Mr. Wes Swope, Director of Golf/General Manager for First Tee Chesterfield
will make a presentation on programs and activities after their first full
summer of operation. The youth programs at First Tee were fully utilized
this year including 250 youth who received certification, of which ninety
percent were students from Chesterfield County. Additionally, since
January of this year more than 4500 total rounds of golf were played by
juniors at The First Tee course. Almost 95 percent of the junior rounds
played were by Chesterfield residents.
Mr. Swope will provide additional information about First Tee Chesterfield.

WHEREAS, Mr. Joseph H. Nunnally, Jr. has faithfully served the
Chesterfield County Sheriff's Office in positions ranging from Deputy
to Captain since January 1971; and
WHEREAS, serving the public for over thirty years, Mr. Nunnally
has provided quality public service and symbolized the type of employee
Chesterfield County seeks; and
WHEREAS, Mr. Nunnally's desire to do a good job has been a primary
factor that has permitted him to perform at a very high level while
always striving for excellence and going beyond the call of duty; and
WHEREAS, Mr. Nunnally has been extremely effective in working with
all groups, including elected representatives, officials from
surrounding localities, co-workers, and the citizens of Chesterfield
County.
NOW, THEREFORE BE IT RESOLVED, that the Chesterfield County Board
of Supervisors publicly recognizes the outstanding contributions of Mr.
Joseph H. Nunnally, Jr., expresses the appreciation of all residents
for his service to the County, and extends its appreciation for his
dedicated service to the County, congratulations upon his retirement,
and best wishes for a long and happy retirement.
AND, BE IT FURTHER RESOLVED, that a copy of this resolution be
presented to Mr. Nunnally and that this resolution be permanently
recorded among the papers of this Board of Supervisors of Chesterfield

RECOGNIZING OCTOBER 7-13, 2001 AS "FIRE PREVENTION WEEK"
WHEREAS, cooking, heating and electrical fires represent three of the
nation's leading causes of home fires, and are collectively responsible for
nearly half of all home fires and almost one-third of the associated fire
deaths; and
WHEREAS, the vast majority of home cooking, heating and electrical
fires can be prevented by taking simple safety precautions; and
WHEREAS, developing a home fire escape plan and practicing it at least
twice a year is critical to escaping a fire safely; and
WHEREAS, proper installation, testing and maintenance of smoke alarms
are part of a thorough home fire escape plan; and
WHEREAS, by preventing the leading causes of home fires, and by
developing and practicing a thorough home fire escape plan, people can
greatly reduce their risk to fire; and
WHEREAS, the Fire Prevention Week 2001 theme, "Cover Your Bases and
Strike Out Fire," teaches the public how to prevent cooking, heating and
electrical fires, and encourages people to develop a home fire escape plan
that includes working smoke alarms; and
WHEREAS, the fire service of Chesterfield County is dedicated to the
safety of life and property from the devastating effects of fire; and
WHEREAS, the members of the fire service are joined by other concerned
citizens of this County, as well as other emergency service providers and
safety advocates, businesses, schools and service clubs.
NOW, THEREFORE BE IT RESOLVED, that the Chesterfield County Board of
Supervisors publicly recognizes the week of October 7-13, 2001, as "Fire
Prevention Week," and that this week commemorates the Great Chicago Fire of
1871, which killed more than 250 persons, left 100,000 homeless, and
destroyed more than 17,400 buildings.
AND, BE IT FURTHER RESOLVED, that the Board of Supervisors calls upon
the people of Chesterfield County to participate in fire prevention
activities at home, work and school, and to take the steps needed to make
their homes and families safe from the leading causes of home fires, which
include cooking, heating and electrical.

It is with great pleasure that we take this oppor-iimity to thank you for your continued
support of the U.S. Senate Productivity and Quality Award for Virginia. In particular we want to
acknowledge the outstanding performance of Ms. Sharon L. Randol as the U.S. Senate
Productivity and Quality Award for Virginia (SPQR) Vice Chair and Chair during this award
year. Just as the business and government environments are changing, the SPQA process has also
had to make fast changes to be able to provide its valuable services to organizations within the
Commonwealth. Ms. Randol's leadership in this time of rapid change has kept the SPQA process
vibrant and valuable to Virginia's public and private sector organizations. She willingly stepped
up from the position of Vice Chair to that of Board Chair when that position needed filling, Her
skill and ability as an organizer, facilitator and trainer played a large part in the success of the
2001 SPQA Award process.
Over the past several years the SPQA process has strengthened its evaluation criteria,
increased the number of examiners, and takers new steps in sharing best practice information
across. the Commonwealth. Ms. Randol's leadership at this (; itical point played a major role in
the ability of the SPQA process, to provide valuable services to organizations within the
Commonwealth of Virginia. >g
We are confident that with the continued support of organizations like Chesterfield
County, the U.S. Senate Productivity and Quality Award for Virginia will continue to stand as a
model for other states in the generation and recognition of performance excellence. As a
recognized leader in both the SPQA process and within the Chesterfield County government, we
salute Ms. Randol in her performance excellence leadership efforts in both Chesterfield County
and the Commonwealth. We wish to thank you, as County Administrator, for supporting both the

