the Board of Supervisors of Chester-
field County, held at the Courthouse
on March 17, 1976, at 7:30 p.m.

Mrs, Girone opens the meeting by stating that this i.s an official Public Hearing
on the Secondary Road System in the County. Mr. Covington and Mr, McElfish are
present.
Mr. Kenneth G. Hulce, 5521 Courthouse Road, states that the excessive speed and
the great amount of trucks on Courthouse Road combine to create a real hazard.
Mr. George Cecil, S830.Courthouse Road~ states that the speed limit is set too
high for the traffic on Courthouse Road and cites several accidents to support
his claim. Mr. Hulce states that tractor trucks cannot make the proper turn at
Martin's Curve. Mr. Roger A. Comes, 8063 Sykes Road, states that the roads in
Ben Air Manor and Southam are in deplorable condition caused mostly by the in-
stallation of sewers.
Mr. Covington states that .he will put plant mix on the sections which have real
problems. Mr. Apperson presents a list of problems in Dale District which in-
cludes the improvement of Hopkins Road from Chippenham to Beulah, the improvement
of Hopkins at Cook's Curve and Kingsland Creek, the improvement of several sec-
tions of Beulah Road, Conifer Road, Salem Road, Kingsland Road, Chalkley Road,
Beach Road, Morrisette Road and questions Mr. Covington on constructing the ex-
tension from the road in the Watch Run Subdivision westwardly to Route i0. He
later states that all the easements have been obtained to install a sidewalk on
the south side of Cogbill Road from Route 10 to Chesterwood Road, Mr, Bookman
requests some work on the two one-lane bridges in Clover Hill and questions the
possibility of further line painting on secondary roads, Mrs. Girone explains
the problem at the intersection of Old Ben Air 'Road and the railroad.
Mr. Myers thanks the Highway Department for its cooperation on improving many of
the road conditions in his District. Mr, O'Neill requests some assistance on the
dam on Hickory Road and advises the Highway Department to paint center lines on
curves only and perhaps lower speed limits to 45 mph on certain secondary roads.
Mr. Covingto~ states that he appreciates the opportunity to meet in a formal Pub-
lic Hearing of this kind and to receive the problems first hand from the citizens
of the County. He cautions that the Highway Department presently spends in ex-
cess of $1,000,000 per year to pick up trash and litter from the State's roads
and asks assistance to spruce up for. the Bicentennial year,
On motion of Mrs. Girone, seconded by Mr, Apperson, it is resolved that the re-
quest for permission to conduct bingo games and/or raffles from the Monacan Junior
Woman's Club be and it hereby is approved.
Ayes: Mr. O'Neill, Mrs. Girone, Mr, Apperson, Mr. Bookman and Mr. Myers.
The annual report of the Planning Commission and the Board of Zoning Appeals pre-
pared by the Planning Department is given to each member,
Mr. Painter explains the further advice of Mr. Ed Bradley concerning the applica-
tion for a federal grant under Section 314 for the evaluation of the County's
water supply. After some consideration of this matter, it is on motion of Mr.
Apperson, seconded by Mr, Myers, resolved that Mr. Painter be authorized to apply
for a grant for this purpose,

On motion of Mr, O'Neill, seconded by Mr, Apperson, it is resolved that this
Board allows Mrs. Ada Ot Smith a sewer connection for $200 in the Matoaca District
since Mrs. Smith gave up a $200 connection for the County's benefit.
Ayes: Mr. O'Neill, Mrs, Girone, Mr. Apperson, Mr, Bookman and Mr. Myers.
On motion of Mr. O'Neill, seconded by Mr, Myers, it is resolved that a $300 sewer
connection be given to Mrs. Jane Ozmore, 15902 Edgewood Drive, since it appears
that extenuating financial circumstances warrant such action.

On motion of Mr, Myers~ seconded by Mrs, Girone, it is resolved that Mr, J, Ruffinli
Apperson be appointed as the Board's representative in connection with the Health
Systems Agency.
Ayes: Mr. O'Neill, Mrs. Girone~ Mr. Apperson, Mr. Bookman and Mr. Myers.
There arose a discussion concerning a letter from Mr, Fugate centering on the
County and its relation with GRTC.
On motion of Mrs. Girone, seconded by Mr, Myers~ it is resolved that the time of
April 14, 1976, at 7:30 p,m, be set as a Public Hearing on the matter of bUrning
leaves in a portion of Midlothian District.
Ayes: Mr. O'Neill, Mrs, Girone and Mr, Myers.
Nays: Mr. Apperson,
Abstention: Mr. Bookman.
Mrs. Girone states that after much consideration of the railroad crossing at Old
Bon Air Road that it seems to be the consensus of those studying the problem th.at
the best course of action would be to hire a school guard for the rest of the
year at approximately $1~000 to aid in the railroad crossing of nine school buses
involving approximately 1,500 children. After much discussion of this matter,
it is decided that further investigation would be in order.
On motion of Mr. Bookman, seconded by Mr, Myers, it is resolved that this Board
go into Executive Session to discuss a personnel matter.

Reconvening:
On motion o£ Mr. Bookman, seconded by Mrs. Girone~ it is resolved that this Board
