SESSION COUNTY ADMINISTRATOR'S COMMENTS o Ms. Mary Ann Curtin, Director of Intergovernmental Relations provided an update regarding the county's 2003 legislative requests and other General Assembly issues. o Mr. Richard Melito and Mr. Chip Harris with Freedom Flag Foundation presented the Board with a Freedom Flag created to memorialize the victims of the terrorist attacks on September 11, 2001. RESOLUTIONS AND SPECIAL RECOGNITIONS Adopted Resolution recognizing Mr. N. Everette Carmichael, Commissioner of Revenue upon his retirement. WORK SESSIONS Dr. Billy Cannaday, Jr., Superintendent of Schools and Mr. Brad Hammer, Deputy County Administrator for Human Services presented the FY2004 proposed budgets for the School Board and Human Services Division. NEW BUSINESS Approved Authorization to advertise tax rates, proposed FY2004 Biennial Financial Plan, proposed FY2004-2010 Capital Improvement Program, the FY2004 Community Block Grant Program, and other ordinance changes and set the date of March 26, 2003 beginning at 7:00 p.m. for public heatings to consider these items. APPOINTMENT Approved Appointment of Ms. Debra Boykins to serve on the Disability Services Board. STREETLIGHT INSTALLATION APPROVALS Approved Streetlight installations for Grindell Creek Park Subdivision, in the vicinity of 5020 Oriole Avenue; Entrance to the Camelot Forest Subdivision, intersection of Kingsland Road and Sherwood Forest; Newberry Towne Subdivision, intersection of Newington Drive and Holyoke Court.
