Mrs. Wall sPeaking for her sister, Mrs. Connelly, comes before the Board requesting
a Use Permit to sell fertilizer and other related materials in oonjunction with a
nursery on a parcel of land of irregular shape fronting 600 feet, more or less, on
Hickory Road, (Rte. 628) and extending northeastwardly 2820 feet, more or less, and
being 5100 feet more or less, northwest of Southlawn Avenue in Matoaca Magisterial
District. Refer to Sec. 181-2 par. 12 & 13.
There appearing no one in opposition to this request, it is on motion of Mr. Brown-
lng, seconded by Mr. Martin, it is resolved that a Use Permit for the sale of re,ti.
lizer on the aforedescribed property, be and it hereby is granted.

Mr. Richard L. Motley comes before the Board requesting a Use Permit to operate an
auction barn on a parcel of land of irregular shape fronting 1750 feet, more or les~
on the north line of Iron Bridge Road (Rte. 10) and 2300 feet, more or less, on the
east line of Charlkley'Road, being situated on the northeast corner of said inter-
section in Dale Magisterial District. Refer to Sec. 114-7 par. 5.
There were presented petitions signed by a large number of citizens signifying they
have no objections to the requested Use Permit.
Upon consideration whereof, and on motion of Mr. Purdy, seconded by Mr. Browning,
it is resolved that a Use Permit to operate an auction barn on the aforedescribed
of land be and it hereby is granted to Mr. Motley, with a specific under-
standing that the same be reviewed annually and the Use Permit terminatld if the
property is sold.
.On motion of Mr. Browning, seconded by Mr. Martin, it is resolved that a Variance
from the Subdivision Ordinance be given to Mr. J. K. Wilkinson, to the extent that
a dwelling be allowed on one acre at the end of a private road, across property
jointly owned by himself and others, said property being in Matoaca District and
adjacent to the Matoaca Sport Club, as shown on a plat drawn by Robert L. Downing,
dated June 12, 1968 and filed with the Board's papers.
On motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved that the minutes of
June 12, 1968 be and they hereby are approved.
On motion of Mr. Horner, seconded .by Mr. Martin, it is resolved, that the request of
Mrs. L. E. Woodfin concerning the hard-surfacing of Rt. 817 be continued for .furthe
study.
On motion of Mr. Browning, seconded by Mr. Martin, it is resolved that this Board
request the Highway Department to improve a section of Bremo S~reet in Ettrick,
which section leads northwardly from Light St.
On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that the Virginia

On motion of Mr. Purdy, seconded by Mr. Martin, it is resolved that all County
employees be given July 5, 1968 along with July 4, 1968, as a holiday.
There was a short discussion concerning the cost of an addition to the Library Buil~
lng which was reported to be much higher than the original estimate.
It was generally agreed that this matter be checked more thoroughly before any acti~
is taken.
There was read a resolution from the School Board requesting the interfund transfer
of.$25,000.00.
On motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved that the Treasurer
of the County be and he hereby is requested to transfer $25,000 from 17b (Instruc-
tion) to 17d (Auxiliary Agencies) in the School Budget.
There was read a resolution from the School Board requesting the interfund transfer
of $36,000.00. On motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved
that the Treasurer of the County be and he hereby is requested to transfer
$36,000.00 from i7b (Instruction) to 17d (Cafeterias)in the School budget.
There was read a resolution from the School Board requesting the transfer of
$12,133.30 from the General Fund to the Summer School Project Fund which sum is re-
ported to be the surplus amount left over from the Summer School Project of 1967.
On motion of Mr. Purdy, seconded by Mr. Browning, it is resolved that this request
be and it hereby is denied.
On motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved that the report of
Mr. John Longmire concerning street lights be and it hereby is received and those
street lights recommended to be installed are approved and the remaining street
lights requested be referred to the Street Light Committee.
There was read a letter from the Honorable David E. Satterfield, III, who reported
that the funds for the County Nursing Home had been released by the Federal Govern-
ment. Upon consideration whereof, and on motion of Mr. Purdy, seconded by Mr.
Martin, it is resolved that this Board expresses its thanks publicly to the Honorab
David E. Satterfield, III, for his diligent and effective representation to the
County of Chesterfield, particularly in the rescue of the Nursing Home Funds.
Mr. Richard Robertson comes before the Board indicating that the Richmond Regional
Planning Commission has several objections to the Rt. 147 project and .suggested
that the County go on record with the Highway Department concerning said objectinns
On motion of Mr. Martin, seconded by Mr. Dietsch, it is resolved that the Executive
Secretary be authorized to inform the Highway officials of the reservations held by
the County concerning the proposed plans of the Rt. 147 project.
Mr. Conrad Bareford, representing the majority of 108 Beer Licensees in the'County
comes before the Board requesting that the hoursfor the 'sale of beer be increased
to 12:00 midnight. Also on Sunday from 12:00 noon to 12:00 midnight and states tha
restaurant, owners and beer sellers are put at a disadvantage where many of the ad~
jacent areas allow beer to be sold on Sunday and to 12:00 o'clock midnight, that th,
extension of time in Chesterfield would be a convenience to the County citizens, a
boom to licensees, more revenue to the County, would further control bootlegging,
would tend to reduce accidents on the highways, and would cause fewer beer cans to
be thrown on the highways.
Mr. G. Warthen Downs, Attorney, states that many customers leave early to go to ad-
jacent localities due to the early closing of alcoholic sales and states further
that he has several thousand petitions but does not present same at this time.
Mr. Fidool from the Buford Road Shopping Center, states that the County wants to be
independent from other localities, lengthen the hours for the sale of beer and let
the County people stay in the County.
Mr. Martin states that he came prepared to vote against such a proposal but believe
now that some injustice exist.
Upon consideration whereof and on motion of Mr. Purdy, seconded by Mr. Dietsch, it
is resolved that this Board request the Commonwealth,s Attorney to draw an Ordinanc,
to cover the requested hours for the sale of beer and wine and that said ordinance
be advertised for public hearing on July 15, 1968 at 7:30 P.M.
Mr. Earl Orcutt presents pictures of several schools in the Manchester DiStrict and
states that most of the children in his area have to go to Midlothian to practice
b~eba~l a~d r~q~.~sted that the County do something in the way of improving school
si=es Ior DaseDa±£ and football little leagues.
On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that a Committee be
organized if the School Board approves, which Committee would formulate plans for
the increased use of school grounds as recreation areas.
The Chairman asked each Supervisor to bring a suggested name as a possible Committe.

