On motion of Mr. Purdy, seconded by Mr. Apperson, it is resolved that the minutes
August 29, 1968 be and they are hereby approved.
On motion of Mr. Martin, seconded by Mr. Dietsch, it is resolved that this Board
accepts from the Estate of J. C. Little, a deed for a roadway leading from the
Jefferson Davis Highway to the County's sewage treatment plant.
On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that the water
contract A-621 for the installation of water in the Yardley Square Apartments in
the amount of $3781.00 be and it hereby is approved.
There was a brief discussion concerning the installation of water on Tarris Road
and it was generally agreed that additional information be obtained concerning the
number of people who would definitely take County water if same were available.
On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that the plans
presented by Mr. Tom Daniel for the installation of trunk sewers on Pocoshock Cre,
and the financing thereof, be approved and the Engineering Department is authorized
to install sewers on Pocoshock Creek to Turner Road.
Mr. John Hinson presented a program for the installation of sewers from the Court-
house to Centralia Gardens and states that there were several alternatives which
involved further study and policy determinations.
On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that the firm
of J. K. Timmons and Associates be employed to draw the final plans for the instal-
lation of sewer lines from the Courthouse to the Centralia ~ardens area, leaving
the location of a sewage lagoon or other treatment facilities to be determined at
a later date.
There was presented a request from Mr. George Burruss, Jr., Chairman Capital Regior
al Park Authority f_or a donation of $4624.00 as Chesterfield's part of financing.

Mr. Richard Robertson, Mr. William E. Dutcher, Mr. Richard W. Sprouse, Mr. Fred
Jurgens, Jr. and Mr. Curtis C. Duke appear in support of the suggested method of
financing the Park Authority. Upon consideration whereof and on motion of Mr.
Dietsch, seconded by Mr. Martin, it is 'resolved that the sum of $4624.00 be paid
the Park Authority.
The County was notified that the following roads have been accepted into the State

There was read a letter from the Resident Engineer, Mr. W. R. Davidson, stating
that the request for a reduced speed limit on Rt. 10, between Route #1 and Rte 810
is denied.
There was read a letter from the Resident Engineer, of the Virginia Department of
Highways, stating that the request of the County for a reduction in speed limit on
Route 10, between Belmont Road and Chippenham Parkway, is denied.
There was a discussion on the drainage situation in the Marlboro Subdivision,
caused recently some flood damage to the Beatty property on Wimbleton Drive, and
was stated that the Contractor constructing a home adjacent to the subject pr0pert
did change the course of the water ditch, reducing the size thereof, and
that the culvert under the roadway was inadequate.
Upon consideration whereof, and on motion of Mr. Apperson, seconded by Mr. Brownin¢
it is resolved'that the Executive Secretary attempt to work with ~he contractor
the County Engineering Department in an effort to accomplish a better course for
this drainage water and to promote a discussion by the lawyers of the County and
the Highway Department in an attempt to ascertain the legal responsibility in the
recent damage to the Beatty property.
There was a discussion on the request of Mr. S. B. Goodman for spreading some dirt
on Boroughbridge and Leicester Roads by the drainage ditch, and it was generally
agreed that further information and a price be obtained concerning this matter.
It was generally agreed that the notice for a meeting of the State Corporation
mission on the Groome Transportation, Inc. request for a common carrier be filed
with the Board's papers.
On motion of Mr. Apperson, seconded by Mr. Purdy, it is resolved that the follo~