For nearly two decades, October has been celebrated as "National Quality
Month." Organizations are encouraged to partake in festivities to increase
awareness of the need for quality and continuous improvement. For the past
four years, the Board has issued a resolution to recognize October as
"Quality Month" in Chesterfield County. Sharon L. Randal, Quality Coordinator
for Chesterfield County will be present to receive the resolution.

RECOGNIZING OCTOBER 2001, AS "NATIONAL QUALITY MONTH"
WHEREAS, a commitment to excellence in government, education,
manufacturing, service and health care is essential to our nation's well-
being; and
WHEREAS, over the years, Virginians have shown great personal pride and
interest in developing quality goods and services and in promoting a high
standard of excellence in both the public and private sectors; and
WHEREAS, from the smallest to largest manufacturing service
organizations in the Commonwealth of Virginia, quality is a major concern;
and
WHEREAS, the individual workers, business leaders, educators, and
government officials must work together to promote excellence in the public
and private sectors, and
WHEREAS, in February 1992, the Chesterfield County Board of Supervisors
directed the County Administrator to develop and initiate an ongoing total
quality improvement effort aimed at reinventing the way Chesterfield County
government services its customers; and
WHEREAS, many County employees have joined the ranks of those in the
private sector who are applying quality improvement tools and training in the
workplace; and
WHEREAS, Chesterfield County has distinguished itself as a leader in
quality and productivity as evidenced by the receipt of the 1998 Award for
Continuing Excellence, and by documented improvements that have accumulated
to 31,000 hours saved and $5.7 million in costs savings and cost avoidance;
and
WHEREAS, the Chesterfield County Board of Supervisors recognizes that
continuation of the County's commitment to Total Quality Improvement is a
vital part of the County's strategies to provide a FIRST CHOICE community
through excellence in public service.
NOW, THEREFORE BE IT RESOLVED, that the Chesterfield County Board of
Supervisors publicly recognizes October 2001, as "Quality Month" in
Chesterfield County and calls its significance to the attention of all its
citizens.

On July 25th, the Budget and Audit Committee received an overview of the
changes required by the Governmental Accounting Standards Board for annual
financial reports prepared by state and local governments. The Committee
requested that the Accounting Department update the full Board in a work
session. This presentation will highlight the major reporting changes and
the progress Accounting staff has made to be ready for implementation for
FY2002. The presenter will be Jeff Franklin, Accounting Manager, of the
Accounting Department

Board Action Requested:
This item requests Board approval of New Streetlight Installations in the
Clover Hill and Midlothian Districts.
Summary of Information:
Streetlight requests from individual citizens or civic groups are received in
the Department of Environmental Engineering. Staff requests cost quotations
from Virginia Power for each request received. When the quotations are
received, staff re-examines each request and presents them at the next
available regular meeting of the Board of Supervisors for consideration.
Staff provides the Board with an evaluation of each request based on the
following criteria:
1. Streetlights should be located at intersections;
2. There should be a minimum average of 600 vehicles per day (VPD)
passing the requested location if it is an intersection, or 400
VPD if the requested location is not an intersection;
3. Petitions are required and should include 750 of residents within
200 feet of the requested location and if at an intersection, a
majority of those residents immediately adjacent to the
intersection.

Cost quotations from Virginia Power are valid for a period of 60 days. The
Board, upon presentation of the cost quotation may approve, defer, or deny the
expenditure of funds from available District Improvement Funds for the
streetlight installation. If the expenditure is approved, staff authorizes
Virginia Power to install the streetlight. A denial will cancel the project
and staff will so notify the requestor. A deferral will be brought before the
Board again when specified.

forensic knowledge and skill, whereby Officer Samuels' provided crucial
forensic evidence, and testimony, which led to the arrest and conviction of
two murderers in Chesterfield County; and
WHEREAS, the evidence gathered by Officer Samuels and other detectives also
enabled the Richmond Police Department to clear a murder and shooting in
the city of Richmond; and
WHEREAS, Robbie Samuels has received numerous letters of thanks and
appreciation for the assistance rendered in all types of situations; and
WHEREAS, Robbie Samuels has provided the Chesterfield County Police
Department with many years of loyal and dedicated service, and
WHEREAS, Chesterfield County and the Board of Supervisors will miss Robert
H. "Robbie" Samuels' diligent service.
NOW, THEREFORE, BE IT RESOLVED, that the Chesterfield County Board of

