REQUEST: Renewal of manufactured home permit (Case 07SN0213) to permit a temporary
manufactured home in a Residential (R-7) District.
RECOMMENDATION
Recommend denial for the following reasons:
A. While a manufactured home has been located on the property since 1968 with the
requisite manufactured home permits there are no extenuating circumstances that
would warrant continued location of the manufactured home on the property.
B. The manufactured home is inconsistent with the traditional single-family
residential character of the surrounding area.
(NOTE: THE ORDINANCE LIMITS THE MAXIMUM PERIOD OF TIME FOR WHICH A
TEMPORARY MANUFACTURED HOME PERMIT MAY BE GRANTED TO SEVEN (7)
YEARS. SHOULD THE BOARD WISH TO APPROVE THIS REQUEST, SUCH APPROVAL
WOULD BE FOR SEVEN (7) YEARS UNLESS CONDITIONED FOR LESS TIlVIE.)
GENERAL INFORMATION
Location:
The request property is located on the west line of Meridian Avenue, northwest of Network
Street and is better known as 15812 Meridian Avenue. Tax ID 796-635-1818.

Public Water Svstem:
There is a six (6) inch public water line along Meridian Avenue. The existing single-
family dwelling is not connected to the public water system. The existing temporary
manufactured home is not connected to the public water system. Connection to the public
water system is recommended for the temporary manufacture home but is not required by
Code.
Public Wastewater Svstem:
There is an eight (8) inch sanitary sewer line along Meridian Avenue. The existing
single-family dwelling is connected to the public wastewater system. The existing
temporary manufactured home is not connected to the public wastewater system.
Connection to the public wastewater is recommended for the temporary manufactured
home but is not required by Code.
ENVIRONMENTAL ENGINEERING AND TRANSPORTATION
This request will have no impact on these facilities.
Fire Service:
The Chester Fire Station, Company Number 1, and Bensley-Bermuda Volunteer Rescue
Squad currently provide fire protection and emergency medical service (EMS). This
request will have a minimal impact on Fire and EMS.
LAND USE
Comprehensive Plan:
The Comprehensive Plan suggests the property is appropriate for Suburban Residential II
use (2.0 to 4.0 dwellings per acre).

Area Development Trends:
Area properties are occupied by single-family residential use within the Ivey Tract
Subdivision. It is anticipated single-family residential use will continue in the area, as
suggested by the Plan.
Use and Permit History:
A manufactured home has been located on the subject property since 1968. Approval for
the manufactured home was renewed multiple times between 1968 and 2002 with
conditions limiting occupancy of the manufactured home to the property owner's sister
(Agnes Comer), with the property owner occupying the existing single-family dwelling.
On December 13, 2006, the Board of Supervisors approved the most recent permit (Case
07SN0213) for a period of seven (7) years, expiring in 2013. This approval was subject to
a condition that required the applicant (James Queen) to own the manufactured home, but
did not require him to occupy the home. There was no condition that designated a
specific occupant, such as a family member.
Proposal:
The applicant is seeking renewal of this temporary manufactured home permit for an
additional seven (7) years. The applicant does not reside on the property and has
indicated that the manufactured home is being leased.
Should this request be approved, conditions should be imposed to prohibit any
permanent-type living space to be added to the manufactured home or for it to be placed
on a permanent foundation, and to require the manufactured home to be skirted.
CONCLUSION
The manufactured home is not in keeping with area development. While the initial permit served
a temporary need for the care of an immediate family member (the previous owner's sister),
there are no extenuating circumstances presented that would warrant continued location of the
manufactured home on the property. Given these considerations, denial of the request is
recommended.
However, should the Board wish to approve this request, imposition of the following conditions
would be appropriate:
CONDITIONS
1. The applicant shall be the owner of the manufactured home. (P)
2. No permanent-type living space may be added to the manufactured home. The
manufactured home shall be skirted but shall not be placed on a permanent
foundation. (P)

3. This manufactured home permit shall be granted for a period not to exceed one
(1) year from the date of approval (P)