On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that the follo

The Executive Secretary recommended the purchase of hose bridges for certain fire
departments located on main thoroughfares.
On motion of Mr. Browning, seconded by Mr. Dietsch, it is resolved that this re-
quest be referred to the Fire Committee.
68-55.
Messrs. D. M. and J. G. Woodfin again come before the Board requesting the rezon
from Agricultural to General Business (C-2) on a parcel of land of irregular shape'
fronting 200 feet on U. S. Rte. 360 and extending northwestwardly 240 feet being
1000 feet northeast of Walmsley Boulevard in Manchester Magisterial District. Refe~
to Sec.39-12 par. 6, which request had been deferred from the August 14th meeting
at which time the Board's consideration of this matter had resulted in a tie vote.
Mr. C. Denny White, the County's Tie-Breaker is present to hear the testimony in
this case.
Mr. Mayo explains the location of the zoning request and presents maps of the exist
ing land use copied from Marcou & O'Leary Associates.
Mr. J. G. Woodin, Jr. states that he wishes to purchase this property on which thel
is a non-conforming automobile repair shop, to demolish the building and erect a
modern auto repair shop. He states he now owns several auto businesses along Rt.
360 and there is no opposition from the adjacent property owners and has been ho~e
at any time, and the purchase of this property would benefit Mr. Layman, the preset
owner.
Mr. G. C. Layman states that he wants to retire and sell the property that no one
would build a home on this site due to the noise of truck traffic, that he started
the business in 1928 and it would be a gross injustice not to allow him to sell th~
business at this time.
Mr. Wallace Laprade states that there are several hundred acres in close proximity
being developed as nice residential property, that he is interested in the zoning
of the 360 Corridor and that people can build residential homes on Rt. 360.
Mr. Robert Bennett states that he lives adjacent to the subject property and does
not object and requested the Board to look out for Mr. Layman since it is neces-
sary that he retire from this work. '
Mr. C. Denny White on hearing all of the evidence stated that he sympathizes with
Mr. Layman but also the long range plan of the County and cast his vote against
the rezoning.

The request for rezoning on the Warwick Road by Doris M. Hooper, et als, having
been deferred from a previous.meeting, is on motion of Mr. Dietsch, seconded by Mr
Martin, resolved that this request be deferred to December 11 1968 for further
consideration. ·
68-52
The request of Mr. Ira E. Wenger deferred from the August 14, 1968 meeting of the
Board, which request is for the rezoning from Agricultural to General Business
C-2) on a parcel of land of irregular shape fronting 135 feet on U.S. Rte. 60 and
extending southwardly 384 ft. being 1400 ft.,more or less, east of North Courthouse
Road in Midlothian Magisterial District. Refer to Sec. 17 par. 154.
Mr. James Hubbard, representing Mr. Wenger states that there is no oppositJa/ to
this requested rezoning and asked the Board to approve this request.
On motion of Mr. Martin, seconded by Mr. Browning, it is resolved that the afore-
described parcel of land be and it hereby is rezoned to General Business.
68-56
Mr. James Sowers, representing Francis H. Fenell and Lillian B. Angle comes before
the Board requesting the rezoning from Residential-2 to General Business (C-2) on a
parcel of land of irregular shape fronting 86.5 ft. on the east line of Millenbeck
Road, 180 ft. more or less, on the northeast line of Wharton Road and 217 feet on
south line of Piazaview Road, being situated on the eastern corner of the intersec-
tion of said streets and better known as 4501 Millenbeck Road, in Manchester Magis-
terial District. Refer to Sec. 20-11(3) Blk. 5 lots 1 and 2.
There appearing no one in opposition to this request and the Planning Commission
having recommended its approval, it is on motion of Mr. Dietsch, seconded by Mr.
Martin, resolved that the aforedescribed parcel of land be and it hereby is rezoned
to General Business, with the provision that the County Planner approve the site
layout, landscaping and plans for this project.
On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that the County
Planner be requested to advertise for rezoning to General Business the entire area
between Belt Boulevard and the Railroad.
68-57
Mr. Ocie D. Adkins and Mr. Glen W. Butler come before the Board requesting the re-
zoning from Residential-1 to Residential-2 on a parcel of land containing 84 acres
of irregular shape, being 1000 feet south of the intersection of Route 696 and
10: its approximately 3450 ft. northern boundary being Babry Swamp and its eastern
boundary extending southwardly 1250 ft., more or less, along Johnson Creek and its
western boundary lbeing 1624 ft. along an old road easement in Bermuda Magisterial
District. Refer to Sec.118-13 (2) par. A.
There appearing no one in opposition to this request and the Planning Commission
having recommended approval, it is on motion of Mr. Purdy, seconded by Mr. Apperson
resolved that the aforedescribed parcel of land be and it hereby is rezoned for
R-2 purposes.

