At a regular meeting of the Board of Supervisors of Chesterfield County, Virginia, held on January 12, 1972, in the Board Room at Chesterfield Court House, Virginia. RESOLUTION WHEREAS, the State Department of Welfare and Institution has promulgated a plan outlining its proposal for the "takeover" and "administration" of all locally administered welfare programs within the State for submission to the 1972 General Assembly; and WHEREAS, the Chesterfield County Department of Social Services has served, now serves and will continue to serve the citizens of the County of Chesterfield and the City of Colonial Heights effectively and efficiently with untiring diligence and devotion to the people unsurpassed, which service stands widely recognized and publicly acclaimed by the many ci~s and commendations awarded to it; and, WHEREAS, the Chesterfield County Department of Social Services continues to serve the State, and other jurisdictions, as a model agency among agencies; and, WHEREAS, the members of the Chesterfield County Board of Social Services are strongly opposed to state administration of its welfare programs; and, WHEREAS, the Board of Supervisors of Chesterfield County Virginia, deem it unwise, impractical and against the best intere; of the County of Chesterfield and the City of Colonial Heights md their citizens for the State to "takeover" and "administer" it~ Department of Social Services. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Chesterfield County, Virginia, be and they are hereby opposed to any state "takeover" and "administration" of it: Department of Social Services. Painter, County Engineer County of Chesterfield Chesterfield Courthouse Chesterfield, Virginia 23832 Enon Lagoon Project 6102-42A Dear Mr. Painter: In accordance with your letter of November 9, 1971, we have studied the alternatives available for increasing the capacity of the Enon Sewage Treatment Facilities from a population equivalent of 1,200 to 3,600. The present treatment facility is a single-cell conventional lagoon having a surface area of three acres. The original State ~ater Control Board Certifi- cate for this lagoon was issued on a loading of 400 persons per acre. On June 8, 1971, we sent to the State Health Department preliminary calcula- tions for converting this lagoon to an aerated type. On September 15, 1971, we received from the Health Department their comments on our proposal. They in effect rejected our proposal in that they will require daal units -2- (two separate lagoons), increasing the pond depth from four to eight feet, and they are critical of cold weather operation of aerated lagoons. The State Water Control Board has set a BOD removal efficiency of 8?% for this facility. To construct an additional pond requires that six or seven acres of land be obtained. Conceivably, the new pond would be constructed and all the flow would be diverted to that pond wbdle the old pond's depth is increased. To increase the depth of a pond as old as this one would be quite an undertaking as the bottom will be wet and muddy presenting problems in using earth moving equipment, There would also be the problem of disposing of waste material. The largest drawback to aerating the lagoons is the Health Department's position on cold weather operation. They have made a study of several aerated lagoons and have found that in the winter the ponds will partially freeze and treatment efficiency is materially decreased. With a State Water Control Board requirement of 87% BOD removal, it is doubtful that an efficiency .of that magni- tude can be maintained at all times. From our discussions with members of the staff of the Health Department it appears that aerated lagoons may be phased out because of cold weather operation requirements. Nevertheless, we investigated the possibility of dividing the existing lagoon in two sections in order to meet the requirement for dual units. This could be done utilizing a dividing ~.mll of sheet piling or asbestos-cement structural sheets attached to piles driven in the bottom of the pond. With minor changes in the configuration of the resulting two cells, the contents could be aerated utilizing brush type aerators rather than conventional spray aerators. The resulting facility would be two so-called oxidation ditches. This approach would not require deepening the pond, therefore,the present treatment could be maintained while the improvements are being made. We believe this would be the least expensiw means of increasing the capacity, however, it is doubtful that approval of the Health Department could be obtained because of the possibility of reduced efficiency during cold weather. Next, consideration was given to providing separate aeration facilities and using the existing pond in its present state as a second step in the treatment process. We proposed the construction of an aeration basin followed by the lagoon with an additional settling tank for the lagoon effluent. There are flow sheets using this method, however, the Health Department was of the opinion that even though the aeration tanks were designed on the extended aeration basis, which places the biological floc in the range of endogenous respiration, there would ultimately be sludge problems in the lagoon. O~r purpose in proposing this flow sheet was to eliminate separate sludge digestion and drying from the process. We believe the flow sheet has merit but it is doubtful that outright approval of the Health Department could be obtained. The remaining alternatives were to consider the construction of separate new treatment facilities and to use the existing lagoon in its present form as an effluent polishing pond. Present State Water Control Board policy is to allow a 3% BOD reduction for a polishing pond. The principal treatment facility when used with a pond need therefore have only an efficiency of 84%. It appears that the most satisfactory method of enlarging the facility is to construct two 1,800 population package treatment plants utilizing the con- tact stabilization method of treatment. The effluent from the contact stabili- zation plant would receive additional treatment in the existing lagoon. There is ample land available on the present County-owned property for the new plant and no additional land need be acquired. We propose that the new ~nits be of steel construction mounted on a concrete slab on grade. It is necessary to pump raw sewage regardless of the type of treatment if the existing lagoon is utilized. There are definite econo- mies to be gained utilizing steel construction. Consideration should also be given to employing screw pumps to lift the raw sewage to the treatment units rather than conventional sewage pumps. Screw pumps, by their nature,pump at a variable rate