On motion of Mr. Browning, seconded by Mr. Purdy,it is resolved that the minutes
of December 21 and 28, 1967 and January 10, 1968 be and'they hereby are approved.

Mr. Douglas Bethel, representing Boxes to Size, Inc. comes before the Board re-
questing the rezoning from Residential-2 to Industrial (M) on a parcel of land of
irregular shape containing 18 acres, more or less, fronting 400 feet, more or les
on the north line of Kingsland Road and fronting 1350 feet, more or less, on the
east right of way line of the A.C.L. Railroad right of'way, being in the north-
east corner of said intersection in Bermuda Magisterial District. Refer to Sec.
81-2 parcels 19 and 20, which zoning had been deferred from January 10, 1968.
Mr. Bethel gives a short presentation outlining the previous arguments' supporting
his request.
A representative of the Seaboard-Coast Line Railroad Company speaks in general
for the rezoning to Industrial of land adjacent to Railroads. Mr. Robert Mick,
presented a petition signed by 32 people opposing the rezoning request.
Messrs. Wheeler~ Crostic, Jones, Broach, Wilmoth, Caudle and Spivey speak in
general against the proposed request.
Mr. Bethel states that the Railroad cannot be moved, that traffic on the road wil
be increased regardless of the location of this small plant, that the tract of
land is large and the building has been designed attractively and will not hurt
the area.
Upon consideration Whereof, and on motion of Mr. Purdy~ seconded by Mr. Apperson,
it is resolved that this zoning request be denied.
It is here noted that Mr. Browning and Mr. Martin vote No.
Mr. Daniel Patram comes before the Board requesting street lights at the end of
Happy Hill Road and Rt. 620 and the intersection of Lawing Drive, near the Enon
School and request further that the Highway be requested to improve the western
end of Rt. 698.
Upon consideration whereof, and on motion of Mr. Purdy,. seconded by Mr. Apperson,
it is resolved that these street light requests be referred to the Street Light
Committee.
Mrs. Irene Moore comes before the Board requesting a Variance to build a home
facing a proposed 50-ft. right of way on Parcel 10, Section 30-8 of the County
Tax Map~ which.road would lead into Broad Rock Road, near Rolando.
Upon consideration whereof, and on motion of Mr. Dietsch, seconded by Mr. Brown-
ing~ it is resolved that this Board grants a Variance to Mrs. Moore, provided a
50-ft. road is dedicated and provided further that the citizens of the area con-
struct said road to meet the State's specifications.
Mr. John Davies, Vice-President, Commonwealth's Gas Corporation, comes before the
Board requesting approval of the crossing of the following roads with gas lines
during the coming months. (see listing below)
Upon consideration whereof, and on motion of Mr. Dietsch, seconded by Mr. Martin,
it is resolved that the Board gives its approval for the aforementioned Crossings
with the understanding that the location of the gas lines within the road right
of way be subject to the approval of the Engineering Department.

On motion of Mr. Dietsch~ seconded by Mr. Browning, it is resolved that the re-
quest of certain citizens as evidenced by a petition requesting a water line on
Elkhardt Lane to replace an existing 2~ water line be and it hereby is approved.
It is here noted that the County Engineer states that the new water .main and fire
hydrant will cost about $3750.00.
On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that the follow-
ing sewer contracts be and they hereby are approved:

The County Engineer reported that the School Board had requested a sewer service
for the new school proposed on Reams Road and had also received a request from
the Shenandoah Corporation for the installation of a trunk sewer west of the
Shenandoah Pumping Station. It was reported that the total cost of the proposed
project from the Pumping Station to the School would cost $69,792.00 of which cos
%he Schoo~l agrees to pay $45,700.00 and the Shenandoah Corporation $21,000, which
leaves approximately $3~000 for the County Sewer System to finance. On motion of
Mr. Purdy, seconded by Mr. Browning, it is resolved that the County Engineer be
authorized to have said line installed with %he contributions from the aforemen-
tioned sources.
On mo%ion of Mr. Purdy~ seconded by Mr. Dietsch, it is resolved that the Treasure
of the County be and he hereby is requested %o borrow on a short term basis up to
$500,000 for %he construction of water mains as the money is needed.

On motion of Mr. Appers0n, seconded by Mr. Purdy, it is resolved that the sum of
$5,000 be appropriated from the unappropriated surplus of the General Fund to thc
Street Sign Fund~ Item 16, County Road Sign Fund~ in the County budget.

On motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved that this Board
affirms the offer of $300.00 %0 Mr. Manuel A. and Mary S. Varela for an easement
in which a sewer line is proposed %o be constructed on Project 65-11-20A~ and if
said offer is not accepted~ %he Commonwealth's Attorney is authorized and reques~
ed to institute condemnation proceedings on this strip of land.
On motion of Mr. Dietsch, seconded by Mr. Martin, it' is resolved that the Water
Department be and it hereby is authorized to purchase a mail inserter from the
Friden Company who presented the lowest bid in the amount of $7050.00.
On motion of Mr. Browning, seconded by Mr. Purdy, it is resolved that this Board
requests the Engineering Department to study the water pressure on Piedmont Avenu
lying west of Colonial Heights.
There was presented a letter from Mr. Oliver D. Rudy resigning from the Chester-
field Policemen's Pension and Retirement Board and a recommendation in writing
from the President of said Board recommendin~ that Mr. Lee R. Gordon be appointed
to fill the unexpired term of Mr. Rudy.
On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that the re-
signation of Mr. Rudy be accepted with appreciation for his services and that
Mr. Lee R. Gordon be appointed to fill the unexpired term.

