REQUEST: Renewal of manufactured home permit (Case 06SR0261) to permit a temporary
manufactured home in a Residential (R-7) District.
RECOMMENDATION
Recommend approval for the following reasons:
A. A manufactured home has been located on the request property prior to 1970 with
no apparent adverse impact on area residential use.
B. As conditioned, the use should continue to be compatible with existing area
development.
(NOTE: CONDITIONS MAY BE IMPOSED. THE ORDINANCE LIMITS THE MAXIMUM
PERIOD OF TIlVIE FOR WHICH THIS PERMIT MAY BE GRANTED TO SEVEN (7)
YEARS. SHOULD THE BOARD WISH TO APPROVE THIS REQUEST, APPROVAL
WOULD BE FOR SEVEN (7) YEARS UNLESS CONDITIONED FOR LESS TIlVIE.)

1. The applicant shall be the owner and occupant of the manufactured home. (P)
2. No permanent-type living space may be added to the manufactured home. The
manufactured home shall be skirted but shall not be placed on a permanent

GENERAL INFORMATION
Location:
The request property is located on the west line of Railroad Avenue, north of Westfield
Road and is better known as 1320 Railroad Avenue. Tax ID 728-709-3772.

This request site is currently utilizing a private well and septic system. This request will
not impact the public wastewater system.
Health Department:
The Health Department must approve any new or expanded use of individual well and
septic systems.
ENVIRONMENTAL ENGINEERING AND TRANSPORTATION
This request will have no impact on these facilities.
Fire Service:
The Midlothian Fire Station, Company Number 5, and Forest-View Volunteer Rescue
Squad currently provide fire protection and emergency medical service (EMS). This
request will have a minimal impact on Fire and EMS.

LAND USE
Comprehensive Plan:
The property is located within the boundaries of the Midlothian Area Community Pl
which suggests the property is appropriate for residential use.
Area Development Trends:
Area properties are zoned residentially and are occupied by single family residential use
or are vacant. It is anticipated that residential use will continue in the area as suggested
by the Plan.
Zoning and Permit History:
A manufactured home has been located on the subject property since before 1970. The
first manufactured home permit was issued in 1999 (Case 99SN0235) and most recently
renewed by the Board of Supervisors on April 26, 2006 for a period of seven (7) years,
expiring on Apri126, 2013. (Case 06SR0261)
Proposal:
The applicant is seeking renewal of this manufactured home permit for an additional
seven (7) years and would continue to be the owner and occupant of this unit. (Condition
1)
To ensure that the manufactured home remains temporary, Condition 2 would not permit
permanent-type living space may be added to the manufactured home. In addition, the
manufactured home must be skirted but shall not be placed on a permanent foundation.
CONCLUSION
The manufactured home has been located on the request property since 2006 with no known
adverse impacts on area properties. As conditioned, this temporary use should continue to be
compatible with area development.
Given these considerations, approval of this request is recommended.
