On motion of Mr. Homer, seconded by e~r.Myers, it is resolved that the County
Engineer be and he hereby is authorized to .put all of the sewerage from the
Saunders-Holmes construction project into the Shampoker sewer line with the
understanding that said concern will be responsible for the installation of
approximately 1000 feet of sewer mains with the ultimate design of the projedt
going towards ~ocoshock Creek.

On motion of Mr. Krepela, seconded by ~V~r. Myers, it is resolved that an emergency
sick leave be authorized for Mr. John Wyatt, one of the Utilities Inspectors.

On motion of Mr. Myers, seconded by Mr. O'Neill, it is resolved that Mr. Stuart
Pillow be granted a 90-day deferment from the date of completion of the sewer
project on his Mobile Home Court.

There was a diacussion of the sewerage problems in Highland Hills~ however, no
action was taken.
There was read a letter from Mr. Douglas Fugate, Commissioner, Depto of Highways,
concerning the extension of Powhite Parkway, which letter stated that the Highway
Department could not purchase the rights-of-way for this proposed road.
There was read a letter from Mr. F.F. E[etsch, who is President of the Crestwood
Far~s Mesidents' Association, which letter opposed generally the widening of
Buford Road and the construction of an interchange at Buford and the Powhite
Expressway.
It was generally decided that any directional signs at the Matoaca High School
should be placed on private property.
On motion of Mr. Krepela, seconded by Mt. Myers, it is resolved that at the request
il of the Highway Department the County will hire four (4) school boys to assist
in trash pick-up during the summer.

Mt.Howard Marley~ Attorney, comes before the Board ~questing the vacation of an
easement. Upon consideration whereof, and on motion of Mt.Homer, seconded by
Mr.Myers, it is resolved that the following ordinance be and it hereby is approved~
AN ORDINANCE to vacate an eight (8) foot drainage and utility easement
across part of Lot 1 and all of Lot 2, Block C, in the subdivision of Jessup Farms,
Section A, a plat of which made by Philip H~Brooks, Certified Land ~rveyor~
Richmond, Virginia, dated July 22, 1960, is recorded in Plat Book 12, Page 26,.
in the Clerk's Office, Circuit Court of Chesterfield County, Virginia, said
easement to be vacated being more particularly shown and marked in red on a copy
of the aforesaid plat made by Philip H.Brooks~ Certified Land Surveyor, dated
July 22, 1960, a copy of which is attached hereto and made a part hereof by this
reference.
WHEREAS, Carl L. Marshall and ida Strickland Marshall have petitioned the
Board of Supervisors of Chesterfield County, Virginia, .to vacate a uertain
eight (8) foot drainage and utility easement across part of Lot t and all of
Lot 2, Block C, Jessup Farms, Section A, a plat of which made by Philip H.Brooks~
Certified Lan~ Surveyor, Richmond, Virginia, dated July 22, 1960~ is recorded
in Plat Book 12~ Page 26~ in the Clerk's Office of the Circuit Couut of Chester-
field County, Virginia, said easement being more particularly shown and marked in
red on a copy of the aforesaid plat made by Philip H.Brooks, Certified Land
Surveyor, dated July 22, 1960~ a copy of which is attached hereto and made a part
hereof, and notice of the adoption of such ordinance has been given in accordance
with Section 15.1-431 of the Code of Virginia~1950~ as amended.
NOW, THEREFORE, BE IT ORDAINED, by the Board of Supervisors of the
County of Chesterfield~ Virginia:
1. That pursuant to Section 15.1-482, of the Code of Virginia, 1950, as
amended~ that the eight (8) fo~t drainage and utility easement described above,
as shown on the plat of Jessup rnarms, Section R, aforesaid~ and further shown and
marked in red on the plat of Philip H. Broo~s, aforesaid, be and it is hereby
vacated.
This Ordinance shall be in full force and effect in accordance with
Section 15.1-482 of the Code of Virginia, 1950, as amended, and a certified
copy thereof together with the plat ~ttached shall be recorded in the Clerk's
Office of the Circuit Court of Chesterfield County, Virginia.

On motion of Mr. O'Neill~seconded by ~r.Myers, it is resolvc~d that the game
claim for Mrs. Gay P. Darling in the amount of $15.00 be and the same is hereby
approved.

On motion of Mr. O'Neill,seconded by lVir. Myers, it is resolved that the vacation
of certain lot lines in the subdivision of Trojan Woods be and they hereby are
approved. The Chairman and Clerk of this Board are authorized to sign said
vacation.

On motion of Mr. O'Neill~seconded by mr. Krepela, it is resolved that a Variance
to build a dwelling be granted to Mr.C.M. McGlome on an 18.64 acre tract of land,
being a part of parcel 65 on Tax Map 173~ provided a 50-ft. right-of-way is
dedicated and it be understood that the County has no obligation or responsibility
to maintain or construct any part of said right-of-way.