On motion of Mr. Dietsch, seconded by Mr. Browning, it is resolved that the
Executive Secretary be and he hereby is authorized to sign a Permit Form for the
crossing of Bagwell Drive by an existing french drain and to guarantee to the Hig!
way Department that said drain will be maintained.
It is here noted that the County has a guarantee from the developer Mr. Abe Gran,
dis that said drain will be maintained by him until County sewers are available.
There was read a letter stating that the County of Chesterfield would receive
$150.00 from the U.S. Army Corps of Engineers under the Flood Control Act of 1964
provided the County would sign a compliance form with the Department of Defense.

grants a Variance to Mr. A. L. West for the construction of a dwelling on a parcel
of land fronting on the western end of Castlebury Drive~ provided the County
Planner explains the possible planning mistakes that could be made if such a land
use were permitted.
On motion of Mr. Apperson, seconded by Mr. Purdy, it is resolved that the request
of the School Board to issue contracts to 100 new teachers for the school term
1968-'69 at the salary schedule in effect for the session 1967-'68 with the pro-
vision that teachers so employed would benefit from any increase in salary that
might be granted at a later date. .
On motion of Mr. Dietsch, 'seconded by Mr. Apperson, it is resolved that this Boar.
guarantees the amount of $1,720~000 for the construction of 92 class rooms.
It is here noted that this action is necessary until such time as the School Bond
are sold.

1. Pursuant to the election heretofore held on the 26th day of Septembez
1967, providing for the issuance of Fourteen Million Six Hundred Thousand Dollars
($14~600,000) of general obligation bonds of Chesterfield County for school pur-
poses, ahd pursuant to the resolution of the County School Board of Ches~terfield
iounty heretofore adopted on the 10th day of January, 1968, requesting the issuanc
Df the Fourteen Million Six Hundred Thousand Dollars ($14,600,000) bonds for saic
purposes, a certified copy of which resolution has been ~iled withthe Clerk of the
Board of Supervisors, there shall now be issued for said purposes FOurteen
Six Hundred Thousand Dollars ($14,600,000) School Bonds of Chesterfield County,
to be dated March 1, 1968~ all of said bonds to be of the denomination
of Five Thousand Dollars each, numbered from one (1) upwards, and to mature serial
ly in numerical order, without option of prior redemption by the County of Cheste
field, Seven Hundred Thirty Thousand Dollars ($730,000) bonds on March 1 in each
of the years 1969 to 1988, inclusive. Said bonds shall bear interest payable scm
annually March 1 and September 1 at such rate or rates, not exceeding six per cen~
rum (6%) per annum as may be fixed at the sale of said bonds. Both principal and
interest of said bonds shall be payable at The Central National Bank of Richmond,
Richmond, Virginia, or at The Chase Manhattan Bank~ N.~. New York, N. Y. at the
option of the holder thereof.
2. Said bonds shall be executed with the facsimile signature of the

This bond is one of an issue of bonds issued for capital school improve-
ment purposes, the acquisition of future school sites'and such other school con-
struction, as may be required by the ~ctual educational needs in Chesterfield
County, Virginia, pursuant to and in full compliance with~the Constitution and
statutes of Virginia, including Chaper 5 of Title 15.1 of the Code of Virginia~
1950, as amended, and in pursuance of resolutions and proceedings of the County
School Board of Chesterfield County, Virginia, and the Board of Supervisors of
Chesterfield County, Virginia, duly had and adopted and an election duly held und~
said chapter in the said County on the 26th day of September, 1967.
It is hereby certified, recited and declared that all acts, conditions
and things required to exist, happen and be performed precedent to and in the
issuance of this bond have existed, happened and been performed in due time, form
and manner as required by law~ and that the amount of this bond, together with ali
other indebtedness of Chesterfield County does not exceed any limi~ prescribed by
ithe Constitution and statutes of Virginia, and that provision has been made for
raising annually by taxes on all the taxable property in said County, a sum suffi-
cient to pay the principal of and interest on this bond as the same respectively

This bond may be registered as to principal only in the name of the hold~
er on books to be kept by the County Treasurer of Chesterfield County, or other
legally designated Registrar, such registration being noted hereon by the Registraz
in the registration blank below, after which no transfer hereof shall be valid un-
less made on said books by the registered holder or attorney duly authorized and
similarly noted by the Registrar in said registration blank below, but it may be
discharged from registration by being registered to bearer after which it shall be
transferable by delivery, but it may be again registered as before. The registra-
tion of this bond shall not impair the negotiability of thecoupons by delivery
merely.

3. There shall be levied annually at the same time and in the same man-
ner as other school taxes are assessed, levied and collected ad valorem taxes upon
all the taxable property in Chesterfield County, Virginia, sufficient to provide
for the payment of the principal and interest of said Fourteen Million Six Hundred
Thousand Dollars ($14,600,000) School Bonds, the issuance of which is authorized
herein, as the same respectively become due and payable.
4. All resolutions or parts of resolutions in conflict herewith be, and
the same are hereby repealed insofar as they are in conflict herewith.
5. The Clerk of the Board of Supervisors of Chesterfield County is di-
rected to cause notice of the sale of said bonds to be published in The Bond Buyer,
a publication published in the City of New York, and in the RichmOnd Times_Dispatc~
a newspaper published in the City of Richmond, Virginia.
6. This resolution shall take effect immediately.