WHEREAS, violence is among the leading causes of death in
America, and has replaced disease as the number one killer of
children; and
WHEREAS, domestic violence has devastating effects on a
woman's physical and emotional well-being, and her ability to care
for her children; and
WHEREAS, violence comes in many forms; sexual violence; gang
and peer- related violence committed by youth of all ages; family
violence; street violence; and violence in the media; and
WHEREAS, billions of dollars per year are attributable to
preventable violence -related deaths and injuries and add a
tremendous burden to America's health care system; and
WHEREAS, the first step toward unraveling the many layers of
our nation's violence problems can begin with awareness; and
WHEREAS, awareness and prevention are the heart of the SAVE
Program and of its cornerstone event, SAVE Today for Tomorrow,
during which physicians' spouses across the country will join
efforts to Stop America's Violence Everywhere (SAVE); and

will lead the effort to urge local citizens to search for ways we

Summary of Information: An additional lane of pavement is needed along the
west side of Winterpock Road from Route 360 to approximately 1,500 feet
south of Route 360 to accommodate dual left turns from Route 360. The
Route 360 Widening Project from Swift Creek to Winterpock Road, anticipated
to be completed by the end of 2002, includes dual left turn lanes on
Route 360, but does not include improvements to Winterpock Road.
Cash proffers could be used to finance the Winterpock Road improvements. The

its November 14 , 2001 meeting to consider changes to the Zoning
Ordinance relating to amendments to previously zoned property.
Summary of Information:
At its May 23, 2001 meeting, the Board referred to the
Planning Commission a Zoning Ordinance amendment proposed by staff
to clarify that future amendments to a portion of an original
zoning case will not, if approved, place the remaining property in
violation of zoning.
In 1994, the Board amended the Zoning Ordinance to allow
rezoning requests for a portion of a previously zoned development
without the concurrence of all owners within the development. This
new procedure worked successfully for years. However, since 1994,
1) proffered conditions in zoning cases have become more complex
and placed greater restrictions on development, and 2) multiple
parcels of land have been encouraged to seek a single rezoning
application. As a result, it has become increasingly more
difficult to rezone parts of a development without creating zoning
violations on the remainder of the development. Accordingly, the

proposed changes to Sections 19-16 and 19-17 of the Zoning Ordinance
will clarify that amendments to a portion of an original zoning case
will not place the remaining property in violation of the original
zoning.
The Planning Commission held a public hearing on the proposed change
at its September 19, 2001 meeting and is recommending approval of the
changes to Sections 19-16 and 19-17. The Planning Commission also
requested staff to draft changes to the notification requirements in
Section 19-26. These changes were also considered at the September 19
public hearing. Staff did not support the proposed changes because of
the financial and administrative impact, and because the changes would
not effectively improve the notice process. Staff believes that the
current notification requirements ensure that affected property owners
are aware of pending rezonings. The Planning Commission recommends
denial of the proposed changes to Section 19-26 of the Zoning
Ordinance.
Staff requests that the Board set a public hearing for November 28,
2001 to consider the proposed changes.

AN ORDINANCE TO AMEND THE CODE OF THE
COUNTY OF CHESTERFIELD, 1997, AS AMENDED BY
AMENDING AND RE-ENACTING SECTIONS 19-16, 19-17 and 19-26
RELATING TO ZONING AMENDMENTS
BE IT ORDAINED by the Board of Supervisors of Chesterfield County:
(1) That Sections 19-16, 19-17 and 19-26 of the Code of the County of Chesterfield,
1997, as amended, are amended and re-enacted to read as follows:
See.19-16. Amendments.
An application to amend a condition of a zoning approval imposed by the board of supervisors
applicable to part or all of the development or to rezone property within the development which
received its original zoning after April 27, 1994, and which meets the requirements of this
chapter, shall be considered by the board of supervisors notwithstanding the fact that all parcels
subject to the original condition or zoning are not included within the application to amend or
rezone. The board's approval of any such rezoning or amendment shall not cause the remainder
of the original development to be in violation of the original conditions of zoning for the
development.
Sec. 19-17. Zoning amendments.
All zoning cases decided on or before April 27, 1994, shall be subject to a condition that permits
an applicant to amend a condition of a zoning approval imposed by the board of supervisors
applicable to part or all of the development or to rezone property within the development
notwithstanding the fact that all parcels subject to the original condition or zoning are not
included within the application to amend or rezone. The board's approval of any such rezoning or
amendment shall not cause the remainder of the original development to be in violation of the
original conditions of zoning for the development.
Sec. 19-26. Hearings; notification and posting of property.

