It is my interpretation that the "sale of retail piece goods..." is not a permitted use in the C-1 District but that the Board of Supervisiors may de- termine that such a use could be established with a use permit. The rezoning application for Mr. George will serve the purpose of permittin~ the Board of Supervisors to make one of three decisions for this property: (1) to rezone it to (2) to grant a use permit for the "sale of retail piece Koods... or (3) to deny the rezonin~ request. Your application for rezoning is only for 100 feet of a lot fronting on McRae Road because Mr. GeorEe, the applicant, has an interest in only 100 feet of the two lots referred to on the application.
