RECOMMENDATION Recommend approval for the following reasons: A. A manufactured home has been located on the request property since 1964 with no apparent adverse impact on area residential use. B. As conditioned, the use should continue to be compatible with existing area development. (NOTE: CONDITIONS MAY BE IMPOSED. THE ORDINANCE LIMITS THE MAXIMUM PERIOD OF TIME FOR WHICH THIS PERMIT MAY BE GRANTED TO SEVEN (7) YEARS. SHOULD THE BOARD WISH TO APPROVE THIS REQUEST, APPROVAL WOULD BE FOR SEVEN (7) YEARS UNLESS CONDITIONED FOR LESS TIlVIE.) CONDITIONS 1. The property owners, Bonnie Nuclcoles, Jimmie E. Nuclcoles and Kenneth W. Overacre, shall be the owners of the manufactured home. Occupancy of the manufactured home shall be limited to Jimmie E. Nuclcoles. (P) 2. No permanent-type living space may be added to the manufactured home. The manufactured home shall be skirted but shall not be placed on a permanent foundation. Tax ID 772-679-0706. Existing Zonin R-7 Size: 0.8 acre Existing Land Use: Manufactured home Adjacent Zoning and Land Use: North, South, East and West - R-7; Single-family residential use TTt;I;t;PC• There is an eight (8) inch water line located along Old Zion Hill Road. The existing residence is not connected to the public water system. Connection to the public water system will be required by County Code for any new residential strictures placed on the request property. In addition, there is an eight (8) inch wastewater line located along Old Zion Hill Road. The existing residence is connected to the public wastewater system. ENVIRONMENTAL ENGINEERING AND TRANSPORTATION This request will have no impact on these facilities. Fire Service: The Dale Fire Station, Company Number 11, currently provides fire protection and emergency medical service (EMS). This request will have a minimal impact on Fire and EMS. Health Department: This request will have no impact on these facilities. 2 14SN011Ei-20141_~N22-BOS-RPT LAND USE Comprehensive Plan: The Comprehensive Plan suggests the property is appropriate for Suburban Residential II use (2.0 to 4.0 dwellings per acre). Area Development Trends: Area properties are zoned residentially and are occupied by a mix of traditional single- family dwellings and manufactured homes. It is anticipated that residential uses will continue in the area as suggested by the Plan. Zoning and Permit History: A manufactured home has been located on the subject property since 1964. Approval for this manufactured home was subsequently renewed multiple times. On October 25, 1995 the Board of Supervisors approved the most recent renewal of the permit for a period of seven (7) years. (Case 96SR0137) Proposal: The applicant is seeking renewal of this manufactured home permit for an additional seven (7) years. The temporary manufactured home and property are owned by Bonnie Nuckoles, Jimmie E. Nuckoles and Kenneth W. Overacre. The applicant indicates that her brother, Jimmie E. Nuckoles, will continue to reside in the home. (Condition 1) To ensure that the manufactured home remains temporary, Condition 2 would not permit permanent-type living space to be added to the manufactured home. In addition, the manufactured home must be skirted but shall not be placed on a permanent foundation. CONCLUSION The temporary manufactured home continues to be in keeping with the character of development in the surrounding area, being a mix of traditional single-family dwellings and temporary manufactured homes. As conditioned, this use should maintain compatibility with these neighboring uses for this temporary period of time.
