On motion of Mr, Bookman, seconded by Mr. Apperson, it is resolved that Mr. H.
Vernon Williams be and he hereby is appointed to the County Planning Commission
from Clover Hill District which term will be for four years.
Ayes: Mr. O'Neill, Mrs. Girone, Mr, Apperson and Mr. Bookman.
Mr. Painter introduces Mr. Henson who explains the sewer system and answers
questions concerning the extent of construction on each proposed line. Mr, Wel-
chons explains the financing .in general. Mr. Bookman suggests that the water
connection rates be raised from $300 to $350 for existing homes if connected
within 30 days and $500 for a new home or one that did not connect within 30 days
and that the developer charge should remain at $200. Mr. Bookman suggests in
relation to sewers that vacant lots, where the County installs sewers, are greatll
enhanced by the sewers and should pay what a septic tank would likely cost and
suggests $1,500 and $700 for houses within a subdivision where a subdivider in-
stalls a line and $600 for those homes with septic tanks, After much discussion
of 'this matter and the need for additional revenue, it is on motion of Mr. Book-
man, seconded by Mrs. Girone, resolved that the County Attorney be requested to
draft a proposed ordinance to show the increase in the rates and fees collected
for the water and sewer systems of the County along the following basis:
Water rates would be $200 for the developer; $350 for existing homes; $500 for
new homes or homes that did not connect within 30 days; and the monthly water
charge be increased from $.60 per hundred cubic feet to $,70 per hundred cubic
feet.
Sewer connection rates would be increased to $1,200 for new homes on County in-
stalled lines; $700 for homes in subdivisions where the developer has installed
a sewer collector line; $600 for those homes with septic tanks connecting to the
sewer; and the monthly charge be increased to a $4 minimum with $.30 per hundred
cubic foot of water used.
Ayes: Mr. O'Neill, Mrs. Girone, Mr. Bookman and Mr, Myers,
Nays: Mr. Apperson.
On motion of Mr. Bookman, seconded by Mr~ Apperson, it is resolved that the
Engineering Department be directed not to receive any prepayment of utility con-
nections unless evidence has been received that application has been made for
a building permit.
Ayes: Mr. O'Neill, Mrs. Girone, Mr. Apperson, Mr. Bookman and Mrs Myers.
Mr. Bookman states that this action should have been taken six months ago, that
we are not at this time operating our utility systems financially as we should
be and that we should try to free some of the money held in escrow, carefully
weighing each sewer request as to its financial feasibility, and that the County
cannot spend as much as $5,000 or more per connection without doing the system
irreparable harm, .Mr. Myers answers that the Health Department did not know of
all the failing septic tanks in his district and that he had to wait on many of
his projects to get federal funds and, of course, he was glad to cooperate with
the rest of the County in doing this, He states further that he has had only
approximately $250,000 spent in his area on collector lines.
Mr. Painter makes a strong plea for hiring a consultant for a rate study by point
ing out the necessity of doing certain things. It was generally agreed that this
matter be deferred and that Mr. Painter again made recommendations on the top
three consultants and the Board promises to discuss the matter on the 28th of
January.
On motion of Mr. Bookman, seconded by Mrs. Girone, it is resolved that the County
Engineer get bids on the installation of sewers to Mr. James Brown on West Road
in Belmont Hills and that if the bids are approximately $i~500 or under, to in-
stall service to Mr. Brown with the understanding that he would pay the $600 for
a connection fee.

On motion of Mr. Apperson, seconded by Mrs~ Girone~ it is resolved that this
Board adjourns at 12:00 midnight until 3100 p~m: on January 26, 1976.
