Chesterfield County Transportation Department Post Office Box 40 Chesterfield, Virginia 23832-0040 RE: I-95/Willis Road (Tranlin) Study Process Dear Barb, With the Governor's announcement of the Shandong Tranlin paper plant in the James River Industrial Center with an expected 2,000 jobs by 2020, VDOT offers our assistance to Chesterfield County in assessing the existing and future transportation needs which include this major economic development and in developing possible solutions. Attached for your review and approval is a draft table of the proposed study process with responsibilities and proposed schedule for each phase. As you can see, our approach is similar to the approach used in traffic impact analyses. We will also meet with you and provide our findings at each key step of these phases. Please note that since our regular count program for 2015 is underway in Chesterfield County, we will provide you our suggestions about the study area and count locations for your review and concurrence. We hope to get that to you later this week so that we can be sure the counts are done this spring. Also, please note that while the first two phases are underway (i,e.,.by the end of the summer), we ask that you work with your economic development staff and the paper plant officials to identify the shift times, staffing at each shift, and number of trucks by shift. This step is critical in being able to properly identify the needs and develop the short-term and long-term solutions. David Rigler, Chief Judge, Chesterfield Juvenile and Domestic Relations District Court, has requested that the Board adopt the attached resolution recognizing Ms. Tracey L. Adams for her Service as Interim Clerk of the Juvenile and Domestic Relations District Court. Summary of Information: Ms. Tracey L. Adams provided exceptional service during her tenure as Interim Clerk of the Chesterfield Juvenile and Domestic Relations District Court Preparer: The Honorable J. ADAMS FOR HER OUTSTANDING SERVICE AS INTERIM CLERK OF THE CHESTERFIELD JUVENILE AND DOMESTIC RELATIONS DISTRICT COURT WHEREAS, Ms. Tracey L. Adams was appointed Interim Clerk of the Chesterfield Juvenile and Domestic Relations District Court on November 15, 2014; and WHEREAS, within 60 days of her appointment the court saw dramatic change in its composition and size, adding an additional judge and having two new judges elected to replace those elected to the Circuit Court; and WHEREAS, the expansion of the court required that a new system of docketing cases be developed, and Ms. Adams was required to coordinate with as many as 20 county and state agencies in developing the new system to ensure that each agency's representatives were available at the times being set aside for the management of their cases, and each change to the docket necessitated a change be made elsewhere; and WHEREAS, the court's docketing system had not been reconfigured since 1997, when the project required many people and many months to be accomplished; and WHEREAS, in 2014 the new system was developed and implemented with the vast majority of the work being shouldered by Ms. Adams and completed in a two-week span; and WHEREAS, the rescheduling of cases had to be done when the computer system was not being used by others, and much of the work was done by Ms. Adams during the evenings and weekends, including Christmas Eve; and WHEREAS, the court began conducting business with six judges on January 5, 2015, without disruption or difficulty; and WHEREAS, along with the multitude of additional responsibilities, Ms. Adams continued to manage the day-to-day operation of the clerk's office. NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board of Supervisors, this 11th day of February 2015, publicly recognizes the outstanding contributions of Ms. Tracey L. "Phil" Miller began his service with Chesterfield County in the Department of Environmental Engineering, Drainage Division, as a maintenance worker on November 5, 1984; and WHEREAS, Mr. Miller was a member of the team responsible for keeping county roads and facilities open and operational during Hurricane Isabel in 2003, working long hours until the infrastructure was functional again; and WHEREAS, Mr. Miller played a significant role in the county's efforts to restore infrastructure damaged or destroyed by Tropical Storm Gaston in 2004; and WHEREAS, Mr. Miller was a member of the county's snow removal team, reporting to work under the worst possible conditions to ensure county roads and facilities remained accessible and functional during and after snow events; and WHEREAS, Mr. Miller was a member of the emergency road -clearing crew, ensuring that county roads remained passable during tornado and ice storm events; and WHEREAS, Mr. Miller has exhibited pride and quality in the work he has performed in the Drainage Division of the Environmental Engineering Department; and WHEREAS, Mr. Miller performed all of his duties with due diligence and dedication and has provided excellent customer service to the citizens of Chesterfield County, having received several certificates and recognitions for that service. Staff also recommends that the Board authorize the advertisement of the ordinance amendments as presented. 1. Tax Rates: The real estate tax rate to offset the changes in assessed value as prescribed by the Code of Virginia (excluding new construction) is $0.94 per $100 in assessed value. The Board must advertise a rate for each tax classification for the 2015 tax year. Advertisement of a specific rate leaves the Board the flexibility to adopt any rate up to, but not higher than the advertised rate. The existing tax rates are shown below. Therefore, public hearings are planned to be advertised for March 25, 2015 as follows: Tax Rates: 6:40 p.m. Proposed FY2016 Community Development Block Grant Program: 6:45 p.m. Proposed FY2016-FY2020 Capital Improvement Program: 6:50 p.m. Proposed FY2016 Financial Plan: 6:55 p.m. The other ordinance changes that are being considered as part of the County Administrator's FY2016 Proposed Budget include fees charged for the Utilities Department operations and Planning Department subdivision review fees. 1. Utilities Department Fees. The Utilities Department's analysis of the FY2016 budget, capital replacement and maintenance projects, and projections over the next ten years indicate that current revenues, without fee increases, will not be sufficient to cover operating expenses. As an enterprise fund fully supported by payments from users, fee increases are necessary to offset costs of capital projects for rehabilitation of pump stations, new and replacement water tanks, new water lines, investments in older neighborhoods to replace water and