Mr. Jerry Roberts, representing the Estate of A. S. Gresham, comes before the Board
requesting the rezoning from Agricultural to General Business (C-2) of a parcel of
land of irregular shape fronting 4600 feet, more or less, on Chippenham Parkway and
extending eastwardly to a depth of 2850 feet, more or less, being situated on the
Southeast corner of Chippenham Parkway and Midlothian Turnpike (Rte. 60) in Manches
ter Magisterial District. Refer to Sec. 19-14, 15, 29-2, 3, & 6. Mr. Roberts
points out that Mrs. Gresham is willing to guarantee that the property shown as Re-
sidential will be used f~ such purpose and that which is indicated for C-1 will be
restricted to certain usest and presents a letter to guarantee that any sale of the
~[~nO~r~U~dqu~~ sale will include deed restrictions so indicated.

tion, speaks of the idea of deed restriction, citing the fact that same may not be
legally enforceable.
Mr. Dietsch expresses concern on the necessity of restricting the use of certain
phases of this zoning.
Mr. Roberts indicates that the land should be zoned, providing a deed restriction
is recorded.
Upon consideration whereof and on motion of Mr. Dietsch, seconded by Mr. Martin, it
is resolved that the approximate 87.4-acres as shown on a map drawn by J. K. Timmon
dated March 13, 1968, and indicated for General ~usiness C-2, be, and it hereby is
rezoned for C-2 purposest provided that the final site layout, landscaping and plan
be approved by the Planning Director and Provided further that proper drainage is
effected.
On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that the area

Timmons, dated March 13, 1968, as C-1 in the amount of 24.4 acres; R-2 in the amoun

Mr. E. W. Wade, III, comes before the Board requesting rezoning, which was deferred
from May 14, 1969, meeting, from Agricultural (A) to General Business (C-2) of a
parcel of land of irregular shape containing 1.111 acres fronting 142.68 feet on
Midlothian Turnpike (Rte. 60) extending northwardly to a depth of 312.22 feet, bein
450 feet, more or less,west of the intersection of Robious Road (Rte. 675) and Mid-
lothian Turnpike (Rte. 60) in Midlothian Magisterial District. Refer to Sec. 17-12
(1) par. 1. He states that there has been no change in the request of this zoning.
Mr. Martin states that he has discussed the zoning with people in the area.
Upon consideration whereof, and on motion of Mr. Martin, seconded by Mr. Dietsch,
it is resolved that the aforedescribed parcel of land be and it hereby is re=oned
for C-2 purposes, with the condition that the Planning Director approves the site
layout, plans and landscaping.

The request of Mrs. Maude T. Bernhardt for the rezoning from Residential (R-i) to
Commercial (C-i) of a parcel of land of irregular shape fronting 250.90 feet on
McRae Road extending eastwardly to a depth ~f'179~21 feet, being located on the
northeast corner of McRae Road and Forest Hill Avenue and better known as 2719 &
2735 McRae Road in Midlothian Magisterial District. Refer to Sec. 10-2 (1) parcels
9 & 10, which request was deferred from May 14, 1969 to this date and there appear-
ing no one to propose or oppose this zoning request, it is on motion of Mr. Martin,
seconded by Mr. Browning, resolved that this request be deferred to July 9, 1969.

The request of Mr. Lewis A. Brugh has been withdrawn.
69-37CS
Mr. W. H. Bishop comes before the Board requesting the rezoning from Residential
(R-2) to General Business (C-2) of a parcel of land of rectangular shape fronting
120 feet on Everglade Drive, and extending northwest to a depth of 160 feet, more
or less, being located 180 feet, more or less, at the intereection of Everglades
Drive and Arcadia Street, in Manchester Magisterial District. Refer to Sec. 19-10
(2) lots 117 and 118. Mr. Bishop states that he has two lots on which he wishes to
build an electric shop and office.
Mr. Mueller states that he does not want this spot zoning, that the entire subdivi-
sion should be zoned business or not at all.
Mr. Fred Bray, Attorney, representing Mr. Bishop states that his client cannot
apply for the zoning of other than his own property.
On motion of Mr. Dietsch, seconded by Mr. Browning, it is resolved that the afore-
described parcel of land be and it hereby is rezoned for C-2 purposes.
Upon further consideration of this matter, ~nd on motion of Mr. Dietsch, seconded
by Mr. P~rdy, it is resolved that in the event the Planning Commission recommends
the rezoning of the Cloverdale Subdivision area, that the Planning Director be
authorized to advertise the zoning for a public hearing as recommended by the Plann!
Commission.

