as are all adjacent properties. The request is for a use permit to allow
the applicant to operate a home beauty salon in the existing residence.
Planning Staff feels, that with proper restrictions, this requested opera-
tion will offer no detriment to the neighborhood. Therefore, approval, is
recommended~ sMb~ect to the followin~ conditions:
1) The operation be restricted to one chair only.
2) No signs be permitted.
3) No business is to be conducted after 9:00 P.M. nor
before 9:00 A.M.

This parcel is zoned Agricultural (A) as are all adjacent properties. A
residential structure, used as a church (Chippenham Church of Christ),
occupies the parcel. Single-family residential use typifies the immediate
neighborhood, while commercial activities have emerged to the south along
Rt. 360. This request is for a use permit to allow the operation of a
real estate office in the existing structure.
On March 10, 1971, the Board of Supervisors reviewed the following
request:
"Mr. Raymond W. Preston comes before the Board requesting a use
permit to operate and advertise an electric motor repair shop on a
parcel of land of rectangular shape fronting approximately lB0 feet
on Cozy Lane and extending northwardly to a depth of approximately
lB0 feet being located approximately ll00 feet northeastwardly of
the intersection of Cozy Lane and Tacony Drive and better known as
6600 Cozy Lane in Clover Hill Magisterial District. Refer to Tax
Map Sec. 29-15 (3), parcel
"Mr. Preston states that he wishes to operate an electric motor
rewinding service for other electric companies using handicapped
employees.
"The Rev. Paul Johnson states that his Church sold the property to
Mr. Preston.
"Mr. Willard McClain of Cozy Lane states that his property will be
devalued by a Use Permit.
"Upon consideration whereof, and on motion of Mr. Dietsch, seconded
by Mr. Martin, it is resolved that the request of Mr. Preston be
and it hereby is denied because there is not enough space for such
an operation."
This area (bounded by Cozy Lane to the north, Tocony Drive to the west,
Chippenham Pkwy. to the east, and Rt. 360 to the south) has been consider-
ed as having a high intensity commercial potential. However, it has also
been considered that piece meal zoning of each individual parcel would be
detrimental to the orderly development of this neighborhood. The reser-
vation of commercial zoning, until such time as a comprehensive develop-
ment plan is presented, would be proper at this important intersection.
The parcel in question lies on the periphery of this intersection. Pro-
per planning would indicate that peripheral development offers a transi-
tion between types and intensities of land use. Since this request is
for a specific use permit to operate a low intensity business (real
estate office), Planning Staff is of the opinion that it can be granted
allowing for the above noted considerations.
