary manufactured home is in keeping with development in the surrounding area, that being a mix of traditional single-family dwellings and temporary manufactured homes. B. This is a new applicant; however, a manufactured home has been located on the property since 1983. While property maintenance was an issue under previous ownership, the current owners have kept the property well maintained. (NOTE: CONDITIONS MAY BE IMPOSED. THE ORDIANCE LIMITS THE MAXIMUM PERIOD OF TIME FOR WHICH THIS PERMIT MAY BE GRANTED TO SEVEN (7) YEARS. SHOULD THE BOARD WISH TO APPROVE THIS REQUEST, THE APPROVAL WOULD BE FOR SEVEN (7) YEARS UNLESS CONDITIONED FOR LESS TIlVIE.) CONDITIONS 1. Tax ID 793-666-9401. Existing Zonin R-7 Size: 0.2 acre Existing Land Use: Manufactured home Adjacent Zoning and Land Use: North - R-7; Temporary manufactured home South, East and West - R-7; Single-family residential T TTTT TTTF c Public Water and Wastewater Systems: Improvements are connected to the public water and wastewater systems. This request will not impact the public wastewater system. ENVIRONMENTAL ENGINEERING; TRANSPORTATION This request will have no impact on these facilities. Fire Service: The Centralia Fire Station, Company Number 17, and Bensley-Bermuda Volunteer Rescue Squad currently provide fire protection and emergency medical service (EMS). This request will have a minimal impact on Fire and EMS. 2 13SN018Ei-~ L~~ 22-BC)S-RPT LAND USE Comprehensive Plan: The subject property is located within the boundaries of the Jefferson Davis HighwaX Corridor Plan, which suggests the property is appropriate for residential use of 2.51-4 units/acre. Area Development Trends: Area properties are occupied by traditional single-family homes and temporary manufactured homes in the Central Park subdivision. It is anticipated that residential development will continue in this area, as recommended by the Plan. Permit History: A manufactured home has been located on this property since 1983. Approval for this manufactured home was subsequently renewed multiple times. On August 27, 2008 the Board of Supervisors approved the most recent renewal of the permit for a period of two (2) years (Case 08SN0222), expiring on August 27, 2010. That renewal was granted to the previous owner. It was recognized at that time that new investments were being made in the neighborhood and surrounding area and the two (2) year time limit would allow time for the property owner to continue improving the appearance of the property. Other temporary manufactured homes located in the area, to include along Brightwood Avenue, were renewed as recent as 2012 and are due to expire in 2015, 2017, 2018 and 2019. Proposal: The applicants (Stephanie Walta and Joseph Walta) purchased the property on Febniary 11, 2013 and are seeking temporary manufactured home permit approval for seven (7) years. Ms. Stephanie Walta (co-applicant) is the co-owner and intended occupant of the manufactured home, consistent with the requirements of recommended Condition 1. Staff visited the property and notes that it is very well maintained and the manufactured home is relatively new. The driveway is paved with an asphalt material. The manufactured home is a single-wide stricture with no building additions. With the imposition of Condition 2, the addition of living space to the stricture is prohibited. CONCLUSION The temporary manufactured home is in keeping with development in the surrounding area, that being a mix of traditional single-family dwellings and temporary manufactured homes. While this is a new applicant, a manufactured home has been located on the property since 1983. Under previous owners, property maintenance had been an issue. Given these considerations, approval of this request is recommended.
