PROPOSED LAND USE: A computer-controlled, variable message, electronic sign, incorporated into a freestanding identification sign for a mini-storage warehouse use (Happy Boxes Rivers Bend) is proposed. STAFF RECOMMENDATION Recommend approval for the following reason: The proposed computer-controlled, variable message, electronic sign conforms to the adopted Electronic Message Center (EMC) Policy. Ю±ª·¼·²¹ ¿ Ú×ÎÍÌ ÝØÑ×ÝÛ ½±³³«²·¬§ ¬¸®±«¹¸ »¨½»´´»²½» ·² °«¾´·½ ­»®ª·½» CONDITION (STAFF/CPC)In addition to ordinance requirements, any computer-controlled, variable message, electronic sign shall conform to the following standards: a.Copy shall be limited to a maximum of three (3) lines and shall not move but may fade; b.The message or display shall be programmed to change no more than once every thirty (30) seconds; c.Sequential messaging shall be prohibited; d.Flashing and traveling messages shall be prohibited; e.Bijou lighting and animation effects shall be prohibited; f.The electronic message center shall be incorporated into an architecturally designed sign structure that is compatible and complimentary to the building it serves; and g.Brightness shall be limited so as not to exceed 0.3 foot candles above ambient light as measured using a foot candle meter at a distance of seventy-seven (77) feet.The sign shall have a photocell that automatically adjusts the brightness according to the ambient light conditions.(P) GENERAL INFORMATION Location: The request property is located on the north line of West Hundred Road, east of Ware Bottom Spring Roadand is better known as 1350 West Hundred Road. Tax ID 807-653- 4067. Existing Zoning: I-2 Size: 7.4acres Existing Land Use: Mini-storage warehouse î ïìÍÒðëêêóîðïìÖËÒîëóÞÑÍóÎÐÌ Adjacent Zoning and Land Use: Northand West–I-2; Industrial or vacant South –C-3, C-5 & I-2; Commercial, industrial or vacant East –A; Single-family residential or vacant UTILITIES;ENVIRONMENTAL; FIRE; COUNTY TRANSPORTATION; AND VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT) This request will have no impact on these facilities. LAND USE Comprehensive Plan: The Comprehensive Plansuggests the property is appropriate for Community Mixed use which would include an integrated mixture of concentrated commercial and higher density residential uses with public spaces.The majority ofuses within a Community Mixed use area should be a majority of commercial and office uses which would serve a community-wide trade area such as large grocery stores, department stores, home centers and other uses that provide goods and services that are purchased on a less frequent basis. Area Development Trends: The area is characterized by a mix of industrial and commercially zoned properties to the north, south and west which are occupied by commercial and industrial uses or are vacant. Properties to the east are zoned agriculturally and are occupied by single-family residential use or are vacant. Zoning History: On March 12, 2008the Board of Supervisors, upon a favorable recommendation from the Planning Commission, approved rezoning of the request property from Community Business (C-3) to General Industrial (I-2)(Case 08SN0173). Conditions of approval restricted the uses to a mini-storage facility and uses accessory to such facilities and addressed access and necessary road improvements. Development Standards: The applicant plans to incorporate an electronic message board into the existing project identification sign to identify the business.The proposed sign would comply with the size and height requirements of the ordinance which currently permit a freestandingsign 62.5 square feet in area (including changeable copy) and fifteen (15) feet in height. í ïìÍÒðëêêóîðïìÖËÒîëóÞÑÍóÎÐÌ The proposal would comply with the EMC Policy relative to lines of copy, timing of message changes with no sequential messaging, sign appearance, brightness and lack of flashing and traveling messages, bijou lighting and animation. The Policy requires a1,000 foot separation between EMCs. There are currently no EMCs within 1,000feetof the proposed EMC. CONCLUSION The proposed computer-controlled, variable message, electronic sign conforms to the adopted Electronic Message Center (EMC) Policy. Given these considerations, approvalof this request is recommended. CASE HISTORY Planning Commission Meeting (5/22/14): The applicant accepted the recommendation.There was no opposition present. On motion of Mr. Patton, seconded by Dr. Brown, the Commission recommended approval subject to the condition on page 2. AYES: Messrs. Wallin, Patton, Brown and Waller. ABSENT: Mr. Gulley.
