On motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved that the minutes of
July 25, 1968 be and they hereby are approved.
Mr. Andrew Asch and Mr. Clark, Engineer, come before the Board citing the proposed
improvements to a 69-acre tract lying generally south of Jahnke Road and southwest
of Deter Road on which property he proposes to construct 825-multiple family units
with parks and playgrounds. ~
Mr. Maynard Elrod explains the drainage problem which would necessitate the deepen-
ing of the drainage ditch through Mr. Asch's property so that the land upstream
might be drained, and the installation of a 54" culvert through a portion of Exeter
Meadows to accomplish the proper grade to drain the entire area. He ~xplains that
the cost would be approximately $50,000, that' through the impervious area formula
Mr. Asch should pay 21% of the total cost and the remaining cost should be borne
upstream property owners when the land is developed.
On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that this Board
approves the proposed plan for drainage and authorizes this work to be accomplished
provided Mr. Asch pays 21% of the project cost. And be it further resolved, that
when additional land in this drainage area is developed that costs be assessed to
pay for this drainage improvement.
On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that since Mr.
Andrew Asch is unable to obtain an easement across the property owned by Mr.
that the right of way department be authorized to make a bona fide offer for this
drainage easement based on appraisals by Whitlock and McCall and the County Assess~
and to condemn said easement if the offer is not accepted.
On motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved that the Common-
wealth's Attorney be requested to prepare a policy of charging the proPer persons
for the improvements of a drainage area.
On motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved that this Board
requests the Highway Department to install "No Fishing From Bridge" signs on Wool-
ridge Road at Swift Creek and to bill the County the necessary cost of this improve
ment.
The County was notified that the following roads had been formally accepted into
State Secondary System of roads: roads in Meadowdale Subdivision, Section "A",
Woodmont Subdivision, Section "E", Vaughan Heights Subdivision, Section "B",
Subdivision, Sections ,A" & "B", Westover Plaza Subdivision, Buckingham Manor Sub-
division, Section "A".
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Upshire Drive, Kingscrown Drive,
Deershire Drive, Walhala Drive and Ramsgate Lane, in Bexley Subdivision, Sections
1 & 3, Manchester Magisterial District, which shows that in the opinion of the
County Road Engineer it is expedient that said roads be established as public

