On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that the minute
of September 9 and September 11, 1968 be and they hereby are approved.

Mr. John A. Gates, Jr. comes before the Board requesting a Use Permit to sell anti-
ques in the basement of his home on a parcel of land of irregular shape fronting 85(
feet on Old Buckingham Road and extending northwestwardly 450 feet, more or less,
being situated on the western corner of the intersection of Old Buckingham Road
with Fa~ling Creek in Midlothian Magisterial District. Refer to Sec.16-10 (1) par.
11 and Sec. 16-10 (2) par. 19, which request was deferred from September 11, 1968
and there again appearing no opposition to this request and it was reported that th~
Supervisor of the District had investigated the matter thoroughly, it is on motion
of Mr. Dietsch, seconded by Mr. Purdy, resolved that a Use Permit to sell antiques
be given to Mr. John A. Gates for his use only, upon the condition that if there be
an advertising sign used that same be limited to 6 sq. feet.
There was read a request from the Crippled Children,s Hospital and the Educational
Therapy Center. Upon consideration whereof and on motion of Mr. Apperson,seconded
by Mr.Purdy, it is resolved that the sum of $3285.00, the amount requested, be give!
to the Educational Therapy Center and the sum of $500.00 be given to the Crippled'
Children's Hospital.
And be it further resolved, that the Treasurer of the County be requested to trans-
fer $500.00 from the unappropriated surplus of the County's General Fund to
11-086-144.
On motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved that upon the re-
quest of the citizens of the area, the Highway Department be requested to study the
speed limits existing on Rt. 145, immediately south of the Railroad crossing near
Kingsland Elementary School.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Logan Street, in Logancourt Subdivi-
sion, Midlothian Magisterial District, which shows that in the opinion of the
Road Engineer it is expedient that said road be established as a public road.
Upon consideration whereof, and on motion of Mr. Martin, it is resolved that Logan
Street, in Logan court Subdivision, Midlothian District, be and it hereby is
established as a public road.
And be it further resolved, that the Virginia Department of Highways be and it here
by is requested to take into the Secondary Road System, Logan Street, from the
intersection of Routes 1705 and 1702, northwardly .10 mi. to a cul-de-sac. This
road serves 4 houses.
And be it further resolved, that the Board of Supervisors guarantees to the Virgini
Department of Highways, a 50-ft. right of way for this road. Plat recorded in Pi~
Book 16, page 2 on September 5, 1967.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Kingston Avenue and Okuma Drive, in
Cameron Hills & Cameron Hills - Sec. "A" Subdivisions, Bermuda Magisterial
which shows that in the opinion of the County Road Engineervit is expedient that
said roads be established as public roads.
Upon consideration whereof, and on motion of Mr. Purdy, it is resolved that Kingsto
Avenue and Okuma Drive, in Cameron Hills and Cameron Hills-Section "A" Subdivisions
Bermuda District, be and they hereby are established as public roads.
And be it further resolved, that the Virginia Department of ~ighways be and it her~
by is requested to take into the Secondary Road System, Kingston Avenue, from the
intersection of Route 696 and Route 10, southwardly .20 mi. to Okuma Drive; Okuma
Drive, from its intersection with Kingston Avenue, westwardly .14 mi. These roads
serve 2 houses.
And be it further resolved, that the Board of Supervisors guarantees 'to the Virgin~
Department of Highways, a 60-ft. right of way for Kingston Avenue, and a 50-ft.
right of way for Okuma Drive. Plat for Kingston Avenue recorded in Plat Book 16,
page 7 on October 3, 1967 and plat for Okuma Drive recorded in Plat Book 16, page
36 on April 11, 1968.
On motion of Mr. Browning, seconded by Mr. Dietsch, it is resolved that this Board
accepts a deed from the Appomattox Water Authority conveying the North Access Road
from the Brasfield Dam to State Rte. 604, provided said deed is changed according
to the commonwealth's Attorney, s recommendations.
And be it further resolved, that the State Mighway Department upon recordation of
the deed to the Access Road from the intersection of Rt. 602 and Rt. 669 southward]
and westwardly .85 mile --- be requested to take said road into the State Secondar,
System.
On motion of Mr. D.etsch, seconded by Mr. Apperson, it is resolved that this Board
supports generally the procedure for changing duplicated street names as set out in
a letter from the Richmond Regional Blanning Commission dated September 17, 1968
and filed with the Board's papers_
On motion od Mr. Brewing, seconded by Mr. Purdy, it is resolved that the followi~

