Egg]eston for a sewer easemen~i to serve the New Holiday Inn on Route ~10 and other adjacent areas, sub3ect to the Commonwealth ' s Attorney ' s approval. It is here noted that Mr. Apperson votes I~ay. On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that the Offer of $100.00 be authorized to be made to E. E. Elred, Jr. for Project 6511-63/52 and if said offer is not accepted that condemnation proceedings be instituted subject to the appr. oval of Mr. Dietsch after inspection. On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that the design of the Centralia lagoon be authorized, which lagoon would serve the Courthouse and environs. Mr. J. K. Timmons and Dr. Grandis come before the Board speaking for the installa- tion of a sewer line across the Reservoir to serve Meadowbrook West and possibly th area on the south side of Falling Creek. Upon consideration whereof, and on motio~ of Mr. Apperson, seconded by Mr. Martin, it is resolved that the Engineering Depart ment be authorized to install an 18" sewer line across the reservoir at an approxi- mate price of $49,000=00. On motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved that this Board approves the installation of a water line by Mr. Weisiger, the developer of Fallinc~ Creek Farms, provided said plat is put on record before houses are occupied on this road. On motion of Mr. Dietsch, seconded by Mr. Browning, it is resolved that this Board approves the request of Mr. John Harris to allow the crossing of Pocoshock Creek with a driveway according to plans dated February 10, 1969 and drawn by the County Engineering Department. On motion of Mr. Martin, seconded by Mr. Purdy, it is resolved that this Board authorizes the deepening of Jimmy Winters Creek to serve a portion of the Larus property on the north side of Rt. 147. Mr. Max Case states that the Larus Estate will pay for the work on this drainage area and will accomplish same according to approved specifications. Mr. John H. Ingram, the developer of the proposed apartments in the Bellwood Manor area comes before the Board citing certain drainage problems encountered On this tract. It is on motion of Mr. Purdy, seconded by Mr. Bro~ning, resolved that Mr. Ingram be requested to draw the plans and submit the plats to ~et easements, the County will acquire the easements provided Mr. Ingram performs the work within the easement according to an approved design. ion of Mr, Dietsch. seconded by Mr. Purdy, it is resolved that Mr. R. ~. ~ O'nle~°~e authorized to fill certain properties on Belt Boulevard, provided adequatel! slpace is left for Broad Rock Creek and to accomplish this work according to the ii specifications of the Engineering Department. On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that this Board[ authorizes the expenditure of $712.00 to raise the culvert across Germain S{ree% that the ditch between Lots 1 and 20, Block A, can be relocated. Mr. W. R. Davidson, Resident Engineer, of the Virginia Department of Highways, presents Mr. E. L. Covington who is to replace Mr. Fountleroy in his office. On motion of Mr. Browning, seconded by Mr. Purdy, it is resolved that this Board requests the Highway Department~ investigate the "Stop" signs at the intersection of Branders Bridge, Lakeview and Woodpecker Roads. It was generally agreed that the Highway Department would be requested to investi- gate the feasibility of making a 25-mph zone on BI;wood Lane and the residential areas around same. It was agreed that the Highway Department would be requested to study the necessit~ for additional lights at the intersection of Chippenham and Route 10 and Chippenha~ and Forest Hill Avenue. Mr. James Wadkins with Mr. C. Lynn Newcomb and Lt. John Simmons come before the Board requesting the County's approval of constructing a Health and Safety Researct and Training Center. It was agreed that this H.ighway Safety Committee would work with the Executive Secretary to seek a site acceptable for this project. Mr. Roy Ward comes before the Board seeking a Variance from the Subdivision Ordi- nance to build a dwelling on an unimproved street extending from Parker Lane, showl on Map 116-13, Parcel 8. It was generally agreed that this matter would be deferred for further investigation. on motion of Mr. Martin, seconded by Mr. Purdy, it is resolved that this Board grants a Variance to Mr. Jay Smith for the addition of an extra room to a trailer on the Genito Road, approximately 5.2 miles north of Route 360, provided this re- quest is approved by Supervisors Martin and Horner after inspection. On motion of Mr. Purdy, seconded by Mr. Apperson, it is resolved that work permits be granted to the C & P Telephone Company for underground installation in the Scottingham, Section "B", Esteridge, Section "B", Chester Townhouses and Lore Lynn H~ights, Section 2. At the request of Mr. James Condrey and the recommendation of the County's Auditor~i, it is on motion of Mr. Browning, seconded by Mr. Purdy, resolved that the sum of $1, 193.75 of uncollectible accounts in the Ettrick Sanitary District be written o~ of the current books. It is here noted that some of these accounts are approximately 30 years old. 68-80 At the request of Mr. James Hubbard, representing the A. S. Gresham Estate, it is on motion of Mr. Dietsch, seconded by Mr, Martin, resolved that Zoning Case 68-80 be and it hereby is deferred until March 12, 1969. 