Wharff, Midlothian District representative, to the Chesterfield Community Services Board, with a term effective immediately through December 31, 2016. Summary of Information: The Chesterfield Community Services Board is designated as an Administrative/ Policy Board responsible for the provision of public mental health, intellectual disabilities and substance abuse services. Mr. Joseph Wharf f has specific expertise and experience that will be beneficial to the Board should the Board of Supervisors so choose to appoint him. Mr. Gecker concurs with this appointment. Subiect: Streetlight Cost Approval County Administrator's Comments: County Administrator: Board Action Requested: This item requests Board approval of a streetlight installation in the Bermuda District. Summary of Information: Requests for streetlights, from individual citizens or civic groups, are received in the Department of Environmental Engineering. Staff requests cost quotations from Dominion Virginia Power for each request received. When the quotations are received, staff re-examines each request and presents them at the next available regular meeting of the Board of Supervisors for consideration. Staff provides the Board with an evaluation of each request based on the following criteria: 1. Streetlights should be located at intersections and 2. A petition is required which must be signed by 750 of the residents within 200 feet of the proposed light and shall include a majority of the homeowners living at the proposed locations. A denial of a project will result in its cancellation and the District Improvement Fund will be charged the design cost shown; staff will notify the requestor of the denial. Subiect: Resolution Recognizing Mr. John Appelman on the Occasion of His 100th Birthday County Administrator's Comments: County Administrator: Mr. Holland requests that the Board of Supervisors adopt the attached resolution recognizing Mr. John Appelman on the occasion of his 100th birthday. Summary of Information: Mr. John Appelman celebrated his 100th birthday on March 4, 2014. Mr. Appelman's family has owned and operated a farm in the Dale Magisterial District since 1914. Except for a period of military service during World War II, Mr. Appelman has lived on and operated the farm,- which is still in existence today. JOHN APPELMAN ON HIS 100TH BIRTHDAY WHEREAS, Mr. John Appelman was horn on March 4, 1914; and WHEREAS, Mr. Appelman is one of seven children born to German parents who moved to a farm in Chesterfield County in January 1914; and WHEREAS, over many years, the family raised grains, tobacco, vegetables, livestock and chickens on the farm; and WHEREAS, Mr. Appelman attended Elkhardt School as a youngster and graduated from Manchester High School; and WHEREAS, Mr. Appelman joined the U.S. Army and served during World War II, sustaining injuries for which he was awarded the Purple Heart; and WHEREAS, after his return from the war in 1945, Mr. Appelman returned to the farm, working hard to meet the demands of farm life; and WHEREAS, in 1952, an older brother passed away, leaving John, who never married, with the primary responsibility of the farm; and WHEREAS, Mr. Appleman is the owner of that same family farm, located in the Dale Magisterial District, today; and WHEREAS, Mr. Appelman has one surviving sister, Ms. Frances Shine, 94, of Portsmouth, Virginia; and WHEREAS, he also has eight nieces and nephews; and WHEREAS, in his later years, Mr. Appelman gradually scaled back his farming, but still was known for growing some of the best vegetables in the county, which he freely shared with many neighbors and friends; and WHEREAS, Mr. Appelman has been a proud and loyal member of several organizations, and has been particularly active with the Young -At -Heart Seniors at Belmont United Methodist Church; and WHEREAS, Mr. Appelman is a venerable and respected member of the community; and WHEREAS, he is a patriotic American who faithfully served his country in time of war; and WHEREAS, Mr. Appelman's 100th birthday, on March 4, 2014, is an appropriate time to recognize a lifetime marked by patriotism and an unsurpassed work ethic. LAFFOON UPON HIS RETIREMENT WHEREAS, Auxiliary Lieutenant George Mike Laffoon retired from the Chesterfield County Police Department Auxiliary on March 28, 2014, after providing more than 24 years of quality volunteer service to the citizens of Chesterfield County; and WHEREAS, Auxiliary Lieutenant Laffoon has faithfully served the Police Department in the capacity of Auxiliary Training Sergeant, Assistant Squad Leader, Squad Leader, Training Lieutenant, and Unit Commander; and