This letter outlined a five step program for expansion of the Chesterfield County Library system with a specific timetable and requested authorization to engage a design firm to begin work on plans and specifications. The program as proposed*had received the prior approval of the Library Board and the Director. The program has been fUrther reviewed by your Library Board and the Director. The recommendations have not been altered. Only more specific details have been developed. The five step program remains as: -Expansion of Hazen Branch as was proposed in 1970. This project to start in 1971. Approximately 7,S00 ft. at estimated cost of $27S,000 including equipment. ® Construction of Central Library and administration offices at Chesterfield Court House complex to start in late 1'971. Approximately 20,000 ft. at estimated cost of $67S,000 including equipment. Construction of a branch in Matoaca-Ettrick area in 1973. Approximately S,000 ft. at estimated cost of $165,000 includipg equipment. Construction of a branch in Midlothian in 1974. The size and precise timing would be dictated by the actual and projected population growth in this area. Based on our current surveys this should be 7,500 ft. minimum at an estimated cost of $250,000. Construction of a branch in the Clover Hill area in 1975. Approximately 7,S00 ft. at estimated cost of $2S0,000. Preliminary cost data have been obtained from two 'architectural firms (1) Budina, Freeman & Beckwith and (2) Mr. Carl Linder, Jr. as well as many statistics for libraries recently constructed in other parts of Virginia. Ail of these data indicate about $27. - $50. per Square foot for headquarters and $50. - $55. per square foot for branches based upon 1970-71 construction costs. ~lore exact figures will require ~lans, specifications and contractor's bids. More details concerning equipment requirements, etc., have been developed since the aforementioned December~lOth recommendations. These can be forwarded if deemed necessary; how- ever, they represent only a small percentage of the total cost and I doubt that the Board of Supervisors will be interested in such details until the overall program is established. The attached timetable indicates in graphic form the recommen- dations of your Library Board and the Director. Also attached is a more detailed report giving details, growth patterns and justi- 'fication for this program. Please advise if there are additional data or further action desired from the Library Board.
