03-08-1976 MinutesVIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on March 8~ 1976~ at 5:00 p.m. Present: Also Present: Mr. E. Merlin O'Neill, Chairman Mrs. Joan Girone, Vice-Chairman Mr. J. Ruffin Apperson Mr. C. L. Bookman Mr. Leo Myers Mr. M. W. Burnett, Co. Admin. Battalion Chief David Barfield, Fire Department Captain Carl Cimino, Fire Department Mr. James Condrey, Dir. of Central Acctg Battalion Chief F. W. Dolezal, Fire Department Chief Robert Eanes, Fire Department Mr. Lee Falwell, Asst. Co. Administrator Mr. C. G. Manuel, Asst. Co. Administrato Chief Dennis Turlington, Fire Marshal Mrs. Agnes Martin presents the budget of the Nursing Home. Dr. Preston Leake, Mrs. Gene Knoop, Ms. Pat Lamprey and Mrs. Cooper are present to speak on the Library budget. Dr. Leake explains the proposed budget and the amount of money needed to complete the capital budget. The Board recesses for dinner. Reconvening at 7:30 p.m.: Chief Eanes presents Chiefs from all 12 Fire Departments. Chief Van Bowen thanks the Board for its cooperation'and, in reference to the budget cut for the Fire Depart.ment, States that $15,404 eliminated from the Fire Prevention Bureau would have financed a badly needed position which would have prevented future fires in the County~ Chief Reckley supports this statement and requests that the Board not cut this item. Chief Bowen cites the amount of $12,090 for training and $80,00£ for an air unit which amounts were eliminated and states that the air unit is vitally needed, citing many reasons for such a statement. The Chairman advises that bids should be received for this unit along the lines discussed by Chief Eanes and Chief Bowen. Chief Bowen makes a strong request to hire six additional people for the Bon Air Fire Department now so that they can be properly trained by July 1, 1976, with the admonition that daytime manpower is in short supply. Chief Turlington and Battalion Chief Barfield show slides of the Tivoli fire and explain the events of this fire. On motion of Mr. Bookman, seconded by Mr. Myers, it is resolved that this Board go into Executive Session to discuss a personnel problem. Ayes: Mr. O'Neill, Mrs. Girone, Mr. Apperson, Mr. Bookman and Mr. Myers. Reconvening: The matter of air pollution is discussed with particular emphasis on leaf burning. Chief Eanes requests a fence around a portion of Manchester athletic fields to pro~ect Fire Station #2. Chief Eanes cites the habit of having a fire unit at the Southside Speedway and states that this no longer can be justified. The Chairman thanks Chief Eanes on behalf of the Board and requests him to express deep appreciation to all of the firefighters in the County for the exceptionally fine job in suppressing fires in the County. Mr. Robert Painter with Dave Welchons, Charles Quaiff, Raymond Birdsong and Craig Bryant discuss the Utility budget. Mr. Quaiff presents and explains the proposed budget. On motion of Mr. Myers, seconded by Mr. Bookman, it is resolved that this Board go into Executive Session to discuss personnel problems. Ayes: Mr. O'Neill, Mrs. Girone, Mr. Bookman and Mr. Myers. Reconvening: It is on motion of Mrs. Girone, seconded by Mr. Myers, resolved that this Board adjourns at 1:15 a.m. to Wednesday, March 10, 1976, at 9:00 a.m. Ayes: Mr. O'Neill, Mrs. Girone, Mr. Bookman and Mr. Myers.
