will authorize you to~erform certain work and/or construction in navigable
waters of the United States.
It is necessary that you sign both copies of the permit in the space
provided for the permittee's signature, and return both copies to this
office in the enclosed return envelope. Upon receipt of these, the
District Engineer will sign the original copy and return it to you. The
permit is not valid until signed by both the permittee and the District
Engineer or his authorized representative.
Your attention is invited to all of the various conditions of the permit,
including Condition (m) which requires you to notify this office of certain
dates concerning the work.
If any material change in the plan of the work is found necessary, revised
plans must be submitted for our approval prior to any work involving such
change.

The State Water Control Board will hold a public meeting at 10:00 a.m.,
November 23, 1971, at the Williamsburg Lodge Conference Center, South
England Street, Williamsburg, Virginia. At the meeting the plan for a
comprehensive water quality and wastewat~r management study of, pri-
marily, the lower James River Basin front Goochland-Powhatan Counties
through the Hampton Roads area will be outlined.
The actual study area comprises the entire geographical areas of the
Richmond Regional, the Crater, the Southeastern Virginia, and the
Peninsula Planning District Co~nissions. In.addition to the lower
James River Basin, minor areas of the Chowan River, York River,
Albemarle Sound, Chesapeake Bsy and the Atlantic Ocean Basins are
within the study ares~
The purpose of the hearing is to receive from interested persons,
agencies, m~d groups, con~ents relative to the proposed study--especially
co~ents relative to any part of the study on which it is felt additional
emphasis should be placed.
Notice of this meetiz]g is being sent to you because we feel you will have
an interest in the study and may wish to provide the Board with comments
on the study outline to be pre~cnted at the meeting, if you would like
additional information on the proposed study or have any questions,

Dear Mr. Burnett:
As Chairman of the Community Service Committee of the Woodpecker Co~antty
Grange, I was designated to transmit to the Board a copy of a resolution
recently passed in regular session of the Grange.
This railroad crossing safety has been a concern of the Grange members for
several years. I have seen copies of correspondence indicating the matter has
been before the Board or the concern of Board members. I understand that any
major action requires both Virginia Department of Highways and the Seaboard
Coast Line Railroad Company. We are appealing to the Board to use your
influence to become the catalyst that gets something done.
Mr. S. M. Duffer, Superintendent of Terminals, Seaboard Comst Line Railroad
Company, Richmond, Virginia told me that the railroad company was willing to
do their share with funds already available.
It seems that the need has already been demonstrated. The Grange and most
people of the community hope that the matter will be taken care of without
further delay - or do we have to suffer a tragic accident and loss of life.

months at the crossing of Seaboard-Coastline Railroad and
Brander's Bridge Road (Rt. 625) in Chesterfield County,and
~VHE~EAS, There has also been a recent accident at the
crossing of the Seaboard-Coastline and Dupuy Road (Rt. 1106)
in Chesterfield Co~uaty, and
~E~AS, The Dupuy Road crossing has a signal tower
which badly obstructs the view of the northern approach, and
~d~!~'~EAS, These crossings are frequented by several
school busses daily and do, as they now exist, constitute a
potential hazard for all traffic; therefore be it
RESOLVED, That Woodpecker Co~unity Grange requests the
Board of Supervisors of Chesterfield County and Seaboard-
Coastline ~ailroad and the Virginia Department of Highways
to provide adequate warning devices at these crossings, ~ud

Gentlemen:
This is in reference to your resolution dated September 29, 1971,
whereby, you resolved that the Department of Highways should take
G1em Conner Subdivision streets into the state system for maintenance.
I have personally reviewed the drainage in this subdivision accompanied
by the Honorable George W. Jones, Delegate, tlouse of Representatives,
who was concerned about complaints he received from residents in the
subdivision. We found the residents have a legitimate gripe and that
it is the developer's responsibility to correct this drainage.
This subdivision is not acceptable for state maintenance at this time.

following resulution was adopted:
WHEREAS, The Richmond Regional Planning District
Commission at [ts meeting on September 9, 1971,
approved the Richmond Regional Airports System Plan,
thereby recommending said Plan to member jurisdictions
for adopt[on, and forwarded copies of said Plan for considera-
tion by the various local governing bodies; and
WHEREAS, The Airports System Plan recommends the
creation of a Service District to which the governmental
jurisdiction of the Richmond Regional Airports Study
shall be assigned for operation and administration, and
which Service District shall have such other duties,
responsibilities and obligations as may be subsequently
delegated to it, as provided by law.
NOW, THEREFORE, BE IT RESOLVED, That the County
of Henr[co endorses and adopts the Richmond Regional
Airports System Plan and urges other member jurisdic-
tions to do likewise.
BE IT FURTHER RESOLVED, That the Richmond Regional
Planning District Commission be designated as the basic
vehicle with which to initiate the Plan and implement the
Service District, and that copies of this resolution be
District Commission.

Dear Mr. Burnett:
In reading the Board Resolution, on the purchase of a standard pumper,
of September 22, 1971, I assume this would be paid for out of the
72-73 annual budget.
With this in mind I have contacted the apparatus manufacturers to see
if anyone had a fa~.rly standard pumper in stock or anticipating the
delivery of a unit close to our standard one on or about June/July,
1972.
Mack Fire Apparatus has advised us that a stock model is presently
scheduled for completion about the first of March 1972. This unit is
being built to the exact same specifications as the unit in ~.ttrick
(Co. #12).
Prices are as follows:

The Mack sales representative indicated that payment could be made after
the new budget goes into effect on July 1, 1972.
Most of the apparatus manufacturers indicated that they are expecting a
price increase after the price freeze is lifted. Macks' price of $57,655.
is good until the end of November.
Considering all aspects of this proposal, and taking into consideration
that we now have a unit for Midlothian ( Co. #5) on order at $52,521.
I am recommendin~ we purchase the stock Mack for $57,655.
