Thms belng the time and day set to hear the County Court Judges express their
opinions concerning Mouse Bill NO. 828, the Monorable County Judge D. W. Murphey
and the Honorable Associate County Judge W. R. Bhetton come before the Board and
states that a Legislative committee is already in existence studymng this ~mtuatio~
and is due to report six months before this Bill would become law if it passed.
They ask the Board not to support House Bill ~o. 828.
Mr. John Thomas, substitute Judge, spears against the proposed House Bill, stating
that consideration should be givento the existing Conu~ittee's findings.
Mr. John Daffon, Attorney, also asks the Board not to support House Bill NO. 828.
Upon consideration whereof, and on motion of Mr. Diet,ch, seconded by Mr. Martin,
it ms resolved that the motion supporting House Bill NO. 828 as noted in the minute
of February 14, 1968, be, and mt hereby is rescinded.
On motion of Mr. Dietsch, seconded by ~Lr. Apperson, it 16 resolved that Delegate
John S. ManBen be requested to withdraw House Dill NO. 828 and further be it re-
solved that he be requested fo support the study of House Joint Resolution Ro. 39.
A discussion arose concerning the large number of Bills in the State Legislature an,
the Deed for the Board to review e~ch Bill that could affect Chesterfield. The
A resolution from the Planning Cow~nis$io~ is received recommending that Mr. Gordon
B. Marshall be appointed to ~he Richmond Regional Planning Commission. Upon consi-
deration whereof, and on motion of Mr. Purdy, seconded by Mr. Martin, it is resolv-
ed that Mr. Gordon B. ~ar~hall be ~ppointed as the Planning Commission member to
the Ricb~mond Regional Planning Commission.
Mr. Robert Painter, county Engineer, advises the board of the Richmond Metropolitan
Authority's intent to let bids for the Powhite phase of road construction on March
15, 1968. He cites that there had been no provisions made by the Authority ~or the
proposed sewage treatment plant for the CO~tM, that no agreement had been reached
with theCity of Richmond although negotiations started in December, 1966. At ehe
present time plans are being made and the program is ~roceeding without th~ know-
ledge or the consent of the County.
There have been several meetings held with County and City representatives hut ther
has been no agreement reached at this time. The City is unwilling to release the
rate study by which ~t ~s reco~ending a price for the treatment of sewage.
Mr. Painter states that in his opinion the project should not he advertised until
some agreement between the County and City has been reached.