Mr. George B. Little comes before the Board representing Glendale Homes Incor
requesting the rezoning from Agricultural to General Business (C-2) On a parcel of
land of irregular shape containing 56.5 acres fronting 986.07 ft. Sn Route 60 and
extending southwardly 1818.60 ft. to a width of 1430.90 ft. being opposite the intel
section of German School Road and Route 60 in Manchester Magisterial District. Refe~
to Sec. 19-12 par. 26,27,28 and 29.
There appearing no opposition to this request and the Planning Commission having re-
commended approval, it is on motion of Mr. Dietsch, seconded by Mr. Martin resolved
that the aforedescribed parcel be and it hereby is rezoned to General Business upon
the condition that the County Planner approves the site layout, landscaping and
plans on this project.

Mr. Hall of Hall & Harris, comes before the Board requesting the rezoning from Resi-
dential-2 to General Business (C-2) on a parcel of land of irregular shape fronting
1400 ft. on Route 60 and extending northwardly 120 feet being situated in the
east corner of the intersection of Route 60 and Route 714 in Midlothian Magisterial
District. Refer to Sec.15-11 par. 2 & 3.
There appearing no one in opposition to this request and the Planning Commission
having recommended said property to be rezoned to C-1 instead of C-2, it is on moti,
of Mr. Martin, seconded by Mr. Dietsch, resolved that the aforedescribed parcel of
land be and it hereby is rezoned for Local Business (C-l).
68-31 U.P.
Mr. ~P. C. Bowery, Jr. comes before the Board requesting a Use Permit to construct
and operate a general contracting business on a parcel ofland containing 2.50 acres
of rectangular shape fronting 245 feet on Falling Creek Avenue and extending south-
wardly 445 feet being 1225 ft. west of U.S. Route 1 in Manchester Magisterial Dis-
trict.
Refer to Sec. 53-2 (2) Parcel 13, and explains his request for an office building
house his growing business.
Mr. Yeager of 2802 Falling Creek Avenue states that they are trying to upgrade the
community.
Mr. A. M. Coates, who lives in front of this property states that the Trucking con-
cern already zoned is too much moise and opposes this request.
There is presented a letter' from Mr. and Mrs. Booker of 2813 Falling Creek Avenue
opposing.
Mrs. Costs and Mrs. Johnson vigorously oppose the request.
Mr. Crawley Joyner, who manages the apartments,adjacent to the subject property
states he is not against the zoning but would desire an adequate screen for the pro.
tection of his clients.
Mr. Moss of 2816 Falling Creek Avenue opposes.

rs. Mildred spencer comes before the Board requesting clarification of her status
concerning the conditions imposed on he~ property facing Boute~0, north of its
intersection with Route 604, L which c~e was heard July 13, 1966.
Mrs. Spencer ~tates she wishes to build~ an office, country store and a service
~ation on business property which seemed to have some restrictions against her pro-
posed use. The Commonweath's Attorney advised the Board that under the existing
zoning that the use Mfs. SpS~oer proposed would seem ho be in order.
Whereupon, the Board agreed that no further action was necessary in this matter.
On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that the Engineer-
ing Department be authorized to do certain work on the property owned by the County
on Powhite Creek and Jahnke Road according to a plsn presented by Mr. M&y~ard Blrod

policy pre~ented ~y the Buildin~ Inspector and the County Engineer be mpproved
in mmking connections From the house sewer to the County's sewer system it shall be
necessmry to use one of the following procedures: (l~ Boll-on 0 Rir~ Adapter (2)
Sealer gasket or equal (Neoprene rubber between two stainless steel cella/s)
(3) Asbestos cemant s~wer pipe joints.
The matter of movin~ a fire hydrant for Mr. Charle~ Jones in the Mea~owhrook Estate:
Subdivision and the County Engineer is requested to view the south line of Mr.
property ~nd to make an estimate of the feasibility of moving the fire hydrant to
