PROPOSED LAND USE: A second freestanding sign with an electronic message center (EMC) component is planned to identify Clover Hill High School. PLANNING COMMISSION RECOMMENDATION RECOMMEND APPROVAL SUBJECT TO THE CONDITION AND ACCEPTANCE OF THE PROFFERED CONDITION ON PAGE 2. STAFF RECOMMENDATION Recommend approval for the following reason: A. The second identification sign located where Kelly Green Drive intersects with Genito Road would improve campus identification and facilitate stLident and community information and access from the arterial. B. The proposed sign with the electronic message center component conforms to the adopted Electronic Message Center (EMC) Policy. CONDITIONS NOTED "STAFF/CPC" WERE AGREED UPON BY BOTH STAFF AND THE COMMISSION.) ~n~rnTTTnN (STAFF/CPC) With the approval of this request a second freestanding identification sign shall be pernutted to identify Clover Hill High School. Such sign shall comply with the Zoning Ordinance requirements for freestanding signs identifying public/semi-public uses. (P) PROFFERED CONDITION (STAFF/CPC) In addition to ordinance requirements, any computer-controlled, variable message, electronic sign shall conform to the following standards: a. Copy shall be limited to a maximum of three (3) lines and shall not move but may fade; b. The message or display shall be programmed to change no more than once every thirty (30) seconds; c. Sequential messaging shall be prohibited; d. Flashing and traveling messages shall be prohibited; e. Bijou lighting and animation effects shall be prohibited; £ The electronic message center shall be incorporated into an architecturally designed sign stricture that is compatible and complimentary to the building it serves; and g. Brightness shall be limited so as not to exceed 0.3 foot candles above ambient light as measured using a foot candle meter at a distance of seventy-seven (77) feet. The sign shall have a photocell that automatically adjusts the brightness according to the ambient light conditions. (P) GENERAL INFORMATION Location: The request property lies in the southeast corner of Kelly Green Drive and Genito Road. Tax ID 732-687-3969. 2 1 ~SN0~09-2014(. )CT22-B( )S-RPT Existing Zoning: A Size: 0.1 acre of a 64.2 acre tract E~• sting Land Use: Public high school (Clover Hill High School) Adj acent Zoning and Land Use: North - I-1 and C-3; Vacant South - A, R-TH and I-1; Public/semi-public (school); church and vacant East - A; Vacant West - I-1; Light Industrial or vacant UTILITIES; ENVIRONMENTAL; FIRE; COUNTY TRANSPORTATION; AND VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT) This request will have no impact on these facilities. LAND USE Comprehensive Plan: The Comprehensive Plan suggests the property is appropriate for Regional Mixed use. Area Development Trends: Properties to the north are zoned Light Industrial (I-1), Community Business (C-3) and Agricultural (A) and are vacant. Properties to the south are zoned Agricult~iral (A), Residential Townhome (R-TH) and Light Industrial (I-1) and are occupied by public/senu-public use (remainder of the Clover Hill High School campus), a church or are vacant. Properties to the west are zoned Light Industrial (I-1) and are occupied by industrial use or are vacant. Properties to the east are zoned Agricultural (A) and are vacant. It is anticipated that an integrated mixture of highly concentrated corporate office, commercial, light industrial and higher density residential uses will develop in the area, as suggested by the Plan. Zoning History: On August 17, 2004, the Planning Comnussion found a public high school facility on the request property to be substantially in accord with the Comprehensive Plan (Case 3 1 ~SN0~09-2014(. )CT22-BOS-RPT OSPDO101). The deternnation was made subject to conditions offered relative to development standards, access, road improvements and setbacks. The Board of Supervisors accepted the Commission's determination on August 25, 2004 On November 19, 2013, the Planning Comnussion found a wind energy system in conjunction with the school facility to be substantially in accord with the Comprehensive Plan (Case 14PD0120). The Board of Supervisors accepted the Commission's determination on November 20, 2013. Second Freestanding~n: A freestanding identification sign for the school is located at the intersection of Kelly Green Drive and Kelly Green Lane, the main entrance into the campus. This sign (approximately 32 square feet in area and eight (8) feet in height) complies with the ordinance standards for freestanding signs identifying schools fronting on roads less than four (4) lanes wide. To improve campus identification, foster communication with stLidents, fanulies and the larger community, and to facilitate school access from Genito Road, the applicants are requesting approval of a second freestanding identification sign with an electronic message center (EMC) component. The proposed sign would be located on the school campus at the southeast corner of Genito Road and Kelly Green Drive, as identified on the attached zoning map. Given that Genito Road is four (4) lanes wide, the Zoning Ordinance would pernut this second freestanding identification sign to have an area of 62.5 square feet (including changeable copy) and a maximum height of fifteen (15) feet. An elevation of the proposed sign is attached. The Clover Hill High School campus fronts on Genito Road (a major arterial) and Kelly Green Drive. While not designated as a collector road on the Thoroughfare Plan, Kelly Green Drive serves as a collector road by connecting two (2) major arterials (Genito and Old Hundred Roads). The Zoning Ordinance pernuts projects with frontage on both arterial and collector roads to have two (2) freestanding identification signs, one (1) sign on each road. Therefore, a second freestanding sign along Genito Road would be appropriate to improve identification of the school and facilitate student and community access and information from Genito Road while maintaining signage along Kelly Green Drive. Electronic Message Center (EMC: The proposal would comply with the EMC Policy relative to lines of copy, timing of message changes with no sequential messaging, sign appearance, brightness and lack of flashing and traveling messages, bijou lighting and animation. (Proffered Condition) The Policy requires a 1,000 foot separation between EMCs. There are currently no EMCs within 1,000 feet of the proposed EMC. 4 1 ~SN0~09-2014(. )CT22-BOS-RPT CONCLUSION The second freestanding identification sign proposed at the corner of Genito Road and Kelly Green Drive would improve identification of the school, facilitate access from Genito Road and allow communication with the wider community. Further, the proposed electronic message center component conforms to the adopted Electronic Message Center (EMC) Policy. Given these considerations, approval of this request is recommended. CASE HISTORY Planning Commission Meeting (9/16/14): The applicant's representative accepted the recommendation. There was no opposition present. Mr. Gulley noted that the proposed sign is attractive and has been needed for many years. On motion of Mr. Gulley, seconded by Dr. Wallin, the Commission recommended approval subject to the condition and acceptance of the proffered condition on page 2. AYES: Messrs. Wallin, Patton, Brown, Gulley and Waller.