(c) (1) With regard to any action referred to in subsection (a) above, except amendments
to the comprehensive plan, the owner of the affected parcel, as identified in the assessor's
records, and the property owners identified in section 19-24(c) shall be given not less that
15 days' written notice sent by registered, certified or first class mail for any hearing on

any such action. If the written notice is provided by first class mail, the director of
planning shall make affidavit that the mailings have been made and file the affidavit with
the papers in the case. If the public hearing is continued or deferred to a date that has not
previously been advertised, notice shall be remailed. If the public hearing is continued or
deferred to a date that has been previously advertised or if the public hearing is closed and
the decision deferred to a later date, notice need not be remailed.
(2) With regard to any action referred to in sections 19-16 and 19-17, written notice
of any public hearing on an application to amend a zoning condition or rezone property
shall be given to the last known representatives of all civic associations on the Civic
Association Notice List filed with the planning department operating within the area
encompassed by the property which is subject to the original zoning or condition and

Grant funds for the design and construction of drainage improvements at Rayon
Park, pending approval by the Office of Housing and Urban Development.
Summary of Information:
At the September 26 Board meeting, staff reviewed recommendations for
addressing sewage disposal and drainage improvements at Rayon Park.
Three different options were presented for addressing sewage disposal. Staff
is currently working with the community on these and plans to bring a
recommendation to the Board in December.
Drainage improvements estimated at $50,000 would include a paved ditch from
Alcott Road to Libwood Avenue, combined with a new culvert under Alcott Road
and a new pipe under Libwood Avenue, as well as a rip -rap channel at "No
Name" Creek to Alcott Road. In addition, approximately 20 to 24 new driveway
culverts and/or crossover pipes and associated ditches would eliminate
standing water along 2,500 square feet of Congress Road.

The estimated cost includes design and assumes easement dedications as well
as the participation of VDOT in supplying culverts along Congress Road. Upon
completion, these improvements will directly improve drainage for 18 houses
in the Congress Road area and potentially improve drainage for 3 houses in
the Alcott Road area.
If approved, the Community Development Block Grant Office will proceed to
advertise this project as required by HUD for a period of thirty days as well
as submit the necessary paperwork to request HUD approval for the project.
Unallocated CDBG funds are available for this transfer. The funds are
currently in a contingency account and are not the same unallocated funds
that been set aside for Meadowdale sidewalks.

Summary of Information:
The ordinance in Exhibit C will:
1. Provide no limit to the size of the American and non-
commercial flags;
2. Limit the size of commercial flags to the same size as
allowable freestanding signs and reduce the size of allowable
freestanding signs by the commercial flag size;
3. Provide no limit for non-commercial flag poles and limit
commercial flag poles to 401;
4. Allow flags to be draped from buildings.
The Planning Commission, after a public hearing on August 22, 2001,

amendment limits non-commercial flag poles to 75' and prohibit
flags draped from buildings.
On April 25, 2001, the Board of Supervisors approved changes to the
County's zoning ordinance relating to flags that limit government
flags to 150 square feet, non -government flags to 50 square feet,
and total flag area per pole to 150 square feet. In addition,
commercial flags can only be displayed with government flags.
Ms. Humphrey and Mr. Miller requested staff to present to the Board
of Supervisors amendments to the zoning ordinance, which would
remove the size restriction on the display of the American Flag.
Because the First Amendment to the Constitution generally requires
that government laws be content -neutral, the removal of the size
limitation must apply to all non-commercial flags, not just the
American flag. The size limitation on commercial flags does not
need to be changed. In addition, the existing ordinance which only
allows commercial flags if displayed with a governmental flag
improperly conditions commercial speech upon governmental speech
and must be removed.
During the 1990's, the County adopted several initiatives to
improve the appearance of business and highway corridors including
a more restrictive sign ordinance. Flags also impact the visual
appearance of the County and are often used by businesses as
attention getting devices. Therefore, staff supports the
reasonable regulation of all flags.
On August 22, 2001 the Planning Commission considered three (3)
amendments to the zoning ordinance relative to flags.
1. Relative to pole mounted flags, the Commission recommends
approval of the amendment noted in the attached Exhibit A
which removes the size restriction for non-commercial flags,
including the American Flag and allows non-commercial flags to
be mounted on flag poles up to seventy-five (75) feet in
height.
2. The amendment also allows commercial flags to be displayed
without having to display a governmental flag, but the
commercial flag would still be subject to a size limitation.
Further, the size of commercial flags on a site will be
subtracted from the allowable size of freestanding signs on
the site.
3. Relative to flags being hung on building walls, the Commission
recommends denial of the attached Exhibit B. This option
includes language that allows flags to be draped across an
exterior wall of a building.

Motion of adjournment and notice of next scheduled meeting to be held on
October 19, 2001 at 9:00 a.m. for the Regional Summit to be held at the
Richmond Convention Center and from that meeting the Board will adjourn to
October 22, 2001 at 6:30 p.m. for a dinner with the Volunteer Fire Chiefs
to be held at Ruth's Chris Steak House. The next regularly scheduled
