Stegmaier Summary of Actions Taken by the Board on April 29, 2015 3:00 P.M. SESSION COUNTY ADMINISTRATOR’S COMMENTS  Mr. Stegmaier was pleased to announce the Chesterfield CIT (Crisis Intervention Team) Task Force received amembers’ choice awardlast week from the National Alliance for Mental Illness Central Virginia (NAMI-CVA). The Chesterfield CIT training program was recognized for outstanding work in increasing awareness of mental illness and providing effective services to citizens in crisis.  Mr. Stegmaier stated The Virginia Recycling Association (VRA) recognizes the best programs in waste reduction, recycling and litter prevention as well as outstanding individuals in the state at their annual awards ceremony. On May 5, 2015, the Chesterfield’s General Services Anti-Litter Program will be presented with the Award for Excellence in Recycling.  Mr. Stegmaier was pleased to announce that Ms. Kim Conley recently received the Steven D. Ford Memorial Award at the National Forum for Black Public Administrators (NFBPA) Conference. Only one award is given each year which is presented during the Executive Leadership Institute (ELI) Mentor Program graduation at FORUM.  Mr. Stegmaier announced earlier today Utilities released 1,000 Triploid Grass Carp into the Swift Creek Reservoir as part of the hydrilla control program. The carp were transported from Arkansas and released from the northbound side of the Woolridge Road Bridge over the reservoir. Ms. Laura Lafayette, Chief Executive Officer of the Richmond Association of Realtors, provided the Board with a brief update relative to the Regional Housing Study. NEW BUSINESS APPOINTMENTS Approved Nomination/reappointment of Ms. Terri Cofer Beirne, Mr. Art Heinz and Mr. Lloyd Lenhart to serve on the Economic Development Authority for Chesterfield County. Approved Nomination/appointment/reappointment of Dr. Joyce Rowe and Mr. Aubrey Lindsey to serve on the John Tyler Community College Local Board. 1 Approved Nomination/reappointment of Mr. William M. Collie, Mr. William Poole, Mr. Michael Simms and Mr. William “Ed” Nicely to serve on the Camp Baker Management Board. CONSENT ITEMS Adopted Resolution honoring Specialist Kyle Pascal Stoeckli for his service to our nation and naming the Woolridge Road Bridge over Swift Creek Reservoir in his honor. Adopted Resolution recognizing May 10-16, 2015, as “National Law Enforcement Week” in Chesterfield County. Adopted Resolution recognizing Captain Harry C. Ashby, Jr., Fire and Emergency Medical Services Department, upon his retirement. Adopted Resolution recognizing Lieutenant Michael L. Jones, Fire and Emergency Medical Services Department, upon his retirement. Adopted Resolution recognizing Mrs. Lou O’Boyle, Learning and Performance Center, upon her retirement. Approved Public hearing date set for May 27, 2015, to consider amending the County Code to allow taxicab companies to increase the fee for trips originating at Richmond International Airport. Approved Public hearing date set for May 27, 2015, to consider the FY2016-2021 Secondary Road Six-Year Improvement Plan and the FY2016 secondary road improvement budget. Approved State road acceptances of roads in Magnolia Green Section K2 and Magnolia Green Section K3. Approved Acceptance of parcels of land along the east and west right of way line of Otterdale Road from Hampton Park Community Association, Incorporated. Approved Appropriation of federal and state revenue and authorization to create eligibility positions in the Chesterfield-Colonial Heights Department of Social Services. Approved Authorization to execute an extension addendum to the Virginia Department of Transportation and Chesterfield County Programmatic Project Administration Agreement for revenue sharing projects. Approved Request for permission from Brenda G. Hertsch, Trustee, and John Clifford Hertsch, Trustee, to install private water and sewer services within a private easement to serve property on Chester Road. 2 REPORTS Accepted Report on Developer Water and Sewer Contracts and a Report on Status of General Fund Balance, Reserve for Future Capital Projects, District Improvement Funds and Lease Purchases. CITIZEN COMMENT PERIOD Mr. L.J. McCoy, president of the Chesterfield NAACP, expressed concerns relative to several disparities within the county. CLOSED SESSION A closed session was held pursuant to Section 2.2-3711 (A) (1), Code of Virginia, 1950, as amended, to discuss prospective candidates for the position of Director of Economic Development. 6:30 P.M. SESSION Ms. Dorothy Jaeckle, Bermuda District Supervisor, gave the invocation. Mr. David Paxton, Flotilla 31 Commander, United States Coast Guard Auxiliary, led the Pledge of Allegiance to the Flag of the United States of America. RESOLUTIONS AND SPECIAL RECOGNITIONS Adopted Resolution recognizing May 16-22, 2015, as “Safe Boating Week” in Chesterfield County. Adopted Resolution recognizing May 2015 as “Older Americans Month” in Chesterfield County. CITIZEN COMMENT PERIOD Ms. Brenda Stewart expressed concerns relative to issues arising within county youth baseball and softball groups with respect to co-sponsored programs. Ms. Candice Bowe expressed concerns relative to issues arising within county youth baseball and softballs groups with respect to co-sponsored programs.