shire Drive, Kingscrown Drive, Deershire Drive, Walhala Drive and Ramsgate Lane,
Bexley Subdivision, Sections 1 & 3, Manchester District, be and they hereby are
established as public roads.
And be it further resolved, that the Virginia Department of Highways be and it her,
by is requested to take into the Secondary Road System, Upshire Drive, from the
northern end of maintenance on Rt. 2349, northwardly .10 mi. to Kingscrown Drivei
Kingscrown Drive, from its intersection with Upshire Drive, westwardly .11 mi. to
Deershire Drivei Deershire Drive, from its intersection with Kingscrown Drive,
northwardly .08 mi. to Walhala Drivel Walhala Drive, from its intersection with
Deershire Drive, westwardly and northwardly .85 mi. to Ramsgate Lane~ Ramsgate Lan.
from its intersection with Walhala Drive, westwardly .18 mi. to Rt. 678. These
roads serve as connecting roads.
And be it further resolved, that the Board of Supervisors guarantees to the VirginJ
Department of Highways, 60-ft. rights of way for Upshire Drive and Walhala Drive,
and 50-ft. rights of way for Kingscrown Drive, Deershire Drive and Ramsgate Lane.
Plat recorded in Plat Book 16, pages 25 & 26 on January 29, 1968 for Section 1,
Plat Book 16, pages 68, 69 & 70 on August 16, 1968 for Section 3.
There was considerable discussion on the installation of a culvert by Wallace
LaPrade under LaBrook Concourse. It was generally agreed that Mr. Davidson, Resi-
dent Engineer, would view this with. the County's drainage engineer.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination..of Pasture Hill Road, in Clover Hill
Farms Subdivision, Section A, Clover Hill Magisterial District, which shows that
the opinion of the County Road Engineer it is expedient that said road be establ
ed as a public road.
Upon consideration whereof, and on motion of Mr. Morner, it is resolved that
Hill Road, in Clover Hill Farms Subdivision, Section A, Clover Hill District, be
and it hereby is established as a public road.
And be it further resolved, that the Virginia Department of Highways be and it
by is requested to take into the Secondary Road System, Pasture Hill Road, from a
point on Rt. 654 .01 mi. west of its intersection with Rt. 659, northwardly .48 mi.
to a cul-de-sac. This road serves 2 houses.
And be i~ further resolved, that the Board of Supervisors guarantees to the Virgin2
Department of Highways, a 60-ft. right of way for this road. Plat recorded in Plat
Book 15, pages 88 & 89 on May 2, 1967.
On motion of Mr. Purdy, seconded by Mr. Apperson, it is resolved that this Board
request the Highway Department to improve approximately 300 feet of Botone Avenue,
west of Fonda Street at a price not to exceed $1135.00 and charge same to the 3¢
Road Fund of the County.
On motion of Mr. Dietsch, seconded by Mr. Purdy, RESOLVED, That pursuant to Sect
15.1-481 of the Code of Virginia, the County of Chesterfield does hereby consent
the vacation of the plat of subdivision dated January 25, 1957, by J. K. Timmons &
Associates, Engineers, entitled 'Oak Haven Heights, Section A,' which was recorded
in the Clerk's Office of the Circuit Court of Chesterfield County in Plat Book 15,
page 80~
FURTHER RESOLVED, that the Chairman and Clerk of the Board of Supervisors are he
authorized, empowered and directed to execute, affix and attest the Seal of the
County, respectively, to such instruments as may be necessary to effect such vaca-
tion.
The undersigned, as C~erk of the Board of Supervisors, hereby certifies that the
foregoing resolutions were adopted by the Board of Supervisors of Chesterfield
County, Virginia, at its regular meeting held Wednesday, August 14, 1968, and rema
in full force and effect.
On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that the County's
Engineering Department consult with the Highway officials in regards to the drain-
age of an area between Jahnke Road and German School Road on Reedy Creek and advis(
the Highway Department of the County's drainage plans.
There was a discussion concerning the drainage of Aldridge Avenue and Mr. Elrod
explains the present condition and offers some suggested methods of improving same.
Me states that for approximately $3500.00 ditches can be constructed and culverts
lowered to drain this section of the land towards Swift Creek, provided the .proper
right of way can be obtained.
Upon consideration whereof, and on motion of Mr. Purdy, seconded by Mr. Dietsch, i~
is resolved that the County's right of way Department be requested to contact
Russell and others in an attempt to obtain an easement for this drainage.
On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that this Board
approves the request of the Highway Department to abandon .09 mile of Rt. 871
was deleted by the construction of Rt. 150.
Mr. W. R. Davidson, Resident Engineer, presents the 1968-'69 budget for the Secon-
dary System which calls for the expenditure of $1,842,550. and it was generally
agreed that this information would be duplicated for Board members for luther
consideration.
There was presented a letter from the Rev. W. V. Christian requesting a Variance
from the Subdivision Ordinance to allow the construction of a Church Rectory on a
~-acre site, fronting on a 50' easement to Stigall Drive. Upon consideration
of, and on motion of Mr. Apperson, seconded by Mr. Purdy, it is resolved that a
Variance to construct the Church Rectory be and it hereby is given, provided Mr.
Rufus Cashion gives a 50-ft. easement to the Church for ingress and egress and wit!
the understandihg that the County has no Obligation or responsibility to repair or
maintain said road.
Mr. Ray Franck and Mr. Marcellus Wright come before the Board presenting the bids
for the Chesterfield County Nursing Home and explain that the Hill-Burton Funds
cover off-site improvements to utilities and recommended the acceptance of the low

Mr. John Daffron, representing the S.T.N. Investments and M.G. Investments, Inc.
comes before the Board requesting the rezoning from Agricultural to General Busi-
ness (C-2) on a parcel of land of irregular shape fronting 750 ft. on Rte. 147 and
extending southeastwardly 850 feet, more or less, being 1000 feet southwest Rte.71]
(Robious Road) ~ in Midlothian Magisterial District. Refer to Sec. 8-16 (2) 3, 4
and 5, and states that zoning the property in question which make a good buffer to
the 30-acres already zoned for business, that the property should be zoned now so
~hat planning can be developed for the highest and best use.
Mr. Paul Jacobs states that he is neutral on the zoning but questions the avail-
ability of adequate drainage and sanitary sewers.
Mr. Daffron states these are two problems which cannot be solved without a complet(
study and survey of the area and that it is not feasible to do this unless the
property is rezoned.
It is pointed out that the Planning Commission recommended denial of the zoning
request.
Upon consideration.whereof, and on motion of Mr. Martin, seconded by Mr. Dietsch,
it is resolved that the request be and it hereby is denied.
It is here noted that Mr. Purdy votes No, and Mr. Apperson abstains from voting.

There was no one to propose or oppose the request of Mr. Ira E. Wenger to rezone
from Agricultural to General Business (C-2) a parcel of land of irregular shape
fronting 135 feet on U.S. Rte. 60 and extending southwardly 384 feet, being 1400
feet, more or less, east of ~orth Courthouse Road in Midlothian Magisterial Distri~
Refer to Sec. 17 par. 154.
Upon consideration whereof, and on motion of Mr. Martin, seconded by Mr. Apperson,
it is resolved that this matter be deferred to Sept. 11, 1968.