even though the screw turns at a constant speed. The amount of liquid pumDed by a screw pump is a variable depending on the depth of the liq~,id at the bottom of the screw. Screw pumps are ideal for low lift applications and require a minimum of maintenance. The plant as proposed would employ aerobic digestion of sludge. We suggest that no sludge drying beds be provided at this location, rather the sludge can be periodically hauled by tank truck to the Falling Creek Treatment Plant for de~tering and disposal. To co~ly with current requirements auxiliary power must be provided at the plant. A standby gasoline or diesel generator housed in a simple struc- ture would be adequate. -5- Only the most £ttudamental laboratory facilities would be included as major analytical tests would be run at the Falling Creek Plant. Facilities would be provided for making routine operating tests at this plant. We estimate the construction cost of the pumping station, plant con- raining duplicate 1,800 population units, standby power, etc. would be about $213,OOO. Allowing 20% for Engineering and Oontingencies, the project cost would be about $256,000. The above plant would be adequate for a population of 3,600. The use of above grade steel construction has the further advantage that the units could be salvsged and relocated after the Johnson Creek system is constructed eliminat- ing the need for a separate treatment facility at Enon. It is our conclusion that the most satisfactory solution for increas- ing the capacity of the Enon Treatment Plant is by the addition of duplicate 1,8OO population above grade steel contact stabilization package plants. Enclosed is all the correspondence, beginning with letter to American Oil Company, the owners, which they forwarded to me as I am under contract to buy the property, also my answer to Mr. Painter in which I gave my plans. Later I talked in person ~th Mr. Welchons and checked the plat to see how we could reach the sewer main from proposed building location. After talking with him a second time he said to write a formal letter with deposit, showing good faith. This I did, later receiving a letter from Mr. Painter stating no room for my sewer connection, and returning my check. I bought the land with the understanding sewer was available. I have tried to comply with Mr. Painter's letter to American 0il Company. I have requested rezoning, signed preliminary lease for restaurant, and now am await- ing final approval o£ loan for motel. This puts me in an embarrasing position, as well as a tremendous money set back, if I can't make sewer connections. I am willing to carry out pay- ment of sewer fees as required. Most programs are two years long and lead to an associate degree; other, shorter programs lead to certificates. Admission to the College is generally open to all who are high school graduates or are at least 18 years old, and who are able to benefit from a program of instruction; admission to a given pro~ram requires meeting qualifications necessary to success in that program. Located near Chester, 13 miles south of Richmond, the College has as its primary service area the cities of Colonial Heights, Hopewell, and Petersburg; the counties of Amelia, Charles City, Chesterfield, Dinwiddie, Prince George, Surry and Sussex; and that portion of Richmond lying south of the James River. There are no dormitories; all students commute. Classes are conducted during weekdays from 8:00 a.m, to 10:30 p.m. and on Saturday morning. History .... in early 1965, an application by cities and counties in the region for establishment of a technical college was approved. Facilities suitable for that limited purpose were designed for an estimated enrollment of the equivalent (i.e., F_ull T_ime ~quivalent, or "F.T.E.") of 600 full-time students. Construction was began in June, 1966, on land donated by Mr. Harold T. Goyne, Sr. Shortly thereafter, the purposes of the College were expanded by the General Assembly to include "transfer" and adult education programs, and what was to have been a technical college became a comprehensive community college. On October 2, 1967, John Tyler opened with 1231 (or an F.T.E. of about 900 students0 Full accreditation was achieved in 1969, the minimum possible time. F~ll 1971 saw 2015 students (an F4~.E. of about 1450) enrolled in 2~programs, of which 18 are occupational-techni,cal. Students... 98% are Virginia residents, and approximately 75% are from the primary service area; 2 of 3 are in occupational programs; 1 in 3 is female; 1 in 4 is a veteran; 1 in . 5 is black; ages range from the teens to the seventies, Focused on career goals, they want to .learn and are serious about it. Faculty.. .... the 80 teaching.faculty average 39 years of age; 2 of 3 are male; 1 in 10 is black. Those teaching ~raditional academic subjects average 8 years' teaching experience and hold masters or doctoral degrees; those teaching occupational-technical subjects average 8 years' experience in those occupations, plus 6 years' teaching experience, and over half hold masters or doctoral degrees. Free from research and' publication pressures, they like to teach and are good at it. Direction .... the College operates under broad direction of the Chancellor of the Virginia Community College System, within policies set by the State Board for Community Colleges, and with active guidance and support from the College's own Board, to which members are appointed by the cities and counties of its service area. Internally, the emphasis is shifting from promotion to management. Thus, major energies are now being directed toward increasing accountability and return on investment by improved use of facilities, greater and more direct contact with current and potential employers of graduates, development of more useful evaluative techniques with respect to faculty and programs, cooperative ventures with other colleges, and rigorous planning for the future. Facilities... built in 1966-67 to serve 600 F.T.E. students in a technical college, current facilities are inadequate for the 1450 F.T.E. students now enrolled in the diversified curricula of a comprehensive community college, and enrollment pressures continue. This fee will cover the use of rings, track, stables and electricity. Thirty-three per cent (33%) of the seventy-five ~ollars ($75.00) deposit will be refunded at the end of all scheduled events provided that all keys, locks and any other property of the County of Chesterfield have been returned to Mr. C'.G. Manuel, Director of General Services. Future use and total thi~rty-three percent (33%) refund will be contingent upon the satJs£actory cleaning of all facilities used including all restrooms and disposal of all waste from stables in a designated area.
