Cosby of Shadycrest Lane come before the Board asking that County water be supplied on Shadycrest Lane. On motion of Mr. Dietsch, Seconded by Mr. Martin, it is resolved that the County Engineer surveythe resident~ of Shadycrest Lane for connections and make a study of the costs involved to suppl water to this area. On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that permits be granted to the C & P Telephone Company, Dominion Heating Company and the Commonwea th Gas Corporation, as filed with the Board's papers. On motion of Mr. Purdy, seconded by Mr. Apperson, it is resolved that water contra( No. AC-625, Bermuda Country Estates, in the amount of $10,939.00 and contract AC- 624, Hidden Valley, Section I, in the amount of $14,820.20, be and they hereby are approved. On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that the bid for Project No. 6413-BI, for an additional pump for Elkhardt water pumping station be and it hereby is awarded to Robert A. Thorpe in the amount of $5,365.22, subject t¢ the approval or rejection of an alternate bid. Mr. Dietsch brings to the Board's attentinn a petition signed by 65 residents of Pocoshock Boulevard in which these persons request the County to supply said amea with County water. On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that the County Engineer make a study of Pocoshock Boulevard area and report recommendations to the Board. The County Engineer points out to the Board that the residents of Falling Creek Farms are also asking for County water. After some discussion of the area, it is on motion of Mr. Apperson, seconded by Mr. Purdy, resolved that the Co~unty E~ginee! study the feasibility of placing water in Falling Creek Farms and surv~ area resi- dents for water connections. On motion of Mr. Browning, seconded by Mr. Martin, it is resolved that the County enter into an agreement with Professional Data, Inc. for the collection of delin- quent utility bills for a period of one year beginning November 1, 1968, provided that all names submitted to the Collectors be given to the Board members. The County was notified that the following roads had been accepted into the State Secondary System of roads: .Bexle¥ Subdivision, Section 3: Upshire Drive - from Route 2349 to Kings Crown Road 0.10 Mi. Kings Crown Road - from Upshire Drive to Deershire Road 0.11 " Deershire Drive - from Kings Crown Road to Walhala Drive 0.08 " Walhala Drive - from Deershire Drive to Ramsgate Lane 0.85 " Ramsgate Lane - from Walhala Drive to Route 678 0.18 " The Chairman of the Board names the following persons to the Chesterfield Highway Safety Commission: ' C. J. Purdy, Board of Supervisors Lt. John Simmons, Police Department James T. Wadkins, County resident A. Joseph Gumprecht, A.A.A. W. R. Davidson, State Highway Department R. M. Phillips (M.D.) - Chester Richard A. Hollander - County resident D. W. Murphey, County Judge C. Lynn Newcomb - School Board This Commission will submit to the Governor of our State a Highway Safety Program for Chesterfield County. On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that the letter re. ceived from Mrs. J. D. Dixon, Jr., pointing out the urgent need for traffic signs in Worthington Farms Subdivision be forwarded to the State Highway Resident Engi- neer with the request ~hat the Highway Department favorably consider Mrs. Dixon's request. Mrs. Joan B. Chalkley's letter which points out the need for traffic control light~ at certain locations in the County is read to the Board. On motion of Mr. Dietsch seconded by Mr. Browning, it is resolved that this letter be forwarded to the Stat~ Highway Department for consideration. The Board is notified that on October 17th at Chesterfield County, the Division of State Planning and Community Affairs would like to discuss with the Board and cer- tain other persons the formation of a Planning District of which Chesterfield will be a member. A letter from Mr. A. D. Via of the Richmond Motorcycle Club, Inc. is read to the Board in which it is requested that said Club be allowed to have a motorcycle Race on October 27, 1968 at the Chesterfield County race track.The Board discusses the dangers involved and the scheduling of the race track, and on motion of Mr. Appers¢ seconded by Mr. Browning, it is resolved that the request of the Richmond Motorcyc] Club, Inc. be, and it hereby is denied. On motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved that the follo~in¢ erroneous tax claims be approved for payment: John W. & Estelle M. Price Assessment for first half of 1968 - Land O' Pines $6.51 James P. Atkinson 1964 Per. Pro. Taxes 52.80 A letter from the County Assessor asking for permission for himself and three Appraisers to attend a VAAO meeting is read to the Board. On motion of Mr. Browning, seconded by Mr. Apperson, it is resolved that the reque~ of