Ne have been very fortunate in certain areas to have the entire cost paid by the communities, but in other areas they have taken ad- vantage of the procedure under the Urban Highway Program as spon- sored by the Bureau of Public Roads and carried on directly through the individual State Highway Commission. Under this program, the State Highway Commissions have already had allotted to them cer- tain monies which can be used for City Planning. Upon request of the individual cities, the State Highway Commissions are authorized to enter into contracts with private consulting firms to prepare City Plans for the particular cities involved. The State Highway ~ol/mission is also authorized to pay out of its existing allotment, 80% of the cost of the p~o- fessional services. The city pays the other §0% either by direct appropriation or through cooperation with the Chamber of Commerce, the local Real Estate Board or other interested bodies which realize the tremendous benefit that a constructive plan will have upon the city. There is also some Federal Works Agency money available for preliminary plans, but, as yet, they have not set a definite poll- eT ~e6a.-,~tng the allocation of this money. We should like very much to get together with you and help you make up the necessary applications, for a very nominal retain- ing fee of $1,000.00. This fee will apply against any t~.,ture fees which we may receive for the planning report. We do not guarantee in any case that we can get the necessary money, but it is our understanding that the Bureau of Public Roads is very anxious to have plans made by responsible firms and we have been assured by the officials in charge of the Urban Highway Program that they will approve any reasc~able contract between any State Highway Commis- sion and our firm for the purposes under discussion.