68-88 Mr. Lewis Martin, Atty., representing Mary S. Stargardt requests the rezoning from Residential (R-i) to General Business (C-2) of a parcel of land of irregular shape fronting 1035 fe~t, more or less, on Buford Road, extending eastwardly to a depth of 600 feet, more or less, being 300 feet, more or less, north of the intersection of Buford Road and Midlothian Turnpike (Rte.60) and to grant a Use Permit for the construction of two high rise multi-family structures on a parcel of land of irre- gular shape fronting 440 feet, more or less, on Buford Road, extending northeast- wardly to a depth of 990 feet, being 1335 feet north of the intersection of Buford Road and Midlothian Turnpike (Rte.60), in Midlothian Magisterial District. Refer to Sec. 18-16 (1) par. 37, and cites the history of this case and explains the pro- visions for traffic, parking and utilities. Mr. Stewart Powers, resident of Rock Creek Park, suggest that some buffer zones be provided on Buford Road and a buffer strip at the north end of the project. Mr. Martin states that he will put trees and landscape the area. Upon consideration whereof, and on motion of Mr. Martin, seconded by Mr. Purdy, it is resolved that the aforedescribed parcel of land be and it hereby is rezoned to General Business and a use permit for two high rise multi-family structures on the aforedescribed parcel of land provided the developer adheres in general to the plat presented with the final layout, landscaping and plans subject to the approval of the Planning Director. 69-1CS Mr. Warren Chapman, representing Mr. James A. Dorton, comes before the Board re- questing the rezoning from Agricultural and Residential-2 to Local Business (C-l) of a parcel of land of irregular shape fronting 80 feet, more or less on Warwick Road extending westwardly to a depth of 595 feet, more or less, being 115 feet, more or less, north of the intersection of Warwick Road and Broad Rock Road, in Manchester Magisterial District.' Refer to Sec. 30-11 lots 27, 28 and 29-1. There appearing no opposition to this request, it is on motion of Mr. Dietsch, seconded by Mr. Martin, resolved that the aforedescribed parcel of land be and it hereby is zoned to Local Business with the site layout, landscaping and plans sub- ject to the approval of the Planning Director with adequate screening to be provid~i ed if deemed necessary. 69-2CS Mr. Leslie Saunders, Attorney, representing Mrs. Virginia Pearce Bell, comes befor( the Board requesting the rezoning from Residentiai-2 to Local Business (C-l) of a of land of irregular shape fronting 300 feet, more or less, on the south tit of Rte. 10, 400 feet,more or less, on the west line of Winfree Street and 330 feet more or less, on the north line of Dodomeade Street, being situated on the easternii portion of said block in Bermuda Magisterial District in Bermuda Magisterial Dis- trict. Refer to Sec. 115-7 (2) Blk. Q2~ lots 412, 413, 414 and 413B. The Executive Secretary reads two letters, one for and one against the rezoning. Mr. Saunders states that the proposed use of this land would be for the constructi~ and operation of a Colonial Grocery Store and cites the need for such a facility and states that the traffic would not be substantially increased. Mrs. J. G. Truman presents a petition of 52 names against the rezoning request and Mrs. Lofton Alley, President of the P.T.A. presents a petition of 58 names againstll the request and states that the area should be better planned. Mr. M. T. Dubus, a member of the County Planning Commission, presents a letter stating that the area is being studied by a number of people in the area who will plan more completely the entire area. Mrs. L. E. Armstrong, states that approximately 3,000 students will use Route 10 next year and wants a moratorium on zoning in this area. Mr. Ed Ryan states that he would like to see the land rezoned and further that he owns the land next to this, that the requested rezoning is the fourth piece of the ~; Lindsey Tract to be zoned for business. This is a business opportunity and the are~ needs a National Chain Store. Mr. p~rdy reads~the legal description of zoning and states that this is contrary roi! the zoning definition. Mr. Dietsch states that he is not in favor of strip zoning and this zoning can grow down some of the adjacent streets.