the County Assessor be, and it hereby is approved. On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that this Board recommends to the Judge of Circuit Court, the Honorable Ernest P. Gates, the appointment of Ernest Garland Twisdale as Dog Warden and Special Police Officer roi the County of Chesterfield. On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that the follow- ing street light requests be approved: Piedmont Avenue and Rt. 1123 Hendon Way and Blenheim Drive Hendon Way and Lancers Boulevard Copies of a letter from Mrs. Phyllis K. Bass, Public Affairs Chairman, Chester Junior Woman's Club, concerning garbage collection by the County, are distributed to the Board. The request of Mr. J. K. Timmons for the Board of Supervisors to give consideratioi to participating in the improvement of Longview Drive is discussed by the Board. Upon motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that the Execu- tive Secretary be and he hereby is requested to write to Mr. Timmons informing him that this Board sees no justification for the County's participation in said im- provements. On motion of Mr. Apperson, seconded by Mr. Purdy, it is resolved that the request of Trinity Methodist Church to use the Fair Grounds on October 19, 1968, be, and hereby is approved with the understanding that no fee be charged for this use. Mr. Dietsch reported on the past Police Committee meeting and presented to the mem of the Board a proposed Ordinance for the Police Pension and Retirement System. 68-60CS Mr. Leslie Saunders comes before the Board, representing. Sarah Chamberlayne Pearce Est. requesting the rezoning from Residential-2 to General Business C2 on a parcel of ~nd of irregular shape fronting 300 feet,more or less, on the south line of Route 10, 400 feet, more or less, on the east line of Winfree Street and 330 feet, more or less, on the north line of Dodomeade Street, being situated on the eastern portion of said block in Bermuda Magisterial District. Refer to Sec.t15-7 (2) Blk. Q2 lots 412, 413, 414 and 413B. Mr. Saunders cites the need for a large supermarket in Chester and explains the plans for the location. Mrs. J. G. Truman, in opposition to the zoning request cites the danger to school children at this location. Mrs. L.. A. Armstrong, also opposing this request suggested that there are other lo- cations in Chester much more suitable for the supermarket and that proper planning would not allow the placement at this location. Mrs. Alley, Curtis Elementary P.T.A., also speaks in opposition to this request. Mr. Saunders states that increased traffic flow is not necessarily an increase in danger. Ail plans Will be made to eliminate traffic hazards. The Planners will work closely with the County Planner and any other persons recommended by the Boar~ Mr. Custis Cline speaks in behalf of the petition and states that the traffic situ. tion is not as bad as stated here today. Mr. Purdy reminds the Board that on April 10, 1968, commercial zoning for this are; of Chester was denied. He states that he felt the zoning should stop at the Railroad track, that apartmen' could serve as a buffer to the residential areas of Chester, hOwever, Mr. Purdy states that he owns commercial property in the Chester area and that since this mas be considered competitive with the zoning request, that he would not oppose the re- quest nor would he vote on this matter. Mr. Dietsch moves that the request be denied. There is no second. Mr. Dietsch withdraws his motion. Mr. Browning states that he feels that this is not spot zoning but a good place fo~ business. Traffic to schools and to food stores are at different times. Mr. Martin recommends that the Board members view the site. Mr. Browning moves that the request be approved. There is no second. ~rs Mr. Browning withdraws his motion. Mr. Apperson moves that this case be deferred to November 13, 1968. This motion carries. 68-61CS Mr. John Thomas comes before the Board, representing the BJN Corporation, requestii the rezoning from Agricultural to General Business (C-2) on a parcel of land of ir- regular shape fronting 300 feet on U.S. Rte. 1 and extending westwardly 400 feet, being 50 feet south of the intersection of Proctor's Creek and U.S. Rte. 1, the fronting 300 feet presently zoned General Business (C-2) in Bermuda Magisterial Di~ trict. Refer to Sec. 98-5 par. 1-1. There appears no opposition to this zoning request, it is on motion of Mr. Purdy, seconded by Mr, Browning, resolved that the zoning request of BJN Corporation be and it hereby is approved Upon the condition that the County Planner approves the site layout, landscaping and plans on this project. 