The County Engineer states that there were some 58 notices sen% to the owners in
proximity of Forest Acres requesting that they connect to a proposed water system.
Thirty-nine out of the original 54 home owners requesting water service returned
signed contracts.
Upon consideration whereof, and on motion of Mr. Martin, seconded by Mr. Dietsch
it is resolved that the County Engineer be and he hereby is authorized to install
water lines in Forest Acres as per the plan of the Engineering Department.
On motion of Mr. Purdy, seconded by Mr. Browning, it is resolved that water contrac
136-B for the installation of water in the Fan Court Subdivision, Section 7, be and
it hereby is approved.
On motion of Mr. Purdy, seconded by Mr. Browning, it is resolved that the following
Special water contracts be and they hereby are approved:
A-489 - Chippenham Shopping Center, Phases 1 & 2 $8,624.20
A-485 - Falling Creek Farms, Section "E" 11,903.00
On motion of Mr. Browning, seconded by Mr. Purdy, it is resolved that Contract C-48
for the installation of water on Piedmont Avenue in the amount of $13,949.00 be
it hereby is approved.
There arose a discussion concerning the installation of a 6" water main on Downlan~
Road in which 7 families agreed to pay $300.00 connection the total cost of the
project being $3800.~00. '
On motion of Mr. Browning, seconded by Mr. Purdy, it is resolved that additional
information be secured before action is taken on this request.
On motion of Mr. Purdy, seconded by Mr. Browning, it is resolved that the following
sewer extensions be and they hereby are approved:
S-6816-D - Westover, South
S-6828-D - Chippenham Shopping Center, Phase 1
S-6829-D - Garland Heights
S-6830-D - Meadowbrook, West, Section
There was held a discussion concerning the easements for Weinstein on Reedy Creek
and it was generally agreed that the County should help in this situation insofar a
possible by requesting the Engineer to get a firmer plan for this project.
The County Engineer reported that the City of Colonial Heightsha~ requested a hear-
ing by the Water Control Board on the County,s request for the installation of a
sewage lagoon which would empty into the Old Town Creek.
On motion of Mr. Purdy, seconded by Mr. Browning, it is resolved that the County
Engineer be authorized to issue the following permits for underground utilities to
the stated companies:

Virginia, in regular meeting assembled that the Chairman of said Board, be and he
hereby is authorized to enter into an agreement with the Seaboard Coast Line Rail-
road Company, and to sign same on behalf of said County, Whereby said Railroad
Company grants unto said County the right or license to install and maintain, for
the purpose of a water main, a line of 16-inch asbestos cement pipe across the righ
of way and underneath the main track of said Railroad Company at Chester, Virginia;
as more particularly described in said agreement, which agreement is dated May 31,
1968, a copy of which agreement is filed with this Board of Supervisors.

Mr. Charlie stigall, Chairman of a proposed Masonic Lodge, requests the use of the
Swift Creek Treatment Plant as a meeting place for his Lodge. It wag pointed
that the area suggested as a meeting place had been investigated and reports are
of Mr. stigall be respectfully denied.

again employs ~he services of Mr. D. A. Robinson as Auditor for the County of Ches-
terfield for the fiscal y~ar ending dune 30. 1968.

B. Brooks, Jr., whosc term o~ office as a Director of the Richmond Metropolitan
Aufhority would normally expire June ~0, 1968, be and he hereby is appointed for a
term of 4 years as Director of the Richmond Metropolitan Authority.

western end of maintenance on Rt. 2248, westwardly .02 mi. to Sanborn Drive, thence
westwardly .14 mi. to McDowell Road; McDowell Road, from a point on Binns Avenue
.14 mi. west of its intersection with Sanborn Drive, northwardly .03 mi. and from
the same point on Binns Avenue, southwardly .03 mi. These roads serve 21 houses.
And be it further resolved, that the Board of Supervisors guarantees to the

This day the County Road Engineer in accordance with directions from this

opinion of the County Road Engineer it is expedient that said road be established
as a public road.
Upon consideration whereof, and on motion of Mr. Martin, it is resolved that
Clintwood Road, in Oak Haven Farms Subdivision, Section #A", Midlothian District,
be and it hereby is established as a public road.
And be it further resolved, that the Virginia Department of Highways be and ~i~

point on Rt. 360 .11 mi. west of its intersection with Rt. 651, northwardly .57 mi
to Rt. 604. This road serves 11 homes.
And be it further resolved, that the Board of Supervisors guarantees to the
Virginia Department of Highways, a 50-ft. right of way for this road. Plat record.
