RECOMMENDATION Recommend approval for the following reasons: A. The temporary manufactured home is in keeping with development in the surrounding area, that being a mix of traditional single-family dwellings and temporary manufactured homes. B. This is a new applicant; however, a manufactured home has been located on the property since 1978. While property maintenance has been an issue, the current owners have made recent improvements to enhance the appearance of the home and. property. (NOTE: CONDITIONS MAY BE IMPOSED. THE ORDINANCE LIMITS THE MAXIMUM PERIOD OF TIlVIE FOR WHICH THIS PERMIT MAY BE GRANTED TO SEVEN (7) YEARS, UNLESS FURTHER RESTRICTED BY CONDITIONS.) CONDITIONS 1. The applicants shall be the owners and occupants of the manufactured home. (P) 2. No additional permanent-type living space, other than the existing additions, may be added to the manufactured home. The existing additions may not be enlarged, extended, reconstnicted, substituted or stnicturally altered. The manufactured home shall be skirted but shall not be placed on a permanent foundation. (P) Pro~Tiding a FIRST CHOICE community through excellence in public ser~Tice GENERAL INFORMATION Location: The request property is located on the north line of Drewrys Bluff Road, east of Old Plantation Road and is better known as 2668 Drewrys Bluff Road. Tax ID 790-680-0360. Existing Zonin R-7 Size: 0.3 acre Existing Land Use: Manufactured home Adjacent Zoning and Land Use: North, South, East and West - R-7; Single-family residential or manufactured home UTILITIES Public Water and Wastewater Systems: The existing residence is connected to the public water and wastewater systems. This request will not impact these systems. ENVIRONMENTAL ENGINEERING AND TRANSPORTATION This request will have a minimal impact on these facilities. Fire Service: The Bensley Fire Station, Company Number 3, currently provides fire protection and emergency medical service (EMS). This request will have a minimal impact on Fire and EMS. LAND USE Comprehensive Plan: The subject property is located within the boundaries of the Northern Jefferson Davis Highway Corridor Plan, which suggests the property is appropriate for Residential use of 2.51-4 units/acre. 2 13SN0210-20130CT23-BOS-RPT Area Development Trends: Area properties are zoned residentially and are occupied by traditional single-family homes and a manufactured home. Property west of Old Plantation Road is has been approved for subdivision development consisting of single-family attached and detach units (Winchester Forest). It is anticipated that residential development will continue in the area, as suggested by the Plan. Zoning and Permit HistorX: A manufactured home has been located on the subject property since 1978 (Case 78SN0164). Approval for this manufactured home was subsequently renewed in 1979, 1983, 1989 and 1993. Proposal: The applicants are seeking temporary manufactured home permit approval for seven (7) years and would be the owners and occupants of the manufactured home. (Condition 1) Additional living space was added to the manufactured home by a previous owner. Information on file indicates a building permit for the additional space was issued in January 1983, prior to the imposition of the standard conditions that restrict such additions, beginning in 1984. Condition 2 has been modified accordingly to accommodate the existing additions, but prohibit other additions. While property maintenance has been an issue, the current owners have made recent improvements to enhance the appearance of the home and property. CONCLUSION The temporary manufactured home is in keeping with development in the surrounding area, that being a mix of traditional single-family dwellings and temporary manufactured homes. While this is a new applicant, a manufactured home has been located on the property since 1978. While property maintenance has been an issue, the current owners have made recent improvements to enhance the appearance of the home and property. As such, there should be no adverse impact on area development. Given these considerations, approval of this request is recommended.
