TITLE 4513 Woodpecker Road Petersburg, Virginia February 22, 1972 Board of Supervisors Chesterfield County Chesterfield, Virginia Dear Supervisors: After observing a number of Child Day-Care Centers and conversing with operators, supervisors, and Mrs. Rebecca Davis (Mrs. Davis now works with the state in an effort to up-grade centers which are below minimum standards required by the Department of Welfare and Institutions), I feel that the following improvements to the existing building and yard would be an asset to the children and neighborhood. 1. Paint interior and exterior woodwork. 2. Repair windows. 3. Additional insulation in roof, sides, and underneath house. 4. Repairs in heating system. 5. Installation of adequate toilet facilities in keeping with state requirements. 6. Remove one wall petition to enlarge room. 7. Complete the enclosure of a porch which was not com- pleted by the previous owner. 8. Deepen the well and repair plumbing. 9. Repairs on septic system. 10. Enlarge play area by extending present fence on front by approximately 50 feet and fence on right of house by approximately 75 feet. The entire area would be enclosed by chain-link fence as present. This added area would allow for ample spacing of swings, sliding boards, play small wheels, sand boxes, small benches, and etc. 11. Paneling walls. Board of Supervisors Page 2 February 22, 1972 12. In attempting to obtain a building permit he has determined that the cul-de-sac at the end of Broadmoor Road does not, in fact, abut the parcel designated as Parcel "B" and, therefore, his request for a building permit was denied. We were unaware of this condition at the time of disposing of this parcel and have refunded to Mr. McMillian the full amount he paid us, plus interest. Mr. McMillian is still apparently desirous of purchasing this parcel of land if he can obtain a building permit. This is to advise that we are agreeable to again selling such parcel to Mr. McMillian if he can obtain a building permit for a residence on such parcel.