The Rev.'Jack Rivers, Chairman of the Chesterfield Mental health Program comes
before the Board requesting the sum of $7,000.00 to be appropriated as needed,
to support the hiring of a Director for the Clinic.
Upon consideration whereof, and on motion of Mr.Krepela~seconded by Mt. Myers,
it is resolved that the sum of $7~000.00 be appropriated from the unappropriated
surplus to the' Mental health Program for the year beginning July 1, 1972.

On motion of Mr. Myers, seconded by Mr. O~Neill, it is resolved that a Variance
be granted for the construction of a dwelling to Mr. Beverly McDowell on property
purchased from the Bermuda Academy, provided the School grants a right-of-way across
its proper~y mo said tract and provided further that Mr. M~Dowell dedicates a .
widening strip 8f at least 15 feet of the 20-ft. on the western side of his
property.

the following resolution, pursuant to Chapter 5, Article 3, Title 15.1 of the
Code of Virginia, 1950, as amended, herein called initial resolution was introduced
by Mr. A.J.Krepela, seconded by Mr. Leo Myers, and adopted.
BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF CHESTERFIELD CCUNT~, VIRGINIA:
1. The Board of Trustees of the Chesterfield County Free Library System
on. the 14th day of January, 1972, adopted the attached resolution, marked
Exhibit "A", requesting this Board of Supervisors to adopt an initial resolution
requesting the Judge of the Circuit Court of Chesterfield County to order an
election upon the question of the County of Chesterfield contracting a debt in
the amount of One Million Seven Hundred Fifty Thousand Dollars ($1,750~000.00)
and issuing general obligation bonds of the County of Chesterfield in such amount
to finance projects for library purposes as set forth in said resolution.
2. It is hereby determined that it is necessary and advisable to contract a
debt on the credit of the County of Chesterfield in the maximum amount of
$1,750~000.00 for capital library needs,acquisition of future library sites,
and such other library construction as may be required by the actual library
needs in Chesterfield County, Virginia, and to issue general obligation bonds
of the County of Chesterfield in the maximum amount of $1~750,000.00 to finance
such projects pursuant to Chapter 5, Article 3, Title i5.1 of the Code of
Virginia, 1950, as amended) which said bonds may bear interest at such rate or
rates as may be permitted by law at the time the bonds are sold.
3. A certified copy of this initial resolution shall be presented by the
Clerk of this Board tc the Judge of the C~mcuit Court of Chesterfield County and
the said Judge of said Court is hereby requested to enter an order requiring the
Judges of Election on a day fixed in his said order, not less than thirty days
nor more than sixty days from the date of such order (the Court being respectfully
requested to set said election on June 17, 1972) to open a poll and take the
sense of the qualified voters of the County of Chesterfield on the question of
contracting a debt in the amount of $1,750~000.00 and issuing general obligation
bonds of the County of Chesterfield in such amount for the purpose set forth in
paragraph 2 of this resolution.
4. This resolution shall take effect immediately.
5. The foregoing resolution was adopted by a majority of the members of
the Board of Supervisors by roll call vote, to be recorded in the minutes as

resolution be and it hereby is adopted:
WHEREAS, the Board of Supervisors of Chesterfield County desires to
retain the firm of Hunton, Williams, Gay, and Gibson, Richmond, Virginia, as its
bond counsel in connection with the issuance and sale of approximately
$1,750~000.00 Public Library Bonds~ and
WHEREAS, the Board of Supervisors has received a disclosure of Hunton,
Williams, Gay and Gibson pursuant to Virginia Code Sections 2-1-349(a) and (2)
and (b) (5), being part of the Virginia Conflict of Interests Act, of certain
members and associates of such firm, and spouses of members or associates~ who
serve governmental agencies other than the County~
BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF CHESTERFIELD COUNTY,
VIRGINIA:
1. Hunton, Williams, Gay and Gibson, Richmond, Virginia, shall be
retained as bond counsel in connection with the issuance and sale of approximately
$1,750~000.00 Public Library Bonds.
2. The Agreement to retain Hunton, Williams, Gay and Gibson as Bond
counsel in connection with the issuance and sale of approximately $1,750~000
Public Library Bonds, is a contract for legal services whiuh, in the judgment
of the Board of Supervisors, in the public interest should not be acquired
through competitive bidding.
3. This resolution shall be filed as a matter of public record with the
minutes of this Board.

