Mr. Painter cites certain prOblems in getting easements in the Bon Air area for the
installation of sewers. No action was taken at this time on this matter.
On motion of Mr. Martin, seconded by Mr. Dietsch, it is resolved that the following
water contracts be and they hereby are approved:
RA-654 Corer Road $1,610.00
C-485E Falling Creek Farms 400.00
C-622A Forest. Acres, Sec. B 1,381.00

On motion of Mr. Martin, seconded by Mr. Browning, it is resolved that contract
6511-69 for the installation of sewers in Pocoshock Creek, Subdivision of Scotting-
ham, be and it hereby is approved.
On motion of Mr. Browning, seconded by Mr. Purdy, it is resolved that bids for the
enlarging of the Falling Creek Treatment Plant under contract 6511-68 be, and they
hereby are rejected.
On motion of Mr. Browning, seconded by Mr. Purdy, it is resolved that this Board
authorizes the release of claim for damages to the fence at the filter plant and
damages to the County boat in the total amount of $236.94.
On motion of Mr. Purdy, seconded by Mr. Browning, it is resolved that the following
permits for the installation of underground utilities be awarded to the
C & P Telephone Company - New law offices on Lori Road
Bermuda Country Estates and
South Chester Manor
Health Clinic - Chesterfield Court House
On motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved that since Mrs.
Nannie A. Strickland has refused an offer of $50.00 for a water easement and since
there is an emergency existing for the completion of this water line along the Cen-
tralia Road, that the Engineering Department be instructed to take the necessary
steps to condemn an easement across Mrs. Strickland's property.
On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that the County
Engineer be authorized to change the classification of two employees in the Water
Department.
On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that this County
authorizes the Commonwealth's Attorney to notify the Standardsville Construction
Company and its Surety Company that said construction company will be placed in de-
fault concerning certain agreements made in the installation of sewers in the Count
On motion of Mr. Browning, seconded by Mr. Purdy, it is resolved that the Purchasin
Agent be and he hereby is authorized to purchase one (1) Ditch-Witch Model R-60
trencher from the Ditch-Witch of Virginia Company for the low bid of $13,385.00,
less 5%.
Mr. Robert M. White', Attorney, representing Mr. Milton Pepper, owner of certain proP-
erty on the south side of Rt. 60, east of the German School Road, comes before the
Board citing the fact that the County had held up a building permit for the construC-
tion of several commercial buildings because his client, Mr. Pepper agreed to pay,
under protest, a share of the cost of improving the drainage along Reedy Creek and
states further that he does not belieVe that the County should hold up a building
permit to enforce compliance of such a drainage policy.
The Chairman pointed out that this was the rightful share of the cost of' the proje~
allocated 'to this property, in this case approximately $2500.00 and this amount
should be paid in cash before a building permit would be issued.
Mr. Charles Beddow comes before the Board seeking a Variance for Mr. Franklin D.
Taylor on Parcel 50-1 on Tax Map 74 and it was generally agreed that this matter
would be deferred until July 23, '1969. '

It was noted that the Primary budget of the State Highway Department had been appro
ed as tentatively submitted.
On motion of Mr. Purdy, seconded by Mr. Browning, it is resolved that the erroneous
tax claim for J. Walter Yarlett, in the amount of $25.16 be and it hereby is approv
ed for payment.
On motion of Mr. Purdy, seconded by Mr. Browning, it is resolved that the following
appropriations be and the same hereby are made for the months of July, August and
September, 1969, in the amount of $11,946,730.00 from the funds and for the func-
tions or purposes indicated:

On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that the Executive
Secretary be requested to notify all Department Heads that in the 1970-'71 budget
the salary increase for employees of the County will be based on merit rather than
an automatic increase due to a year's additional service.
On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that the Treasurer
of the County be and he hereby is requested to decrease the appropriation for 11-06
-Commissioner of the Revenue - $1787.00 and to decrease ll-120-Dog Tax - $5708.00.
And be it further resolved, that the following appropriations be increased accord-
ing to the planned budget:
11-040 Clerk of Circuit Court $2,500.00
11-150 Highway & Street Lighting 3,000.00
21-81 Welfare Administration 8,000.00
21-83 Public Assistance Welfare 15,000.00
On motion of Mr. Browning, seconded by Mr. Dietsch, it is resolved that this Board
appropriates the sum of $1250.00 for the payment of an additional Surety Bond for
the Treasurer, item 11-031-212.
On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that $16,000 be
appropriated to ll-061-220-Police Travel.
On motion of Mr. Dietsch, seconded by Mr. Browning, it is resolved that this Board
pay $168~30 to Mr. Morris Mason as indicated by the Court Order for his examination
of the Maynard R. Powell property in Centralia.
On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that a street ligh
be installed at the intersection of Sherman Road and Sherman Court.
And be it further resolved that the Street Light Committee view the end of Shady
Lane in Chester for the feasibility of installing a street light.
On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that at the request
of the School Board the sum of $84,000 is transferred from the General Fund to the
School budget, item 41-421-Instruction, and the Treasurer of the County is hereby
requested to make this transfer.
On motion of Mr.'Purdy; seconded by Mr. Martin, it is resolved that the sum of
$20,000 be transferred at ~he request of the School Board from the General Fund of
the County fo the School budget for the specific purpose of paying its bill for Dat
Processing, and the Treasurer of the County is hereby requested to make this transf

