On motion of Mr. Holmes, the school board resolved that the Board
of Supervisors of Chesterfield County be respectfully requested to approve
the employment of twenty-eight nurses by the County Health Department
to continue the highly effective program of nursing services provided to the
pupils of Chesterfield Public Schools. It is anticipated that at least
twenty-five of these nursing positions will be partially reimbursed and that
three of them may have to be fully funded by the county.
The school board is highly appreciative of the services rendered to
the children of our county by the health department and looks forward with
pleasure to continued and expanded association with the health department
in the provision of such services.

We invite you to submit an application for membership in the National
Association of County Administrators. An affiliate of the National
Association of Counties, this ten year old affiliate is devoted to
strengthening and improving county government through 'the position of the
appointed professional manager in the county courthouse. Membership in
the National Association of County Administrators (NACA) is based on a
twofold requirement. The first requirement is that the county be a member
of the National Association of Counties and secondly, that the applicant's
position meet the criteria established in. the enclosed NACA membership
application.
Because your county is not a member of the National Association of
Counties, Just as you are not a member of the National Association of County
Administrators, we are also enclosing a statement of membership cost for the
entire family of county government to join the National Association of
Counties. Quite obviously when the county joins you would be eligible for
the National Association of County Administrators.
We certainly hope that your county as well as you can become active in
NACO and NACA. We believe that our programs~ as demonstrated through our
97% renewal of membership by America's counties, indicate that we are providing
programs and services of use. We particularly call your aLtention to the
enclosed report prepared about the couuty administrators through the cooperation
of the National Association of County Administrators.

for March 6, 1972, be continued and set for hearing on April 20 at
10:00 A.M. in the Courtroom of the State CorPoration Commission,
Blanton Building, Richmond, Virginia;
(2) That the date by which'the staff of the Commission

Dear Mr. Burnett:
I am enclosing a letter which I wrote to Mr. Apperson today and I do hope
that we may get together soon to discuss the need for space for this
Department. The Board of Social Services and you have always been interested
in the rehabilitation of people to make them become self-supportive.
I have been working with the Department of Vocational Rehabilitation for
some months to get them to start a pilot program in conjunction with this
Department to make a study of those people receiving public assistance to
see how many can be motivated and trained to become self-supportive. This
will involve not only adults but children° In this way I feel that families
will not perpetuate the welfare rolls. At a meeting of the Board of Social
Services held January 20th, Vocational Rehabilitation representatives
presented a plan to the Board which was accepted. In the beginning
Vocational Rehabilitation will employ a counselor, a social worker and
a secretary. These people will have to be housed in conjunction with our
Department. Vocational Rehabilitation will pay rent to the county and all
expenses involved in the operation of this program. I wish to emphasize
that there will be no cost to the county now or later.
This Department has more than outgrown the space here. According to State
specifications if there are two workers in one room there shall be a minimum
space of 80 square feet per worker. To describe how much space each of my
staff has, I am listing below the number of rooms in the present building,
the use of the rooms and the square footage.
