Summary of Actions Taken by the Board on November 13, 2013
3:00 P.M. SESSION
COUNTY ADMINISTRATOR’S COMMENTS
?
Mr. Stegmaier reported on the success of the Central Virginia Community Health Fair,
which was held at the county fairgrounds on October 26.
?
Mr. Stegmaier commended county and school staff, who worked very hard to educate
citizens about the impact and importance of the 2013 referendum. He stated he looks
forward to working with the Board on solutions on how to solve the gap in expectations
to deliver on the school and public safety projects approved by the voters.
BOARD MEMBER REPORTS
Mr. Elswick thanked staff for their hard work related to the referendum.
Mr. Holland expressed appreciation to staff for their outstanding presentations throughout the
community and to those who voted and supported county schools and public safety.
Mr. Warren expressed appreciation to the citizens who provide their opinions to the Board of
Supervisors, not only at public hearings, but also through other avenues, including
referendums.
Ms. Jaeckle thanked those who voted and stressed the importance of completing the projects
that they supported within seven years.
DEFERRED ITEM
Deferred for 6 Exchange of parcels and relocation of ingress and egress easements
months within Magnolia Green.

CONSENT ITEMS
Adopted Resolution recognizing Mr. Nazar Aljasssar upon attaining the rank of
Eagle Scout.
Adopted Resolution requesting that Amtrak and the Virginia Department of
Transportation provide roll-on/roll-off service for bicycles in
Chesterfield County and the Greater Richmond Metropolitan Area.
Deferred for 60 Public hearing date of December 11, 2013, to consider the restriction of
days through truck traffic on North Enon Church Road from Leslie Lane to
Meadowville Road.
Approved Public hearing date of December 11, 2013, to consider a proposed
policy amendment relative to alternative financial institutions.
Approved Public hearing date of December 11, 2013, to consider amendments to
the County Code relative to keeping chickens in residential districts.
Approved Public hearing date of December 11, 2013, to consider the real estate tax
exemption request of Chesterfield Alternatives, Inc.
Approved Public hearing date of December 11, 2013, to consider amendments to
the County Code relative to tree canopy requirements in the Upper Swift
Creek Watershed Area.
Approved Public hearing date of December 11, 2013, to consider technical
amendments to the County Code relative to tangible personal property
exemptions, the E-911 system tax, and the consumer utility tax on
telephone service.
Approved FY2015 priority list of transportation needs.
Adopted 2014 legislative program.
Approved Appropriation and transfer of funds and authorization to proceed with
the Smoketree Drive sidewalk project.
Approved Transfer of District Improvement Funds from the Bermuda District
Improvement Fund to the Parks and Recreation Department for costs
associated with the annual Veteran’s Day ceremony at Bensley Park.
Approved Transfer of District Improvement Funds from the Dale District
Improvement Fund to the Parks and Recreation Department to purchase
and install new playground equipment at Jacobs Road Elementary
School.

Approved Conveyance of an easement to Virginia Electric and Power Company
for an underground easement for service to Mental Health’s new
intermediate care facility.
Approved State road acceptance of roads in Sundial Farms Section 1.
REPORTS
Accepted Report on Status of General Fund Balance, Reserve for Future Capital
Projects, District Improvement Funds and Lease Purchases.
6:30 P.M. SESSION
Minister Theresa Harris-Mason, Union Branch Baptist Church, gave the invocation.
Retired U.S. Marine Corps Major Don Kappel led the Pledge of Allegiance to the Flag of the
United States of America.
CITIZEN COMMENT PERIOD
Ms. Nancy Barta, owner of Richmond Towing, addressed the Board relative to being added to
the Police Department’s list of towing providers.
PUBLIC HEARINGS
Adopted Amendments to the County Code relating to the Fire Prevention Code.
Adopted Amendments to the County Code relating to technology zones.
Adopted Amendments to the County Code relating to the requirements to issue a
business license for a bail bondsman.
