Tax ID 730-674-0607. Existing Zoning: C-2with conditional use planned development Size : 3.3acres Existing Land Use: Commercial Adjacent Zoning and Land Use: North –O-2 with CUPD; Commercial South –O-2 with CUPD; Office or vacant East –C-2 with CUPD; Commercial West–C-3; Commercial and office UTILITIES Public Water and Wastewater Systems: The existing structures are connected to the public water and wastewater systems. This request will not impact the public water and wastewater systems. The applicant has been advised that the following uses will require the installation of a monitoring manhole, as per Section 18-110 of the Code of Chesterfield: convenience store, catering establishment, meat or seafood market, pets shops/pet grooming, veterinary clinics, and restaurants. There is an existing monitoring manhole serving the structure at 6125 Harbourside Centre Loop. Additional monitoring manholeswill need to be installed for the structures at 6101 Harbourside Centre Loop. ENVIRONMENTAL Drainage and Erosion: This request will have no impact on these facilities. í ïíÍÒðëíçóÍÛÐïèóÞÑÍóÎÐÌ PUBLIC FACILITIES Fire Service: The Clover Hill Fire Station, Company Number 7, currently provides fire protection and emergency medical service (EMS). This request will have a minimal impact on Fire and EMS. County Department of Transportation: This request will have no impact on these facilities. Virginia Department of Transportation(VDOT): The Department hasno objection to the request as the parcel is currently served by a VDOT standard entrance and right turn lane. LAND USE Comprehensive Plan: The Comprehensive Plandesignates the property for Neighborhood Business usewhere commercial uses that serve neighborhood-wide trade areas are appropriate.Typical uses could include grocery stores, clothing stores, medical clinics, hardware stores, restaurants or other uses that primarily serve weekly or bi-weekly household needs. Area Development Trends: Surrounding properties are zoned a mix of Corporate Office (O-2), Neighborhood Business (C-2) and Community Business (C-3) and are occupied by a mix of office and commercial uses. It is anticipated that Neighborhood Office uses will continue tothe south,Corporate Office uses to the north, and Neighborhood Business uses will continue to the east and west of the request property as recommended by the Plan. Zoning History: On October 26, 1988 the Board of Supervisors, upon a favorable recommendation from the Planning Commission, approved rezoning of a forty-one (41)acre tract (including the request property) from Agricultural (A) to Residential (R-12), Office Business (O) and Convenience Business (B-1) with conditional use planned development to permit use and bulk exceptions to the Zoning Ordinance (Case 88SN0056). A mixed use development with residential, office, and commercial uses was planned as part of the Harbourside Centre development. On February 26, 2003 the Board of Supervisors, upon a favorable recommendation from the Planning Commission, approved an amendment to conditional use planned ì ïíÍÒðëíçóÍÛÐïèóÞÑÍóÎÐÌ development (Case 88SN0056) relative to permitted uses and development standards. More specifically, additional commercial uses were approvedfor the subject property. (Case 02SN0236) Uses: Condition 11 of Case 88SN0056allows for uses permitted that generally coordinate with uses permitted by right or with restrictions in today’sConvenience Business (C-1) District (Attachment 1). Additional Convenience Business (C-1), Neighborhood Business (C-2) and limited Community Business (C-3) uses were added with a subsequent zoning case amendment, Case 02SN0236 (Attachment 2). The applicant is requesting an amendment to permit additional commercialusesthat coincide with permitted uses in the C-1 and C-2 zoning districts. Further, the applicant is requesting two(2)C-3 uses (recreational establishments, commercial-indoor, and secondhand and consignment stores). Commercial-indoor recreational establishments would be limited to dance studios, exercise and fitness studios, health clubs, martial arts studios, children’s activity centersand other uses of similar intensity and nature as determined by the Director of Planning. In addition, any secondhand or consignment stores (excluding motor vehicle consignment lots) wouldbe limited to a tenant space not to exceed 4,400 gross square feet. CONCLUSION The proposed commercial uses would be no more intense than uses currently permitted on the property,would conform to the Plan,and maintain compatibility withexisting and anticipated area development. Given these considerations, approval of this request is recommended. CASE HISTORY Planning Commission Meeting (8/20/13): The applicant’s representative accepted the recommendation. There was no opposition present. Dr. Wallin noted that a community meeting was conducted for the zoning request and that no opposition was present at the meeting.
