71-43u P~ING STAMP RECOMMENDATIONS For USE PERMIT REQUESTS to be heard by the CNESTERFIELD COUNTY BOARD OW SUPERVISORS Wednesday, 8 Dec.. 1971 71-~2U $outher~ Autqmotive parts Dale Magisterial District Tax Map Sec. 66-10 parcel 5 This px~opeI'ty is zoned Ag~icultural (A) as are all adjacent parcels. The request is for a use penmit to store and sell automotive parts. On Janua~-y 13, 1965, M~. R. H. Thurston requested (Case No. 64-92S) rezoning of the parcel in question from Agricultural (A) to General Business (C-2). The Board, on recommendation of the Planning Commission, saw fit to deny the rezoning request and grant a use permit for the operation of an oil business. Planning Staff is of the opinion that this area, although currently agrl- cultural zoned, displays a residential chamacter which will continue as development trends emerge. However, if indiscriminate general commercial use is allowed to oceu~, then the future residential potential may be thwarted or relegated to lower standards to accommodate compatabiilty of land uses. The~-efore. denial.cf .this. . .....re...quest. is ~.e¢ommended. However, should the Board see fit to Krant the request then the following conditions should be imposed: 1) Operating hours be limited to between 9:00 a.m. mud 9:00 p.m. Monday ~h~ou~ Saturday. Baldersom, Jr. Senior Planner Chesterfield County Planning Department 13531 Salisbury Road Midlothian, Virginia, 23113 December 7, 1971 Mr. Michael C. Ritz Planning Director County of Chesterfield Chesterfield, Virginia Subject: Use Permit 71-43U Dear Mr. Ritz: I live in the Salisbury Sub-Division at the intersection of West Salisbury Road and Starcross Road. Even though my property is not adjoining that of Mr. Waddy G. Bland, I am in favor of having his request for a use permit to operate a printing business in his garage until March 1, 197~, at which time the operation of said bus- iness will cease. I am sorry that I will be unable to appear on his behalf, but I will be out of the State on business. Thank you for your time. Sinc~y, . JOH:mh j. K. WARREN December 8, 1971 Board of Supervisors Chesterfield County Chesterfield, Virginia Re: Request for Use Permit on South Starcross Road Gentlemen: As a relatively close neighbor and as an investor in the Salisbury Corporation, I am interested in the Use Perm'it requested by Mr. Bland. It is important to all of us in the Salisbury corg_.rnuri'ity that this neighborhood maintain those qualities that are desireabfe-in a fine residential community. A/Ir. Bland's home is a real asset to th~Comrnunity. He maintains his yard and shrubs in immaculate condition. "i~ The business referred to in the application for a TJse Permit is an outgro%vth of an accumulation of printing equipment over the course of several months that Mr. Bland has kept in his garage. This business is not his primary source of income and it seems to me that it falls almost into the category of a hobby. Mr. Bland has indicated to me that his plans are to move this equipment to a suitable logation on or about the first of March, 1972. I ~vould strongly oppose the granting of a Use Permit int~; neighborhood for a period to extend beyond March _.1, but I do feel that our it is reasonable for the Board to grant ~[--Permit extel-ding to March 1, that ~Nould allo%v Mr. Bland to make an orderly ~ransfer of this equipment to a suitable site. He has contributed to the community in many %rays, both through the use of some of this equipment and personal effort in other areas. I trust that, in the future, the Board ~vill protect this community by denying any permits for business uses thatlare either detrimental by the nature of the business or that would perpetuate a business use cf the property for an extended period of time. Sincerely, JKT/ch
