Mrs. Humphrey called the adjourned meeting to order at 4:10
p.m. She made opening remarks, introduced other Board members
present and welcomed the Congressman and his staff.
Mr. Stith introduced other County staff present. He then went
through the briefing, covering population, demographics, land
use and growth management plans, finances, achievements, and
general issues facing the County.
Ms. Kitchen discussed size of the school system, costs per
pupil and general issues facing the school system.
Board members then brought issues to the attention of the
Congressman and staff.
Mrs. Humphrey discussed death taxes imposed on agricultural
land, group homes, Virginia State University, and road funding.
Mr. Miller discussed the need to preserve local autonomy for
local governments due to the need for flexibility in problem
solving.
Mr. McHale discussed how Community Development Block Grant
Programs assist transitioning communities in the county and the
need to preserve and expand those grants.
Mr. Warren highlighted the Board action on filtering computers
in the library and noted that tolls are an important issue to
Chesterfield citizens.

Staff shared concerns related to refugee and immigrant
populations in the County and the impact of language barriers
on service delivery.
Congressman Forbes requested that a list of existing federal
grants be sent to his staff, and for economic development
issues which impact the County to be identified and discussed
with him. In addition, the Congressman asked Chief Elswick to
meet with him to address issues brought to him from the
Congressional Fire Caucus, that he had joined.
On motion of Mr. Warren, seconded by Mr. Miller, the Board
adjourned at 5:00 p.m. to August 22, 2001 at 2:00 p.m. at the
Eanes-Pittman Public Safety Training Center for the Ribbon
Cutting of the Emergency Communications Center.
Ayes: Humphrey, Miller, McHale and Warren.
Nays: None.
