Mr. Jack Williams, County License Inspector~ explains briefly his duties and his
part of the budget, Mr, Bookman commends Mr. Williams for his efforts in helping
the Commissioner of the Revenue in the assessment of personal property.
Mr. George W. Moore, Jr. Treasurer, explains the budget of his office.
Mr, Robert Galusha~ Director of Personnel, states that his budget is the begin~
ning budget of a new department and there is no empirical basis for comparison.
The Board adjourns for dinner,
Reconvening at 7:30 p.m,
There is a Public Hearing on the Housing and Community Development Act, Mr, James
Zook explains the County's request for HCDA funds for many sewer, water, drainage
and park projects in the County. There were no questions from the few citizens
attending this meeting and the Board set February 11, 1976, at 7:30 p.m. for a
final Public Hearing concerning this matter.
Mr. Dennis Parker reviews the Airport budget, Mr. Robert George explains the Pro~
bation Department budget and Mr. Robert A. Painter explains the County Engineer,
the Drainage and the Street Sign budgets,
The Chairman appoints Mrs. Girone, Mr, Apperson, Judge Murphey and Mr. Jack Manuel
as a committee to work with the judiciary and, particularly, the Judge of the
Juvenile and Domestic Relations Court in revamping the Board Room so that the
Juvenile and Domestic Relations Court can be held in the present Board Room.
On motion of Mr. O'Neill, seconded by Mr. Myers, it is resolved that the following
resolution be and it hereby is adopted:
WHEREAS, Dr. Walker Henry Quarles, Jr. has served Virginia State College with
distinction for 25 years; and
WHEREAS, Dr, Walker Henry Quarles, Jr. has been a guiding force for improving
our society not only by living an exemplary life but in his teachings
and administration of Virginia State College; and
WHEREAS, Dr, Walker Henry Quarles, Jr, will be sorely missed by not only the
citizens of Virginia State College but the citizens of Chesterfield
County and the surrounding areas.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Chesterfield County
that this Board publicly expresses its deep regret'~ at the passing of
Dr. Walker Henry Quarles, Jr. and sends its sincere condolences to his
family.
Ayes: Mr. O'Neill, Mrs. Girone, Mr. Apperson, Mr. Bookman and Mr, Myers,
On motion of Mr. Myers, seconded by Mr. Apperson, it is resolved that the two
furnaces in the Chester Fire Department be replaced with the understanding that
the Chester Volunteer Fire Department will pay one-half the cost of this project.
Ayes: Mr. O'Neill, Mrs. Girone, Mr. Apperson, Mr, Bookman and Mr, Myers.
On motion of Mr, Apperson, seconded by Mr. Myers, it is resolved that the sum of
$1,431,50 be appropriated from the Unappropriated Surplus of the General Fund to
the Airport budget for the exchange of certain table tops and the installation
of panic bars in the terminal building.
Ayes: Mr. O'Neill, Mrs. Girone, Mr. Apperson, Mr. Bookman and Mr. Myers.
On motion of Mr. Apperson, seconded by Mr, Myers, it is resolved that this Board
adjourns at Il:iS p.m. until 1:00 p.m. on February 5, 1976.