Mr. Charles Beddow, representing the Bank of Chesterfield comes before the Board re.
questing the rezoning from Residential (R-2) to General Business (C-2) of a parcel
of land containing 1.914 acres fronting 162.27 feet on West Hundred Road (Rte. 10)
extending northwestwardly to a depth of 512.78 feet, being located 300 feet, more
or less,'northeast 'of the intersection of West Hundred Road and Lee Street in Bermu.

There appearing no opposition to this request and the Planning Commission having re.
commended approval of same, it is on motion of Mr. Purdy, seconded by Mr. Apperson,

The request of Mr. William P. Schaffer in Dale Magisterial District, for the rezon-
lng from Agricultural (A) to Residential (R-2) of a parcel of land of irregular
shape fronting 1848.53 ft. on South Courthouse Road extending southwardly to adept]
of 1250 feet, more or less, being located 7900 feet,"more'or.less~-west of the intel-
sectinn of South Courthouse Road and Nash's Road (Rte. 636)~ Refer to Sec. 94 par.
13-1 & 13-2. This request having been advertised for hearing on this date and ther~
appearing no one to propose or oppose this request, it is on motioa of Mr. Apperson
seconded by Mr. Browning, resolved that this request be deferred until July 9, 1969.

Mr. Weinstein of Weinstein Associates, comes before the Board requesting the rezon-
ing frOm Agricultural (A) to Residential (R-2) of a parcel of land of irregular
shape containing 14.25 acres fronting 80 feet on Warwick Road extending northwerdly
to a depth of 1261.97 feet, being located 1020 feet, more or less, est of the inter.
section of Warwick Road and Queen Anne Drive in Manchester Magisterial District.
Refer to Sec. 20-13 (1) part of par. 4.
There appearing no one in opposition to this request and the Planning Commission
having recommended same, it is on motion of Mre Dietsch, Seconded by Mr. Purdy, re-
solved that the aforedescribed parcel of land be and it hereby is rezoned for R-2
purposes.
On motion of Mr. Dietsch, seconded by Mr. Browning, the following resolution is
adopted:
WHEREAS, Julian E. Savage and John S. Smart, Trustees, of Brighton Green Land
Corporation.Profit Sharing Plan, are the owners of all real estate fronting on the
eastern and western lines of a section of Long View Drive, between Club Lane and a
line across Long View Drive extended from the northeastern corner of Lot 114, Fair-
way Subdivision (Western line of Long View Drive) to the eastern line of Long View
Drive in Chesterfield County, Virginia, as shown on a plat by J. K. Timmons & Assoc:-
ares, Civil Engineers and Surveyors, dated March 14, 1969, and filed herein; and
WHEREAS, said Trustees have petioned this Board to abandon the aforedescribed
section of Long View Drive, deem said section no longer necessary for the public
use and authorize the conveyance by the County of C~esterfield of the section sough~
to be abandoned to the Petitioners in exchange for the conveyance by the Petitioner~
to the County of a new section of Long View Drive between Club Lane and the afore-
described line across Long View Drive, all of which is shown by broken line on a
plat by J. K. Timmons & Associates Civil Engineers, dated March 13, 1969 and file(

