I a~ sorry that I have not gotten back to you before this, but I
have been in bed and unable to get this letter to you as you requested.
On Tuesday July 20, 1971 my husband and I attended a meeting of the
Planning Commission of Chesterfield County. We were there inregards
to a parcel of land adjoining our land that R. E. Harris,Inc. is
requesting to have re-zoned. At this meeting I requested that M~.
Harris put up a fence along my property line as we have a plttmbing
business here and that I have had trouble with dogs sence'he built
the present houses he now calls Kimberly Acers. M~. Bu~nett told
me at Shis meeting that I was suppose to have a use permit to have
this plumbing business at my home.
On We~u®~6ay July 21, 1971 I came to your office and told you I was
there to make the application for the use peEnit. At that time you
asked me to please put in writing the type of business we have in our
home.
We are plumbing contractors m~nd have one truck that is kept at our
home. M~. Burke has all material for his work delivered direct to
each job. The only material we keep at our address is some repair
parts that are necessary in case of a brakedown when the supply houses
are closed, we have to keep this material as we do furnish our regular
customers with twenty-four hour service. I keep all of our records
and books in my home. I also take all of the phone messages in our
home. We have a large garage that we keep as much of the repair
material as possiable in. There is some large repair material that
is stored in a grove of trees on ou~ property. This material is not
visable by any of our present neighbors.
I talked to you at the time I was in your office about the fact that
we had talked to the man who had your job before you came with the
co~&uty. Therefore this is not something that has not been known by
the county officials for sometime. I also talked to you at that ~ime
about the fact that if no business is to be conducted from a home,
unless it is zoned business or has a use permit then there ar over
a thousand businesses in this county that are w~ong also.
IF you will let me know if I am required to have a use permit for
our business then I will do what you suggest as to applying for it.
But I do not Feel it is proper to pick out just one here and there
and tell them that they have to have a Use permit and then let over
a thousand contractors use their home without a permit. As I told
you the day I was in your office, there are three other business on
the same block with me.
But please let me know what you thir~k is proper for me to do at
this time and I will do it.

6) The Health Department reports that the facilities provided
are inadequate. No activity or operation should occur until such
time as proper sanitary facilities have been installed.

to operate a day nursery. On September 9, 1970, the Board, on motion of
Mr. Martin, seconded by Mr. Dietsch, resolved that a Use Permit to ope-
rate a day nursery be granted to Mrs. Kepner for one (1) year, provided
there are no signs displayed on the property.