WHEREAS, Auxiliary Lieutenant Laffoon was selected as Special Police Officer of the Year for 1991 and Auxiliary Officer of the Year for 2007; and WHEREAS, Auxiliary Lieutenant Laffoon was instrumental in the restructuring of the Auxiliary Police Unit into the Department Platoon system; and WHEREAS, Auxiliary Lieutenant Laffoon developed and instituted a mentoring program within the Auxiliary Unit; and WHEREAS, Auxiliary Lieutenant Laffoon was awarded the Life Saving Award for assisting in restraining a subject while fellow officers removed a loaded weapon from the subject's hand, in a residence filled with propane gas; and WHEREAS, Auxiliary Lieutenant Laffoon has provided more than 18,000 volunteer hours during his tenure; and WHEREAS, Auxiliary Lieutenant Laffoon's leadership has been instrumental for viable training for the Auxiliary Police Unit, to include large scale crowd control and mass arrest exercises with the Special Response Unit; and WHERAS, Chesterfield County and the Board of Supervisors will miss Auxiliary Lieutenant George M. Laffoon's diligent service. NOW, THEREFORE, BE IT RESOLVED, that the Chesterfield County Board of Supervisors recognizes Auxiliary Lieutenant George M. Subiect: Approval of a Memorandum of Understanding for Radio Interoperability Between Chesterfield County and the City of Petersburg County Administrator's Comments: County Administrator: Board Action Requested: Approve the attached Memorandum of Understanding for radio interoperability between Chesterfield County and the City of Petersburg and authorize the Chief of Police to execute the Memorandum of Understanding on behalf of the County. Summary of Information: The chief law enforcement officials of Chesterfield County and the City of Petersburg have identified the need for enhanced sharing of interoperable regional radio channels, for mutual aid incidents and joint operations. The proposed memoranda of understanding with the City of Petersburg will build upon already existing agreements with this jurisdiction, through the sharing of regional 800 mhz radio channels. The memorandum also ensures that Petersburg and not the county will bear the cost of providing this radio service. This regional effort will have a positive impact on public safety by improving communications between field units and, therefore, improve the delivery of services to our citizens. Between The County of Chetterfleld, Capital Region Communications Steering Committee And The City of Petersburg Sharing of Regional Radio Talkgroups and System Key In an effort to enhance Inter -agency communications interoperability during cross -jurisdictional mutual aid incidents, the County of Chesterfield, with consent from the Capital Region Communications Steering Committee, agree to share the below listed Capital Region talkgroups and the system key with the City of Petersburg. This Agreement for the establishment of sharing the Capital Region system k _y and region wide talkgroups is made and entered into this day of _,YY .*,4 The County of Chesterfield and City of Petersburg, therefore, agree as follows: A. The County of Chesterfield (at no cost to it): I Shall provide the City of Petersburg with access to certain shared Capital Region talkgroups, for the purpose of communicating with Chesterfield County field providers and dispatchers. These regional talkgroups would also allow Petersburg to communicate directly with other Capital Region agencies during multHutisdictional mutual aid incidents. 2. Will allow the following Capital Region radio talkgroups to be. programmed into Petersburg radios: a. Region Wide Law Enforcement 1-3 (RWLEI-3) b. Region Wide Public Safety'1-5 (RWPS 1-5) c. Region Wide (RW 1-6) d. Region Wide Fire (RWF 1-5) 3. Will act as the sponsoring jurisdiction as defined in the Capital Region Communications Steering Committee Radio Programming. & System Key Exchange Policy (SM -05). 4. Agrees to protect and secure Petersburg's system key from unauthorized utilization or distribution and comply with the Capital Region Communications Steering Committee Radio Programming & System Key Exchange Policy (SM -05). 01 01 0 1) ra B. The City of Petersburg: In consultation with the Chesterfield CRCSC voting member, will be responsible far coordinating, in writing, the re -programming of the radios should they need to be altered or changed for operational reasons. Petersburg will be responsible for any associated cost for their radios should it become necessary. The CRCSC voting member will be responsible for coordinating any programming changes that have regional implications, through the voting members of the CRCSC. 