Mr. Richard Repp, Attorney, representing Mr. L. H. Staples and Mr. Hugh Owens,
comes before the Board requesting the rezoning from Agriculturai to Residential-2
on a parcel of land of irregular shape containing 19.46 acres fronting 136 ft. on
Shaw Lane and extending southwardly 1710 feet, more or less, to a width of 828 fee'
being 1100 feet, more or less, east of Hopkins Road in Manchester Magisterial Dis-
trict. Refer to Sec. 31-5 par. 12 and Sec. 31-9 Par. 2, and states that. this is a
c~nglomerate parcel whose highest and best use is residential. Upon consideration
whereof, and on motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved th~
the aforedescribed parcel of land be and it hereby is rezoned to Residential-2.

Mr. Stevens, representing Lyttle & Barnes Sanitation Company, comes before the Boa]
requesting the rezoning from Agricultural, General Business (C-2) and Industrial
(M) to Industrial (M) on a parcel of land of irregular shape fronting 388 feet on
the southwest line of Belt Boulevard and 140 feet on the southeast line of Hopkins
Road, the major part of the property zoned Industrial (M) in Manchester Magisterial
District. Refer to Sec. 30-12 par. 44 and pt. par. 40-1.
There appearing no opposition to this request and the Planning Commission having
recommended approval, it is on motion of Mr. Dietsch, seconded by Mr. Martin, it is
resolved that the aforedescribed parcel of land be and it hereby is rezoned for
Industrial uses.
68-55
Mr. J. G. Woodfin, Jr., comes before the Board requesting the rezoning from Agri-
cultural to General Business (C-2) on a parcel of land of irregular shape fronting
200 feet on U.S. Rte. 360 and extending northwestwardly 240 feet, being 1000 feet
northeast of Walmsley Boulevard in Manchester Magisterial District. Refer to Sec'.
39212 par. 6, and states that this is presently a non-conforming use, that there i~
no opposition in the area..
Mr. Layman states that the only use for this building and land is business. Mr.
Tom Jolly states there is nothing else 'to do with the property except business.
There was read a letter from Mr. Wallace LaPrade recommending denial.
Mr. Horner states that the present owner is from Clover Hill, the character of the
area has already been set, that no one will build within 50 feet of the road and
requested that the matter be deferred for further consideration. It is here noted
that the Planning Commission recommends disapproval.
Upon consideration whereof, and on motion of Mr. Dietsch, seconded by Mr. Martin,
it is resolved that this matter be deferred to August 29, 1968 at 2:00 P.M.
68-29U.
Mr. William E. Zirkle comes before the Board requesting a Use Permit to have an
office in his home on a parcel of land of rectangular shape fronting'65 feet on
Berrywood Road, and extending 150 feet northeastwardly being 270 feet southeast of
Kimrod Road and better known as 5738 Berrywood Road in Manchester Magisterial Dis-
trict. Refer to Sec. 30-9 (2) Blk. C lot 3, and states that he plans to receive
mail at his home and use his home as a business address. There will be no signs
and a warehouse will be maintained in another area.
Upon consideration whereof, and on motion of Mr. Dietsch, seconded by Mr. Martin,i~
is resolved that a Use Permit to permit an office in his home on the aforedescribec
parcel of land be awarded to Mr. Zirkle only, with the stipulation that no signs
be erected or modifications made on his home in any way~'

Mr. Cecil E. Hoyle comes before the Board requesting a Use Permit to operate a cab
net shop on a parcel of land containing 2.82 acres of rectangular shape fronting
266.80 feet on U.S. Rte. 360 and extending southwardly 460 feet, being 900 feet,
more or less, southwest of the intersection of Swift Creek with U.S. Rte. 360 in
Clover Hill Magisterial District. Refer to Sec. 62-13~p~. par. 2.
There appearing no one to oppose this request it is on motion of Mr. Purdy, second.
ed by Mr. Apperson, resolved that a Use Permit to operate a cabinet shop on the
aforedescribed parcel of land be and it hereby is approved.
It is here noted that an audit of the Circuit Court is received and filed with the
Board's papers.
The Executive Secretary brought to the attention of the Board that the School Admin
istration had moved to its new quarters and that certain renovations were necessar~
to be done on the old School Board building before the Data Processing Department
could move into these quarters, and that the estimated cost of improving this buil,
ing for IBM machines and Centrex equipment would be approximately $25,000. On mot
of Mr. Martin, seconded by Mr. Apperson, it is resolved that the Old School Board
Building be renovated for the Data Processing Department.
On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that the following
water contracts be and they hereby are approved:

There was a brief discussion concerning the sewer proposal of the Centralia Gardens
area but it was generally agreed that this matter be held for further study.

county water system, sharing equally the cost of the installation of this water lii

request the Commonwealth's Attorney to investigate the ownership of~e Meadowr~dge
water lot, adjoining 5408 Kedleston Avenue.
