Burnett Executive Secretary County of Chesterfield Chesterfield, Virginia Re: Police Grant for Portable Radios Dear Sir: With reference to our conversation, ! am enclosing the following information: A $10,000.00 total grant with $7,500.00 Federal and $2,500.00 cash County share has been approved and actual Federal funds have'been requested and we are waiting receipt of the money. Bids were put out to Motorola, General Electric and RCA Corporation. Actual bid prices returned shows RCA low bid of $775.10, General Electric $860.15 and Motorola $918.90. All of these are per unit prices. We have examined all companies equipment and prefer to purchase General Electric radios. Reasons for this decis~On, is that RCA does not manufacture its radios, but obtained them from Repco in North Carolina, who manafacture the same radio for eight different companies. This situation Doses problems in possible servicing, etc. of the units. Because of this reason Henrico Police Department rejected RCA bid on their new base station console. Additionally, General Electric offers several important features not found on either of the others equipment. Example: The portable radios can use regular "D" size flashlight batteries in an emergency, plus the unit has a high - low switch which can be used to cut the out-put power which conserves battery life and can also be used as a secret channel because of its low power. A radio operating under one watt can do so without having to obtain· additional license from F. C.C. This advantage is being use now by Henrico Police Department, and was an additional justification for purchasing General Electric equipment. Mr. M. W. Burnett Re: Pol ice Grant for Portable Radios March l, 1972 Page -2- Additionally, we have the verbal ok from Mr. Carl Cimino, Division of Criminal Justice to increase the number of radios so that we can spend the full grant amount rather than return funds. At the time of the grant we did not have a Vice Squad, but we have since formed one and they need portable radios also, therefore, we would like to increase the number from ten to twelve radios. This would amount to a total outlay of $10,321.80, and would require that the County pay the additional $321.80 which would mean a total commitment of $2,821.80 cash outlay.