Ordinsnce be and it hereby is adopted on an emergency basis:
AN ORDINANCE to provide for the relocation of voting places in Wagstaff
Circle Precinct in Clover Hill Magisterial District, and Winfree's Store Precinct
in Matoaca Magisterial District~ Chesterfield County~ Virginia, occasioned by
traffic and parking problems at Wagstaff Fire Department voting place and
inadequate space for people and voting machines at Archer's Garage.
BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF THE COUNTY OF CHESTERFIELD~
VIRGINIA:
1. Pursuant to authority contained in the Code of Virginia of 1950, as
amended~ Sections 24.1-36, 24.1-37 and 24.1-39~ the Wagstaff Circle election
district of Clover Hill Magisterial District and the Winfree's Store Election
District of the Matoaca Magisterial District and the respective polling places
are created and established as set forth in this ordinance.
Wagstaff Circle Precinct:
Beginning at the intersection of the center line of Courthouse Road
(State Route 653) with the center line of U.S.Route No.360; thence
nor.thwardly along the center line of Courthouse Road to its intersection
with the center line of UoS.Route No 60; thence eastwardly along the
center line of UoS.Route 60 to its intersection with the boundary line
between Chesterfield County and the City of Richmond; thence southwardly

invalid or unconstitutional~ such decision shall not affect the
validit~ or consttitutionality of any other section or provision
of this ordinance.
4. This ordinanve shall be in full force and effect upon its
adoption and enactment by the Board of Supervisors of ~esterfield
Gounty, Virginia.

On motion of Mr. O'Neill, seconded by [~lr. Myers, it is resolved that a pyrotechnic
display be authorized at the Southside Speedway provided the usual precautions
: are taken by the Chief of Police and the Chief of the Fire Department of Chester-
field County.

On motion of fvlr. Krepeia, seconded by Mr. O'Neill~ it is resolved that the bids
for the purchase of 25 Police cars., one car for the Building inspector, two cars
for the License ~par~men%, two cars for the Welfare and two cars for the Sheriff
be awarded to the lowest bidder or to be purchased by State contract, if available.

Mr. Joe Girone comes before the Board stating that he and his associates have
raised $2500.00 for furnishing lights for a baseball field at Robious and that
there is a strong possibility that additional funds can be raised to finance a
larger percentage of the total cost of approximately $10~800o00.
Upon consideration whereof~ and on motion of hr. Krepela and seconded by Mt.Myers,
it is resolved that bids be sought for this construction work and the delJ~very
time of the necessary materials be ascertained.

The President of the Bonarco Corporation comes before the Board requesting the
re~x3ning from Agricultural (A) to Townhouse (~H-1) of various parts of a parcel
of land of irregular shape fronting approximately 350 feet on the Midlothian
Turnpike (R~.60) and extending southwardly along Falling Creek to a dept~ of
approximately 7020 feet, being located south of the intersection of Falling Creek
and Midlothian Turnpike in Midlothian Magisterial District. Refer to Tax Map
Sec. 26 (1) part of parcel 21.
Mr. E.A.Reynolds states that he is Chairman of the Area Development Committee
and that his Committee would not object to a 6-day deferment.
Upon consideration whereof, and on motion of Mr. Krepela, seconded by Mr.Myers~
it is resolved that this m~kter be agzin deferred for 60-days.

The Rev. ?oEoFarmer, Pastor of the Calvary Baptist dnurch comes before the
Board requesting the rezoning from Agriculture (A) to Residential (R-2)
of a parcel of land of irregular shape fronting approximately 200 feet on
Hull Street Road (Rt.360) and extending northwardly to a depth of approximately
1950 feet, being located approximately 1520 feet southwest of the intersection
of Hull Street Road and Courthouse Road (Rt.653) in Clover Hill Magisterial
District.
Refer to Tax ~ap Sec. 49-7 (1) parcel 4.
Mr. Farmer states that his ~hurch has adequate parking on the 17-acres, that he
would like to have the property zoned for Residential purposes so that the
building line of the new C~urch could be extended closer to the Highway.
Upon consideration whereof~ and on motion of Mr. Krepela, seconded by Mr.O'Neill~
it is resolved that the aforedescribed parcel of land be and it hereby is
rezoned for R-2 purposes.

Mr. Renneth We Wells comes before the Board requestin~ a Use Permit to enlarge
an existing antique and used furniture shop on a p~rcel of land of rectangular
shape fronting approximately 130 feet on Norcliff Road~ extending southwardly
to a ~pth of approximately 420 feet, and being located approximately 420 feet
east of the intersection of Norcliff Avenue and Petersburg Pike (Rt.1/301) in
Bermuda Magisterial District. Refer to Tax Map Sec. 81-4 (3),parcel 5A.
Mr. Myers cites the fact that the Planning Commission had recommended that the
Use Permit be denied; howeger, Mr°Wells would h~ve no public sales and he agreed
to certain restrictions which generally meet with the approval of the neighbor-