68-62CS Mr. George W. Smith comes before the Board requesting the rezoning from Residential 2 to Local Business (C-l) on a parcel of land of irregular shape fronting 55.41 ft. on Brandon Road and extending westwardly 180 ft., more or less,being 165 feet, mor~ or less, south of Belt Boulevard, in Manchester Magisterial District.. Refer to Se, 20-10 (4) Blk. 3 Lot 3. There appears no opposition to this zoning request and after some discussion, it i; on motion of Mr. Dietsch, seconded by Mr. Purdy, resolved that the aforedescribed parcel of land be and it hereby is rezoned to Local Business (C-l) upon the condi- tion that the County Planner approves the site layout, landscaping and plans on this project. 68-63CS Mr. Watson M. Marshall, representing Mrs. Helen B. Payne, comes before the Board requesting the rezoning from Residential-1 to General Business (C-2) on a parcel of land of rectangular shape fronting 150 feet on the west line of Beulah Road and 12f feet on the north line of Briarwood Drive, being situated in the northwest corner of said intersection in Dale Magisterial District. Refer to Sec. 52-11 (2) Lot 54 Mr. Marshall states that the parcel across Hopkins Road has been zoned General Business and that it is apparent most of the area will ~entually be zoned General Business. He states that the applicant wishes to have a fabric shop at this loca- tion. Mrs. Mary Southern comes before the Board in opposition to this zoning request, stating that the location would cause a hazardous traffic situation. Mr. Tyser comes before the Board stating that he owns adjoining property and that business at this location would be hazardous to his and other children in the neighborhood. Mrs. Barker of Hollywood Drive, states that the she had no objection to the grant- ing of a Use Permit for a fabric shop but that she is against the reZoRing of the property to C-2. It is pointed out that the Planning Co~mission had recommended that the request the rezoning be reduced to a Use Permit for a fabric shop. Mrs. Payne states that she would like the rezoning of the property and not a Use Permit, because it would restrict her to selling only fabrics and related products. Two letters were read in opposition to the request, one letter was read favoring the request. Mr. Apperson moves that the zoning request be reduced to C-1 and granted. Mr. Browning seconds the motion. A vote being taken - Mr. Browning, Mr. Dietsch and Mr. Purdy vote Nay. Mr. Apperson voteb Yea. Mr. Martin abstains from voting. The zoning request is denied. 68-36U Mr~ David A. Trevillian comes before the Board requesting a Use Permit to sell nursery stock and supplies on a parcel of land of irregular shape, fronting 105 fee on the west line of Bon Air Road and extending westwardly 1050 feet, being 130 re(t, more Or less northeast of the intersection of Rte. 324 and Bon Air Road in Midlo- thian Magisterial District. Refer to Sec. 17-4 (1) lot 5. There appears no opposition to this request and after some discussion, it is on mo. tion of Mr. Martin, seconded by Mr. Apperson, resolved that the Use Permit to sell nursery stock and supplies, be, and it hereby is granted to David A. and Doris M. Trevillian. 68-37U Mr. John Wilson, representing the Austin Powder Company,comes before the Board re- questing a Use Permit to store explosives on a parcel of land of irregular shape, fronting 250 feet on the south line of Midlothian Pike (Rte. 60) and extending southwardly to a depth of 2025 feet, more or less, being 4000 feet, more or less west of the intersection of Rte. 60 and Rte. 675 in Midlothian Magisterial Distrlct Refer to Sec. 17-10 (1) parcels 12 & 15. Mr. Wilson cites the State's regulations controlling storage and handling of expio sives. It is pointed out that these restrictions are very clear. Mr. Wilson states that he looked for a good site for this storage facility and the proposed area meets the State's requirements, that these facilities will be used bY County contractors in their work. Mr. Pat Crowley states that he represents the opposition to the zoning request, that there are teenage vandals in this area who have caused property damage and difficulty recently and he asked questions about the storage facility. A general discussion about the type of storage and the hazards follows. Several persons come before the Board stating their opposition to this Use Permit request. 338 On motion of Mr. M~rtln, seconded by Mr. Apperson, it is resolved that this Board grant thia Use Permit to the Austin Powder Company. O~ motion of Mr. Apperson, seconded by Mr. Purdy, it is resolved that the Executive Secretary write the Seaboard-Coas~ Line RR. requesting information concerning the Railroad's right of way between Old Ce~tralla Road and B~ande~s Bridg~ Road i~ Ber- muda District, following an investigation of this right of way by the Commonwealhh'~ Attorney. On motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved that this meeting be adjourned at 6:00 P.M. to 2:30 P.M. on October 2&, 196B. Executive Secretary