2. Will only allow law enforcement access to the radios which have been programmed with the described Capital Region law enforcement talkgroups. 3. Agrees to protect and secure the Capital Region system key from unauthorized utilization or distribution and comply with the Capital Region Communications Steering Committee Radio Programming & System Key Exchange Policy (SIM -05). C. Each agency will identify a main point of contact to resolve any technical or procedural questions, should the need arise. E. This Agreement shall remain in effect until terminated by either party hereto. Notice of intent to withdraw from this Agreement by either party hereto shall be given at least sixty (60) days prior to said withdrawal and shall be given in writing to Chesterfield County or to the City of Petersburg and shall set forth the effective date of such termination. Because the bid was approximately 43 percent higher than the engineer's estimate, the project was re -advertised. Although the bid is approximately 29 percent higher than the engineer's estimate, it is $516,542 less than the first bid received on December 3, 2013. Recent construction bids in the county have exceeded the engineer's estimates, so a bid that is 29 percent higher than the engineer's estimate is not unexpected. The Route 360 project is a challenging project due to an aggressive construction schedule and work areas and work hours that are limited due to the high traffic volumes on Route 360. Summary of Information: On January 23, 2014, the Commission considered the attached amendments and on a vote of 4-0 (Mr. Gulley absent) recommended approval of the proposed amendments to the Subdivision Ordinance and indicated their support of the related amendments to the Utilities Ordinance. The amendments will implement the recommendations of the Comprehensive Plan relative to the use of public utilities for new developments. Details of the proposal can be found in the attachments. In summary, among other standards, the proposed ordinances will: • limit the extension of public utilities lines to a maximum of 3000 feet from existing trunk lines; • require all new subdivisions to connect to the public water system; • require all new subdivisions, excluding those located in the south central area, to connect to the public wastewater system; require all new non-residential development to connect to the public water and wastewater system in the more urbanized area of the county; and to the public water system in the south central area if the existing line is within 200 feet; provide for exceptions to each requirement under certain circumstances. Utility extensions. 1928.90322.5A I 16XIM] (a) For residential development, off-site extension of gM public water or publicgravily wastewater trunk line shall not exceed a distance of 3,000 feet from the nearest existing line as measured along the most reasonable extension route, as determined by the director of utilities. This limitation shall not preclude extension to accommodate a mixed use development having as its primarycomponent non-residential uses, as determined by the directors of planning and utilities. Attachment B —Proposed Ordinances (a)Li No person shall extend the utility system without the approval of the director. The director shall impose reasonable terms and conditions on all utility extensions. The developer or owner of the land that will be served by an extension shall pay the cost of the extension. However, the developer or owner may be eligible for refunds for a portion of the cost of the extension in accordance with this article. {b}Lc The director shall not approve any utility extension unless he determines that the extension is in the best interest of the utility system and the health, safety and welfare of county residents. (eUd No person shall extend utility lines until he has entered into a contract with the county to construct the extension. The form of the contract shall be approved by the director and by the county attorney. The extension contract shall require the developer to provide the county with a copy of a construction contract in a form that is approved by the director with an approved, licensed utility contractor and to convey all utility easements to the county that are necessary for the county to provide utility service to the property. The county shall approve the size, type, location and material of all utility mains; service lines, including corporation stops, meter yokes, fittings and service pipes; and other facilities. This ordinance would remove requirements relative to mandatory public utility connections from the Subdivision Ordinance.
