following Ordinance be and it hereby is adopted:
AN ORDINANCE to vacate a 16 foot drainage and utility easement in the
subdivision of Lake Crystal Farms, Section D, said easement running across
Lots 14 and 15, and a 20 foot drainage and utility easement in the said sub-
division running across Lot 11, Section D, as shown on subdivision of Lake
Crystal Farms, Section D recorded in Plat Book 17, page 28 in the Clerk's
Office, Circuit Court of Chesterfield County, Virginia, and being more particularly
shown on a copy of a portion of said plat whereon said ease~ent is outlined in
red" a copy of which is attached hereto and by reference made a part hereof.
WHEREAS, Raymond W. Koch and Chrystal B. Koch have petitioned the Board
of Supervisors of Chesterfield, County, Virginia to adopt an ordinance after
legal notice and a public hearing which would vacate a 16-foot drainage and
utility easement running across lots 14 and 15 of Section D, and a 20-foot
drainage and utility easement in the said subdivision running across Lot 11,
Section D, Lake Crystal Farms ~ plat of which is duly recorded in the Clerk's
Office Circuit Court of Chesterfield County, Virginia in Plat Book 17, page 28.
This drainage and utility easeraent is more particularly described onaa plat
attached in which said easement is outlined in red ~nd which is made/part hereof
by this reference, and
WHEREAS, notice of the adoption of this ordinance has been given in accord-
ance with Section 15.1-431 of the Code of Virginia, 1950, as amended.
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of the County
of Chesterfield, Virginia:
!. That pursuant to Section 15.1-442 of the Code of Virginia, 1950 as
amended a 16-foot drainage and utility easement and a 20-foot draipage and
utility easement as described above and as shown on a copy of the attached plat

petition signed by some 30 people concerning the roads in Genito Estates be
and it hereby is received and that the County's Road Engineer be re~ueste~ to
check out the various items listed and to do whatever is necessary to clear
~p this problem.

There arose a brief discussion on Highway plans for Route 360 and Walmsiey
Boulevard and it was cited that this project calls for 'the lowering of the west-
bound land which will begin shortly.
On motion of Mr. O'Neill, seconded by Hr. Krepela, it is resolved that the
Highway Department be requested to improve Piedmont Avenue at its intersection
with the ~andoned Railroad right-of-way and also DuPuy Road at the abandoned
Railroad right-of-way.

On motion of Mr. Myers, seconded bv Mr. O'Neill, it is resolved that this
Board requests the Highway Department to study the Railroad right-of-way which
has been ~:Tbandoned, beginning from Petersburg northwardly to proposed Route 288,
with the possibility that a parallel road be built on this right-of-way to relieve
some of the traffic problems currently existing in this area.

On motion of Mr. Horner, seconded by Mr. Myers, it is resolved that a Variance

a plat filed with the papers of this Board.

Alma Gee and eight other clients states that the request is spot zoning, hhat
there is no need for apartments in the area, that is will complicate the ~.ow
of traffic, that it will add to the sewage lagoon, which already smells unbearably
on occasions, that this may start a precedent to put apartments in all back
yards of bad zoning and presents a plan showing a reasonable use of the land
showing single family dwellings involving approximately !5 lots.

that traffic problems can be overcome, sewer problem, s will be solved when
additional sewers are run and the apartment project will have recreational

Mr. Myers states that he has enjoyed talkin~ ][%o most of the opponents in
he bas talked to most e.veryone in the area and states that additional time may
be required iD sn attempt to gain some reasonable concession on both sides.

This day the County Road Engineer in accordance with directions from this
Board made report in writing upon his examination of Strathmore Road and
Strathmore Court in the subdivision of Glen Conner, Section "A", in Bermuda
Magisterial District.
Upon consideration whereof, and on motion of Mr. Myers, it is resolved that
Strathmore Road and Strathmore Court in the subdivision of Glen Conner, Section
"A", in Bermuda District, are established as public roads.
And be it further resolved, that the Virginia Department of Highways, be, and
it hereby is requested to take into the Secondary System, Strathmore Road
from its intersection with State Route 1609, Wentworth Street, eastwardly
0.05 mile to its intersection with Strathmore Court, thence eastwardly 0.05
mile to its intersection State Route 1611, Westwood Street: Strathmore Court,
0.04 mile northwardly from its intersection with Strathmore Road to a cul-de-sac,.