wastewater lines, the county's contractual share of Richmond water plant projects, as well as maintaining the integrity of the county's water and wastewater facilities. The additional revenues are required to meet the projected longer term operating and capital costs. This rate setting approach supports a financial plan to manage current and projected capital expenses. The changes in utility rates are discussed below. Utility User Fees. The proposed charges for a typical 5/8" residential size meter having an 18 CCF combined water and wastewater bi-monthly bill will increase by approximately $5.38 ($2.69 monthly). The increase is comprised of changes in the commodity and capacity charges for both water and wastewater. Customer charges remain unchanged. The water commodity charge is proposed to increase by $0.09 per one hundred cubic feet (CCF) and total CCF sales are projected to increase 1 percent. The water bi- monthly capacity charge is proposed to increase by $0.64 per equivalent residential unit (ERU). The wastewater commodity charge is proposed to increase by $0.08 per CCF, and total CCF sales are projected to increase '� CHESTERFIELD COUNTY BOARD OF SUPERVISORS Page 4 of 5 AGENDA Summary of Information (continued) less than 1 percent. The wastewater bi-monthly capacity charge is proposed to increase by $1.68 per equivalent residential unit (ERU). A net total increase of $4.1 million in revenues is anticipated from the change in the unit rate of the commodity and capacity charges ($2.4M in commodity charges and $1.7M in capacity charges). These increases are needed to cover the projected cost of providing water and wastewater utility services and funding capital replacement and revitalization projects. A typical bi-monthly bill will increase from $108.98 to $114.36. Even after the proposed rate increases (assuming a typical bill for combined services), the County's rates will still be significantly less than surrounding jurisdictions. Utility Water and Wastewater Connection Fees - The department's analysis of costs for expansion projects and projections over the next 15 years reflect the need to adjust the water and wastewater capital cost recovery charge portion of connection fees to cover capital costs. For a 5/8" residential size meter, the water capital cost recovery charge is proposed to increase from $5,100 to $5,200 (generating an additional $165,000) and the wastewater capital cost recovery charge is proposed to increase from $4,700 to $5,100 (generating an additional $540,000). The capital cost recovery charge fees for larger meters will increase proportionately based on meter size. Utility Service Line and Meter Installation Charges - The department's analysis of the materials, equipment, and operational costs associated with the installation of new service lines and meters indicates an increase is necessary to recover the costs. The charge for a %" service line installation will increase from $1,725 to $1,900 and the meter charge for a 5/8" meter will increase from $75 to $80. Charges for larger service lines and meters have also been increased accordingly based on associated material and equipment operational costs. Planning Department Subdivision Review Fees. The Subdivision Ordinance requires submission of an initial fee of $1,400 plus $70 per lot to cover the review cost of construction plans. This fee allows the initial plan submittal plus two revision submittals. Subsequent submittals are subject to a fee of $1,000 for a revised plan review. Periodically, required revisions to construction plans do not involve major issues and can be handled without the necessity for staff to devote substantial time to the review. In practice, where all co -reviewing departments agree that the revisions are minor and the impacts are minimal, such reviews are handled at a joint meeting between county staff and the subdivider so as to allow the project to move forward in a timely manner. Staff and the development community have agreed that the fee for such reviews should be less than that required for other revision submittals. Currently, an applicant pays $1,000 for this type of review, when it occurs with a fourth or subsequent review. Staff is proposing a fee of $350 for review of minor changes in construction plans that fit the description of a table review as defined in the subdivision ordinance (when such review occurs as the fourth or subsequent submittal of a construction plan). It is estimated that this change will result in a net loss in revenue of approximately $5,200 annually. Summary of Information: In August 2014, the Board approved the execution of a grant agreement with the Commonwealth of Virginia, Department of Mines, Minerals and Energy, Division of Mined Land Reclamation (DMME) for improvements supporting public education on historical mining operations in the County. This construction contract is for the second phase of the project which will improve pedestrian circulation and protect the park's historical mining features. The project consists of the relocation of the pathway entrance, widening and paving of existing paths, removal and replacement of an existing bridge, construction of a trestle bridge near the mines ruins, and various other improvements. This project was approved with the adoption of the FY2015 budget. The DMME grant was accepted by the Board in the fall of 2014 and required about a 30 percent match. Any violation of § 46.2-859, Code of Virginia, 1950, as amended, identified through this video -monitoring system shall subject the operator of the vehicle to a $250.00 civil penalty. Prior to citing any person with a violation of this section, the video showing the vehicle shall be reviewed, and the violation established, by a certified Chesterfield County police officer. C. Any prosecution for a civil penalty under this section shall be instituted and conducted in the same manner as prosecutions for traffic infractions. All civil penalties collected shall be paid into the County's general fund. d. Prior to execution of any contract with a private vendor for the operation of such civil enforcement program, the contract shall be reviewed for form and approved by the School Board Attorney and the County Attorney. e. After the School Board has paid all expenses of this civil enforcement program (including, without limitation, the cost of purchasing necessary computers and/or software programs and the employment of police officers to review the video from the video -monitoring system and to testify in court if necessary), the remaining net civil penalties collected under this section shall be used by the School Board for the promotion of drivers' education or public school safety and security programs.
