ADDENDUM
The purpose of this addendum is to advise the Board of the Planning Commission’s
recommendation for this case, update the community meeting discussion, and provide a staff
note to Proffered Condition 4.c. in Attachment 1.
A staff note was added to Proffered Condition 4.c. in Attachment 1 to clarify that the applicant’s
proposal will include the design and construction of a “slick stick” monopole tower.

PROFFERED CONDITIONS
Note:
“STAFF/CPC” –Recommended by both staff and Planning Commission
1. The flagpole/tower shall be located as generally depicted on the plans
(STAFF/CPC)
and elevations prepared by Dewberry Engineers Inc., titled Verizon
Wireless: Chesdin Landing, 21801 Lake Chesdin Parkway and identified as
Attachments 2 and 3 in the “Request Analysis and Recommendation”. (P)
2. There shall be no signs permitted to identify this use. (P)

3. The base of the tower shall be enclosed by a minimum six (6) foot high
(STAFF/CPC)
fence designed to preclude trespassing. The fence shall be placed so as to
provide sufficient room between the fence and the lease boundary line to
accommodate evergreen plantings having an initial height and spacing to
provide screening of the base of the tower and accessory ground-
mounted equipment or structures from adjacent properties. A detailed
plan depicting this requirement shall be submitted to the Planning
Department for approval in conjunction with final site plan review. (P)
4. The color, design and lighting system for the tower shall be as follows:

a.The tower shall be gray or another neutral color, acceptable to
the Planning Department.
b.The tower shall not be lighted.
c.The tower shall be designed and erected as a stealth monopole
with internally mounted antennas. (P)
(NOTE: The tower will be designed and constructed as a “slick
stick” monopole, as depicted in the elevation drawing attached
with the staff report.)
5. Any building or mechanical equipment shall comply with the Zoning
(STAFF/CPC)
Ordinance relative to architectural treatment of building exteriors and
screening of mechanical equipment in O, C and I Districts. (P)
(NOTE: The Zoning Ordinance requires the screening of mechanical
equipment located on the building or ground from adjacent properties
and public rights of way. Screening would not be required for the tower.)
6. Prior to use of this telecommunications tower, the owner of the tower

shall obtain approval of the structural integrity by a registered

Where co-location or architectural incorporation is not feasible, in areas designated for
Residential Agricultural use, the Plansuggests:

natural features such as topography and streams be used to provide transition
between existing and future residential development
TOWER SITING POLICY
The Policy establishes guidelines for design, setbacks and security. Elements of the Policy are as
follows:
•Discourages sectored arrays in residential areas
•Limits size of satellite and microwave dish antennas
•Requires certification of structural integrity
•Requires setbacks from existing off-site dwellings, and public rights-of-way (not
withstanding Ordinance setback requirements)