On mot.on of Mr. Purdy, seconded by Mr. Apperson, it is resolved tb~t the invitatl
for chesterfield to join the Virginia ~ravel Council be and i~ hereby is accepted.
It is understood that the promotion of the County by this organization will cost
approximately $100~00 per year.
On motion of Mr. Browning, seconded by Mr. Dietsch, it is resolved that the Purchas
inq Agent be authorized to have printed some 50,000 brochures giving the officers
of the Counfy and semen=bins of the operation of the Counfy.
On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved th~f this Board
approves the request of the County School Board for the employment of 14 teachers
the year 1968-'69.
It is understood that funds will be appropriated only if the budgeted amount turned
approximately 600 feet west of ifs intersection with Rt. 620 a~d it was pointed out
of land and the Building ~nsp~ctor b~ authorized to issue a building permit at this
W~L~AS, the General Assembly for the State of Virginia has provided for the estab=
list~memt Qf Highway Safety Commissions for each locality, and
W~EREAS, if is the de,ire of this Doard to Comply wlth the directions of the Genera
Assembly,
~OW, T~E~FORB, BE IT RESOLVED, by the Board of Supervisors o~ Chesterfield County,
that there is hereby established for this County, a Highway Safety Commission,which
Conunission shall consist of nine (9) members of whom one (1) shall be a member o~
the Board of d~pervisors. The Commission shall meet at least four (4) ti~es each
year and make studies and reports in regard to plans and programs for the improve-
ment of highway safety ~ithin the County of Chesterfield. Said ~ighway Safety Com-
mission shall conduct its affairs, perform s~ch d~ties, and make such reports as ar
~rovided for in 2.1-64.18 through 2.1-64.20 COde of Virginia, 1966, a~ amended.
On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that Contract
kC-623 for the installation of water in the Brookfield Subdivision in the amount of
$22,899.20 be and it hereby is approved.
On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that contract
S-68-39D for the installation of sewers in Worsham Trailer Park be and it hereby is
approved.
On motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved that the County
Engineer be requested to move a fire hydrant from the north property line to the
south property line of Mr. Charles E. Jones of 5000 Southmoor Drive.
On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that completed
plans be requested on Projects 6511-205 and 6511-57A, and the trunk sewer from the
Courthouse to the site of the Powell property below Centralia and to obtain an op-
tion on Site "C" for the proposed lagoon and have test borings.
On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that the Treasur
er be and he hereby is requested to establish a special reserve in the Sewer'Improw
ment, Replacement and Extension Fund to which funds will be transferred by general
voucher intermittently from the Sewer connection charges to be used to correct over.

The County Engineer presented several studies showing how water could be supplement.
ed to the Courthouse Complex from the central system and it appears that running a
water line from Centralia Gardens to the Courthouse would be the cheapest route.
Upon consideration whereof, and on motion of Mr. Apperson, seconded by Mr. Purdy,it
is resolved that the County Engineer draw plans for this construction and the pro-
ject at an estimated cost of $125,000.00 be approved with the understanding that
the contribution of the School Board for water to three different schools be nego-
tiated.
On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that a contract wit]
Professional Data Service, Inc. for the collecting of old Utility accounts be re-
written by the Commonwealth's Attorney to cure certain defects in this proposal.
Mr. Maynard Elrod comes before the Board stating that Mr. Weinstein had agreed to
pay $20,000 of the estimated $31,000 cost of putting in storm sewers between Wain-
wright Drive and Radio Station WXGI.
He stated further that Weinstein & Associates had tried to get the necessary right
of way to construct an open ditch to drain~his area but could not do so.
Upon consideration whereof, and on motion of Mr. Dietsch, seconded by Mr. Apperson,
it is resolved 'that if $20,000 is advanced from the Builder or the people adjacent
thereto, the County will pay the remaining charge for this project.
Mr. Elrod raises the question of the cost of engineering in the recent drainage
agreement with Mr. Asch, the developer of the land south of Jahnke Road.
Upon consideration whereof, and on motion of Mr. Dietsch, seconded by Mr. Martin,
it is resolved that the County will charge Mr. Asch 21% of the cost of engineering
which is his proportionate cost for the installation of a storm sewer in this area.
On motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved that the Treasurer
be requested to transfer the funds remaining in the Water Bond Fund from the recent
isale of the $4,000,000 Bond Issue to the Improvement, RePlacement and Extension Fun
as set forth in the 1968-'69 budget.
On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that the Utility
Department allow existing commercial property to pay for sewer connections on the
installment plan similar to the residential~ plan with a maximum of twenty (20) pay-
ments, plus the cost of re~ording the lien.
It is here noted that Mr. Dietsch votes no.
The Utility Department stated that a petition had been received requesting the ex-
tensio~ of water mains on Cogbill Road along Rte. 10 to the vicinity of Wilmoth
Drive, which petition promised approximately 23 connections and it was cited that
the regular cost of this line,~ not including the oversized Pipe expense would be
$32,500.00
And it was generally agreed that this matter be investigated further and the numbe]
of guaranteed connections be ascertained.
On motion of Mr. Browning, seconded by Mr. Purdy, it is resolved that the Engineer-
ing Department be authorized to condemn the property of Julian W. and Ruth P. Nun-
natly for a sewer easement on Project 6511-3/7.
There appears a delegation requesting the extension of Rt. 743, presenting a peti-
tion signed by some twenty-seven persons. Mr. Apperson explains the history of
this road and his efforts to have some improvement made on the road and the road
extended to Courthouse Road.
iMr. Ashby says that he has maintained a one-half mile stretch of this road to his
home for twenty years and presented pictures to show the dust and the width of the
road. After much discussion of the plight of the citizens in this area, Mr. Apper-
son s~tes ~hat the Highway Department has plans for the road extension and will
submit a price to th~ County in the near future.
Mr. R. W. Mann comes before the Board requesting the use of the horse track for
racing of motorized vehicle~ and ~tated that if approximately $20,000 .s spent fha±

On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that the reco~h~en-
darien of the Police Committee ~hat two additional Dog Wardens be employed, be, and
it hereby is approved.
And be it further resolved, that one additional tr~ck be purchased ~or o~e Dog War
den, and the other be placed in charge of the Dog Pound with suitable hours for
convenience of the public.
On motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved that the following
street lights be approved for installation:

There was received a petition signed by a number Of people in the Quail Oaks sub-
division requesting the improvement of Br&~dywine Road which extends northwardly
to Kingsdale Road.
Upon consideration whereof, and on ~otio~ of Mr. Purdy, seconded by Mr. Browning,
it is resolved that this Doard requests the Highway Department to pave this road tc
eliminate the objections of the citizens in the area.