WHEREAS, the County of Chesterfield acquired the fee simple ownership of the
section of Long View Drive sought to be abandoned, by deed from Constance Heath Gte.
gory, widow of George C. Gregory, dated December 12, 1958, and recorded in the
Clerk's577, pageOffice234; and°f the Circuit Court of Chesterfield County, Virginia, in Deed Book !t
WHEREAS, Constance Heath Gregory acquired her interest in the aforedescribed
section of Long View Drive under the will of her husband, George C. Gregory, who
died August 25, 1956, said will being dated December 2, 1938, and probated Septembe:
4, 1956, in the Clerk's Office of the Circuit Court of Chesterfield County, Virgini~
in Will Book 53, page 410; and '
WHEREAS, the section of road sought to be abandoned is not part of the Virginia
State Highway System or Secondary System; and
W~EREAS, notice has been given pursuant to Sect. 33-76.15 Code of Virginia
(1950 as amended); and
WHEREAS, no public necessity exists for the continuance of the section of Long
View Drive sought to be abandoned; and
WHEREAS, the proposed abandonment and conveyance will not interfere with any
rights of any other parties;
NOW, THEREFORE, WITNESSETH: That the Board of Supervisors of Chesterfield Count',
Virginia, does hereby approve the abandonment of the existing section of Long View
Drive as shown on said plat filed herein, and hereby declare and deem said section
abandoned and no longer necessary for the public use.
Further, ~hat the County of Chesterfield is hereby authorized to convey to the

Petitioners, Julian E. Savage, and John S. Smart, Trustees of Brighton Green Land
Corporation Profit Sharing Plan, the section of Long View Drive abandoned herebY, i
exchange for-a conveyance to the County of Chesterfield the new section of Long
Drive as shown on the aforesaid plat.
There was presented a letter from Mr. W.
quested on Route 10 in front of the Richmond Plastics Company, which letter is file~
with the papers of this Board.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Glenway Court and Blandy Avenue, in
Westover Terrace Apartments, in Manchester Magisterial District, which shows that
in the opinion of the County Road Engineer it is expedient that said roads be esta-
blished as public roads.
Upon consideration whereof, and On motion of Mr. Dietsch, it is resolved that Glen-
way Court and Blandy Avenue, in Westover Terrace Apartments, Manchester District
be and they hereby are established as public roads. '
And be it further resolved, that the Virginia Department of Highways be and it here

George Hamlet Subdivision, the name of Upshire Drive be changed to Wickow Lane.
On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that this Board
grants a permit to install a private sanitary sewer in a County easement to serve
McGuire Manor, Section "D".
On motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved that the Common-
wealth's Attorney prepare in conjunction with the Health Department officials an
Ordinance to govern the installation of wells in the County.

quest the Treasurer of the County to give to the Collector of Delinquent Personal
Property taxes the delinquent Personal Property accounts for the year 1967.
WHEREAS, for many decades localities have enjoyed the right to sell bonds fo~
governmental purposes and that such bonds have been exempt from all taxes, and
WHEREAS, we understand that proposed Federal tax reform legislation is being
considered to close certain "loopholes" or to bring about a greater measure of
equity among taxpayers, which legislation involves abolishing or curtailing the tax
exempt status of municipal bonds, and
WHEREAS, if this tax exempt status is removed, localities will have to pay
higher interests rates thereby increasing the cost of an already oppressive tax
burden for local government.
Now, Therefore, Be It Resolved, by the Board of Supervisors of Chesterfield
County that this Board publicly expresses its opposition to any measure which would
result in the loss or curtailment of the tax exempt status on State or local bonds
and that copies of this resolution be sent to o~r Representatives in the Congress.
On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that a petition
against the use of the Meadowbrook Shopping Center for carnivals be and it hereby
is received.
On motion of Mr. Purdy, seconded by Mr. Apperson, it is resolved that the following
recommendations of the Fire Committee be and they hereby are approved:
To change the plan for paid firemen from two companies to three
companies and to furnish a minimu~umber of two men to each Company
on a 24-hour per day basis.
