Mrs. Humphrey called the special meeting to order at 11:39 a.m.
All five Board members signed a ~'Notice of the Meeting" waiving
any further notice.
COUNTY ADMINISTRATOR,'~
Mr. Ramsey stated that the Board has been requested by the
National Association of Counties (NACo) to adopt a resolution
condemning the cowardly actions of terrorists and supporting
the President of the United States as he works to defend the
country.
2. iNVOCATION
Reverend Mark Jordan, Pastor of Ironbridge Baptist Church, gave
the invocation.
PLEDGE OF ALLEGIANCE
The Board members led the Pledge of Allegiance.
Mrs. Humphrey stated that Mr. McHale is out of town and was
unable to attend today's special meeting, but indicated his
support of the proposed action.
3. RESOLUTIQNS AND SPECIAL RECQGNITION~
o CONDEMI~ING THE COWARDLY ACTIONS OF TERRORISTS AND
SUPPORTING THE PRESIDENT, OF THE UNITED STATES AS ~ WORKS
TO DEFEND THE COIINTRY AGAINST ADDITIONAL ATTACKS AND FI,ND
THE PERPETRATORS TO BRING THEM TO JUSTICE
On motion of Mrs. Humphrey, seconded by Mr. Miller, the Board
adopted the following resolution:
WHEREAS, on September 11, 2001, the United States of
America was suddenly and brutally attacked by terrorists; and
WHEREAS, these terrorists hijacked and destroyed four
civilian aircraft, crashing two of them into the towers of the
World Trade Center in New York City, and a third into the
Pentagon outside Washington, DC; and
WHEREAS, thousands of innocent Americans were killed and
injured as a result of these attacks, including the passengers
and crew of the four aircraft, workers in the World Trade
Center and in the Pentagon, rescue workers and bystanders; and
WHEREAS, these cowardly acts were by far the deadliest
terrorist attacks ever launched against the United States, and,
by targeting symbols of American strength and success, clearly
were intended to intimidate our nation and weaken its resolve;
and
WHEREAS, although these horrific events have affected all
Americans, it is important that we carry on with the regular
activities of our lives; and
WHEREAS, terrorism cannot be allowed to break the spirit
of the American people, and the best way to show these cowards
that they have truly failed is for the people of the United

States and their counties to stand tall and proud.
NOW, THEREFORE BE IT RESOLVED, that the Chesterfield
County Board of Supervisors condemns the cowardly and deadly
actions of these terrorists.
AND, BE IT FURTHER RESOLVED, that the Chesterfield County
Board of Supervisors supports the President of the United
States, as he works with his national security team to defend
against additional attacks, and find the perpetrators to bring
them to justice.
AND, BE IT FURTHER RESOLVED, that the Chesterfield County
Board of Supervisors honors the heroic acts of the fallen
police officers, firefighters and EMTs in New York City and all
public safety officers who are selflessly attempting rescue of
the injured.
AND, BE IT FURTHER RESOLVED, that the Chesterfield County
Board of Supervisors recommends to its citizens to support
relief efforts by giving blood at the nearest available blood
donation center and keeping our nation in their prayers.
Ayes: Humphrey, Miller, Barber and Warren.
Nays: None.
Absent: McHale.
(It is noted Mr. McHale has indicated his support of the
resolution.)
Mrs. Humphrey recognized Senator Martin who was present at the
meeting.
Mr. Miller expressed his personal sorrow in the actions of
terrorists and stated that it is a continuation of what the
nation has had to face for generations. He further stated that
he feels the ultimate solution to the situation is to yield to
a greater power and give praise to the one who has control of
all the problems. He stated that this is an emotional time for
all and he feels that in the days and weeks ahead we will see
more and more sorrow, but indicated that the ultimate answer
will depend upon the good will of the good people and those who
perpetrated and harassed this nation will have to pay a
merciless penalty.
Mr. Barber shared stories about two people who were in the
World Trade Center and survived the attack and stated that the
attack will result in a long time of suffering and healing for
individuals.
Mr. Warren stated that, as an employee of the Virginia
Department of Emergency Management, he has seen tremendous
public support as well as the support of State and Federal
leaders with the clean-up and rescue efforts at the Pentagon.
Mr. Miller stated that he hopes Chesterfield County businesses
will refrain from using the crisis as an excuse to elevate
prices and take undue advantage of the consuming public.
Senator Martin stated that he will be singing God Bless America
at the County's United Way Kick-off Campaign this afternoon.
He referenced words of the song, and stated that World Wars I
and II were thought of as far and distant events, but indicated
that the recent attacks have had a far greater impact on the
lives of the citizens than the bombing of Pearl Harbor. He
stated that it is difficult to find things to celebrate and
appreciate at this time, but indicated that the unity and

willingness of people to sacrifice of themselves for others is
visible throughout the nation. He further stated that a
commitment to sacrifice so that others do not have to suffer is
necessary for the liberties that are enjoyed in the United
States today as well as our nation's posterity.
Mrs. Humphrey stated that the County may be called to send
firefighters, EMTs and paramedics to the scenes of the attacks
and indicated that over 150 Chesterfield firefighters and
public safety personnel have volunteered to go. She requested
that residents donate blood and display the American flag. She
commended the heroic efforts of the pilots and passengers who
took control of the airplane from the hijackers and crashed in
Pennsylvania. She expressed appreciation to Mr. Ramsey and
County employees who continued with County business in the
midst of a national crisis. She stated that the adopted
resolution expresses the horror of the terrorist attacks and
indicated that the County will support President Bush in his
pursuit and punishment of the perpetrators.
Mr. Ramsey noted that 150 County employees are active
reservists, and many have either been placed on alert or called
to service. He assured the Board and the community that County
systems will continue to function fully if the volunteer public
safety teams are called upon for assistance.
4. ADJOI/RNMENT
On motion of Mr. Warren, seconded by Mr. Barber, the Board
adjourned at 12:05 p.m. until September 26, 2001 at 3:30 p.m.
Ayes: Humphrey, Miller, Barber and Warren.
Nays: None.