budgeted.
On motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved that the Treasurer
of the County be and he her'eby is requested to transfer $3000.00 from 41-411-Admini
tration to 41-600-Debt Service in the School budget.
On motion of Mr. Martin, seconded by Mr. Purdy, it is resolved that the Treasurer
of the County be~ and he hereby is requested to make the following transfers in the
School budget:
From 41-423 Other instructional costs to 41-421 Instr. $53,000.
From 41-472 Maintenance to 41-490 Fixed Charges 25,000.
From 41-472 Maintenance.to 41-471-Operation 36,000.
From 41-472 Maintenance to 41-451-Transportation 16,000.
From 41-472 Maintenance to 41-452-Cafeterias 10,000.
On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that the game claim
of Mr. I. D. Washburn be approved for payment in the amount of $12.00 for hens and
$15.00 for sheep, but not for the dead horse.
There was read a letter from the City Manager of the City of Petersburg thanking
the County for the help in sending Police assistance in a recent street disturbance

made report in writing upon his examination of Oxbridge Road, Dunraven Court, Ox-
bridge Circle, Dunraven Road and Whitehorse Road, in Mayfair Estates Subdivision,
Section "A", Dale Magisterial District, which shows that in the opinion of the
County Road Engineer it is expedient that said roads be established as public roads
Upon consideration whereof, and on motion of Mr. Apperson, it is resolved that Ox-
bridge Road, Dunraven Court, O~bridge Circle, Dunraven Road and Whitehorse Road, in
Mayfair Estates Subdivision, Section "A", Dale District, be and they hereby are
established as public roads.
And be it further resolved, that the Virginia Department of Highways be and it here
by is requested to take into the Secondary Road System, Oxbridge Road, from its
intersection with U.S. Rt. 360, southwardly .24 mi. to Dunraven Road, thence south-
westwardly .09 mi. to Oxbridge Circle, thence southwestwardly,13 mi. to Whitehorse
Road, thence southwestwardly .03 mi.~ Dunraven Court, from its intersection with
Oxbridge Road, northwestwardly .03 mi. to a cul-de-sac~ Oxbridge Circle, from its
intersection with Oxbridge Road, northwestwardly .03 mi. to a cul-de-sac~ Dunraven
Road, from its intersection with Oxbridge Road, westwardly and southwardly .22 mi.

made report in writing upon his examination of Silver Crest Road, Hemway Road and
Crossgate Road, in Lora Lynn Heights Subdivision, Sections "2" and "3", Bermuda
Magisterial District, which shows that in the opinion of the County Road Engineer
it is expedient that said roads be established as public roads.
Upon consideration whereof, and on motion of Mr. Purdy, it is resolved that Silver
Crest Road, Hemway Road and Crossgate Road, in Lora Lynn Heights Subdivision, Sec-
tions "2" and "3", Bermuda District, be and they hereby are established as public
roads.
And be it further resolved, that the Virginia Department of Highways be and it here
is requested to take into the Secondary Road System, Silver Crest Road, from the
northwestern end of maintenance on Rt. 1574, northwestwardly and southwestwardly
.11 mi. to Hemway Road, thence southwestwardly .05 mi. to Crossgate Road~ Hemway
Road, from its intersection with Silver Crest Road, southeastwardly .04 mi. to a
cul-de-sac~ Crossgate Road, from its intersection with Silver Crest Road, southeast
wardly .04 mi. to a cul-de-sac and from the same intersection, northwestwardly .08
mi. to a cul-de-sac. These roads serve 5 houses.
And be it further resolved, that the Board of Supervisors guarantees to the Virgin~
Department of Highways, 50-ft. rights of way for these roads. Plat for Section
is recorded in Plat Book 16, page 55 on June 28, 1968, plat for Section "3" is re-
corded in Plat Book 17, page 1 on January 13, 1969.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Edenberry Drive, Edenberry Court,
Blanchard Drive, Rexmoor Drive, Bollingbrook Drive, Farnham Drive and Bondurant
Drive, in Stonehenge Subdivision, Section "B", Midlothian Magisterial District,
which shows that in the opinion of the County Road Engineer itis expedient that cai
roads be established as public roads.
Upon consideration whereof, and on motion of Mr. Martin, it is resolved that Eden-
berry Drive, Edenberry Court, Blan~hard Drive, Rexmoor Drive, Bollingbrook Drive,
Farnham Drive and Bondurant Drive, in Stonehenge Subdivision, Sectbn "B", ~idlothia~
District, be and they hereby are established as public roads.
And be it further resolved, that the Virginia Department of Highways be and it here~

Tandem Court, Hackney Road, Hackney Court and Hackney Place, in Old Coach Hills Sub~'
d~ivision, Section "A", Dale Magisterial District, which shows that in th~ opinion
of the County Road Engineer it is expedient that said roads be established as pub-
lic roads.
Upon consideration whereof, and on motion of Mr. Apperson, it is resolved that
Jessup Road, Niles Road, Tandem Drive, Tandem Court, Hackney Road, Hackney Court
and Hackney Place, in Old Coach Hills Subdivision, Section "A", Dale District, be
